About this file

This is a bid schedule and pricing document from METRO, a public transit agency in Texas, for the procurement of upper articulation parts used in light rail vehicles. The invitation for bid (IFB No. 1605714326) requests suppliers to provide five line items of specialized articulation components, including upper pitching joints, upper articulation assemblies, sliding ledges, anti-lifting devices, and lower articulation assemblies. The estimated quantities range from 16 to 34 units annually across the five items, with all components sourced from approved manufacturers including Siemens, Hübner, and CAF USA. Specific manufacturer part numbers and lead times of two weeks are provided for each item. The contract structure covers a three-year period with pricing required for Year 1, Year 2, Year 3, and a combined total for Years 1-3.

Pricing must be submitted on a unit basis for each line item with extended totals calculated for each contract year and the full three-year period. METRO reserves the right to return any unused parts within fourteen calendar days of delivery for full credit, with a restocking fee percentage (to be specified by the bidder) applied to returns made after this period through the contract performance period. The file notes that failure to specify a restocking fee will be treated as zero percent and may be used as a tiebreaker in bid evaluation. For multiyear contracts, price adjustments are permitted with thirty days' notice if based on a published price list; otherwise, the Producer Price Index will serve as the guide for any price modifications. All lines within each group must be bid to comply with the invitation for bid requirements.

The restocking fee mentioned in this paragraph will not be considered in the evaluation of bids, but will be considered as a tie breaker in the event of a tie bid.
NOTE: Failure to include the restocking fee for return parts will be considered as a zero (0)% restocking fee.

For multiyear contracts, the prices may change by giving METRO thirty (30) days notice if the prices are according to a Published Price List. If Contractor does not have Published Price List, then METRO shall use the Producer Price Index (PPI) as a guide for price changes.
