This is a Chemical Supply Bid solicitation issued by the Municipal Authority of the Borough of Morrisville, Pennsylvania for the 2026-2027 fiscal year. The procurement encompasses three primary chemical products: Sodium Bisulfite Liquid, Sodium Hypochlorite Liquid, and Hydrated Lime, which will be supplied to two wastewater treatment plants (Morrisville WWTP and KTC WWTP) and one water filtration plant (Morrisville WFP). Sodium Bisulfite deliveries to the Morrisville WWTP will total approximately 40,000 gallons annually in bulk form (1,000–1,200 gallons per delivery weekly), while KTC WWTP will receive approximately 15 totes (275-gallon, 2,500-pound units) monthly for a one-year contract or 30 totes for a two-year contract. Sodium Hypochlorite deliveries will total approximately 120,000 gallons annually to Morrisville WWTP (5,200 gallons biweekly) and approximately 15 totes monthly to KTC WWTP for one year or 30 totes for two years. Hydrated Lime will be supplied to the Water Filtration Plant in 50-pound bags totaling approximately 155 tons annually (20–22 ton lots per delivery). Sealed bids must be submitted electronically through PennBid no later than 10:00 AM on June 4, 2026, with public bid opening at the Authority office at 35 Union Street, Morrisville, PA 19067. All prospective bidders not currently under contract or who have not supplied the same chemical within the past four years must complete mandatory pre-bid site inspections at the relevant facilities and submit signed sign-off sheets with their bids. The contract term will be either one year (July 1, 2026–June 30, 2027) or two years (July 1, 2026–June 30, 2028) at the Authority's discretion, with potential annual extensions for up to three additional years if both parties agree in writing. No bidder may withdraw their bid within sixty days following the scheduled bid closing time.
Each bid must be accompanied by bid security in the form of a certified check or bid bond equal to a minimum of ten percent of the total one-year bid amount, payable to the Municipal Authority; bid bonds must be issued only by companies licensed to do business in Pennsylvania and must state this licensing explicitly. The Authority will evaluate and award bids on an individual chemical basis and reserves the right to award contracts in part or in whole, waive any informalities, or reject any or all bids. Unit prices must include all fuel surcharges and shall be based on actual quantities delivered; the estimated quantities provided are estimates only and final contract value will reflect actual orders placed by the Authority. All chemical suppliers must be manufacturers or their authorized distributors with at least five years of experience handling, storing, and delivering the specific bulk chemicals, and must make deliveries using their own tank truck equipment and personnel rather than third-party common carriers. Sodium Hypochlorite must meet AWWA B300 standards and NSF/ANSI Standard 60 certification; Hydrated Lime must meet AWWA B202 standards and NSF 60 certification; and Sodium Bisulfite must meet specified assay, specific gravity, and pH requirements.
