About this file
This is Addendum No. 1 to a Request for Proposal issued by the City of Tallahassee, Florida for Pension and Non-Pension Investment Consultant Services under a Fiduciary 3(21) arrangement. The addendum, dated January 12, 2026, incorporates changes and clarifications to the original RFP and requires bidders to acknowledge acceptance through the Bonfire platform. The addendum introduces Attachment A, a Bid Price Schedule that must be completed in its entirety and submitted with all bid response packages as an integral part of the solicitation. Bidders must provide pricing for Annual Fee for Pension Consulting Services to the City of Tallahassee, with all costs inclusive of labor, supervision, materials, supplies, equipment, tools, transportation, handling, assessments, and fees. Additional services outside the contract scope require separate negotiation and finalization. Questions regarding the addendum should be directed to Keith Milton at Keith.Milton@talgov.com or through the FRS TDD at 771.
The City of Tallahassee is not exempt from Florida Sales Tax on materials and services provided under this contract. Bidders must certify independent price determination, confirming that pricing was established without consultation or agreement with competitors and will not be disclosed to other bidders prior to response opening. Bidders must submit responses strictly in accordance with the solicitation's bidding requirements and specifications; alternate or optional responses will not be considered and may render the entire submission non-responsive. In the event of pricing calculation errors, unit costs will prevail over extended prices. The governance structure for pension and non-pension investment oversight involves the Sinking Fund Commission, composed of four City Commissioners, the Mayor, and three community-appointed members with financial expertise serving in an advisory capacity for non-pension investments.
