About this file

This is an Invitation for Bids (IFB) issued by the Grand Junction Housing Authority (GJHA) for the procurement of one (1) new Dodge RAM ProMaster 2500 Cargo Van. The solicitation was released on October 1, 2025, with electronic bids to be submitted through BidnetDirect.com by October 23, 2025, at 4:00 p.m. MST. The objective is to secure a high-quality, reliable fleet asset that aligns with GJHA's operational needs and performance standards. The bid specifies requirements for a cargo van with specific features including a 136 or 159 wheel base, V6 engine, automatic transmission, gasoline power, high roof, white exterior, black interior, bucket seats, cargo partition, Class IV receiver hitch, cargo area lighting, and full-size spare tire. The delivery deadline is set for no later than December 19, 2025.

The solicitation emphasizes that while price is a key consideration, GJHA will evaluate bids based on multiple factors including product quality, specification compliance, warranty, delivery schedule, and vendor support. The van must meet all current State of Colorado regulations and Federal Motor Vehicle Safety Standards, including emissions requirements. The bid is subject to GJHA's Procurement Policy, and funds for the purchase have been provided through the organization's budget approved by the Board of Commissioners. The award will be given to the most responsible bidder whose offer best meets GJHA's needs, with the organization reserving the right to reject any or all offers. Bidders are required to submit detailed specification sheets and descriptive brochures, and the vehicle must be factory-new, unused, and in standard configuration.

2.1 Equipment Details and Literature Required: All bids must include specification sheets and/or descriptive brochures detailing the exact specifications of the equipment proposed for the bid price. Equipment must be furnished with all the standard features described in the submitted literature. If any referenced items in the literature are not supplied, such exclusions must be clearly identified in writing as amendments to the literature.

It is the bidder’s responsibility to provide sufficient details to permit proper evaluation of the bid. Failure to do so may result in the bid's disqualification.

The body, finish, fittings, and all components shall be unused, and in factory-new condition, not previously used as a demonstrator or for any other service and shall be factory standard in all respects not in conflict with the attached GJHA bid specifications.

When specifications for items are not defined, the manufacturer’s standards are satisfactory, provided the item is required for the proper performance of the equipment.

2.2 Emissions Standards: As required by law, all vehicles and/or equipment shall be equipped with the manufacturer’s standard components and any additional devices necessary to comply with the most current State of Colorado regulations and Federal Motor Vehicle Safety Standards. Units must meet all applicable federal and state pollution control requirements and be capable of passing the State of Colorado emissions testing.

Delivery must include all relevant EPA documentation. Vehicles and/or equipment that fail to meet these standards will not be accepted.

2.3 Errors and Omissions: If the Bidder identifies any errors, omissions, or ambiguities or requires additional information regarding the specifications, they shall immediately contact the Purchasing Agent for clarification.

2.4 Guarantee: All equipment, units, and components shall be guaranteed as follows:

a. The equipment shall be free from defects in design and construction and shall provide continuous and efficient service under normal operating conditions for the duration of the warranty period.

b. The equipment or vehicle shall be of the manufacturer’s standard design and construction, with no changes or substitutions made unless expressly stated.

2.5 Warranty: All equipment bids must include the manufacturer’s standard warranty, which shall be provided with the bid. If additional or extended warranties are requested, specific warranty details must also be submitted with the bid. The

2.7 Pre-delivery: Prior to delivery, the new equipment or vehicle must be fully serviced and prepared in accordance with standard “make-ready” procedures and the manufacturer’s specifications. This includes all inspections, fluid levels, calibrations, and adjustments required for the unit to be delivered in ready-to-use condition.

2.8 Delivery: All delivery costs shall be the sole responsibility of the Bidder and must be included in the total bid price. Unless otherwise specified, all units shall be new and delivered to:

2.10 Final Payment: Final payment for equipment and vehicles delivered under these specifications shall not be made until all terms, conditions, and specification requirements are fully satisfied.

2.11 Bid Evaluation Criteria: This bid will be evaluated based on, but not limited to, the following: compliance with specifications; proven performance and reliability;

ease of operation, life-cycle cost, net cost, vendor performance history; delivery timeframe; compatibility with existing equipment, parts, or supplies; availability of service and parts; and beneficial or advantageous superior design features.

2.12 Repair and Parts Manuals: An operator’s manual and a service manual shall be provided with each new unit unless the units are duplicate orders, in which case, only one set of manuals is required. GJHA must receive all manuals prior to final payment. When available, manuals should be provided in digital format, which is GJHA’s preferred method of delivery.

2.13 Manufacturer’s Statement of Origin: Each new unit shall be delivered with the Manufacturer’s Statement of Origin (MSO). Failure to provide the MSO at the time of delivery may result in GJHA’s refusal to accept the vehicle.

The contents of the Bid of the successful Bidder shall become contractual obligations following award. Failure of the successful Bidder to accept these obligations in Owner’s Contract shall result in cancellation of the award and such Bidder may be removed from future solicitations.

3.12 Examination of Specifications. Bidders shall thoroughly examine and be familiar with the specifications and requirements of this IFB. The failure or omission of any Bidder to receive or examine any form, addendum, or other document shall in no way relieve any Bidder from any obligation with respect to his or her Bid. The submission of a Bid shall be taken as evidence of Bidder’s acknowledgement of an agreement to this section.

3.13 Questions Regarding Specifications. Any information relative to interpretation of Specifications shall be requested via Bidnet, by the Questions Deadline noted in the IFB Tentative Schedule.

If denied, the Bidder shall have the opportunity to withdraw its entire Bid or remove the confidential or proprietary information.

1.19.3 Neither cost nor pricing information nor the total response shall be considered confidential or proprietary.

3.16 Open Records. Bids shall be received and publicly acknowledged at the location, date, and time stated herein. Bidders, their representatives, and interested persons may be present. However, all non-confidential Bids shall be open for public inspection after the Contract is awarded. Trade secrets and confidential information contained in the Bid so identified by Bidder as such shall be treated as confidential by Owner to the extent allowable by the Colorado Open Records Act.

Owner shall have the right to use all ideas or adaptations of the ideas contained in any Bid received in response to this IFB, subject to limitations outlined in the entitled “Confidential Material”. Disqualification of a Bid does not eliminate this right.

3.18 Protests. Protests may only be filed by an actual or prospective Bidder whose direct economic interest would be affected by the award of a contract or by the failure to award a contract. The protest shall be submitted in writing to GJHA’s Chief Executive Officer within seven (7) business days after such aggrieved person knows or should have known of the facts giving rise to the protest, which is generally when a Notice of Intent to Award decision letter is received by Bidders, provided that Bidder’s protest is received by the GJHA’s Chief Executive Officer prior to the GJHA finalizing a contract with the selected Bidder.

3.35 Conformance with Law: Bidder shall at all times during the performance period strictly adhere to all applicable federal, state, and local laws and implementing regulations as they currently exist and may be amended from time to time. Bidder must comply with all ADA (“Americans with Disabilities Act”) requirements.

3.36 Failure to Enforce. Failure by Owner at any time to enforce the provisions of the

3.37 Force Majeure. Neither party shall be liable for failure to perform under this
