REQUEST FOR PROPOSAL
UV Disinfection System Equipment and Services at JIWRF and SSWRF
CONTRACT NO. TS-2737
The Milwaukee Metropolitan Sewerage District (District or Owner) invites Suppliers who have proven experience with open-channel ultraviolet light (UV) disinfection systems with automatic cleaning systems suitable for use in a large (>100 mgd) water reclamation facility to submit sealed proposals to supply UV disinfection system equipment and related services for the District’s disinfection process improvement projects at the Jones Island Water Reclamation Facility (JIWRF) and South Shore Water Reclamation Facility (SSWRF).
BACKGROUND AND SUMMARY
The District owns the JIWRF and SSWRF, which are currently operated and maintained by Veolia Water Milwaukee (Veolia). Both facilities currently use chemical disinfection for effluent pathogen reduction. The District’s disinfection process improvement projects are currently under design and will add a UV disinfection system to each facility in parallel with the chemical disinfection system. Under normal operation and secondary effluent conditions, the UV disinfection system will treat base flows and the chemical disinfection system will treat a portion or all of the wet weather flows.
The District requires the same UV disinfection system equipment Supplier for both WRFs.
The successful Supplier will provide:
• Design assistance (project design workshops, product data/shop drawing submittals and workshops, bid set review, etc.),
• UV disinfection system equipment,
• Supplier’s services during construction (testing, training, startup, etc.),
• Spare parts and special tools.
This Request for Proposal (RFP) includes the following attachments:
Attachment A Design Assistance Scope of Services Attachment B UV Disinfection System Equipment Scope of Services
(Specifications and Drawings) Attachment C Certification of Non-Discrimination form
Attachment D Equal Employment Opportunity Data form Attachment E Sample Design Assistance Contract Attachment F Design Assistance Cost Summary Table Attachment G UV Disinfection System Equipment Costs Summary Table Attachment H Sample Equipment Pricing Agreement Attachment I Spare Parts and Consumables Cost Summary Table
The Supplier will be selected based on information provided in the proposals received in response to this request and the criteria described herein. The District and the selected Supplier will execute an equipment pricing agreement with the District (see Attachment H for a sample agreement) for the UV disinfection system equipment and related services during construction as described herein. The pricing for the UV disinfection system equipment and related services during construction will be defined in the District’s bid and construction documents for the disinfection process improvements (Contract J03006C01 for JIWRF and S03005C01 for SSWRF). The contractor for these construction contracts will ultimately procure and install the equipment. The selected Supplier will also enter into a contract with the District to provide design assistance to the District’s engineering consultant.
The District is expecting responses from only Trojan Technologies and Veolia Water Technologies & Solutions. After an extensive investigation, it was determined that there are only two UV Suppliers that (1) are able to fit their equipment into the existing plant footprints and hydraulic profiles, (2) have been in business for at least 20 years and (3) have at least three equivalent US installations with similar design criteria.

The following information must be included in each proposal and will form the basis of the evaluation. The District will thoroughly review and evaluate each proposal.
Responses should be clear, concise, and complete.
For each criterion, unless otherwise stated, the lowest sum will receive the full points, and all other proposer scores will be determined according to the following Score Calculation ROUNDED DOWN to the nearest whole number:
𝑆𝑆𝑆𝑆𝑆𝑆𝑆𝑆𝑆𝑆 = 𝐹𝐹𝐹𝐹𝐹𝐹𝐹𝐹 𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃 ∗ 1 −
(𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃𝑃 𝑉𝑉𝑉𝑉𝑉𝑉𝑉𝑉𝑉𝑉 − 𝐿𝐿𝐿𝐿𝐿𝐿 𝑉𝑉𝑉𝑉𝑉𝑉𝑉𝑉𝑉𝑉)
𝐿𝐿𝐿𝐿𝐿𝐿 𝑉𝑉𝑉𝑉𝑉𝑉𝑉𝑉𝑉𝑉
Any discrepancies in the submitted tables between the indicated sum of any column of figures and the arithmetically correct sum will be resolved in favor of the arithmetically correct sum. The District reserves the right to correct inaccurate values with written justification based on experience with similar installations of proposed equipment.
Any additions, deletions, or clarifications to the Scope of Services in Attachment A and Attachment B must be identified separately from the “base” proposal.
DESIGN ASSISTANCE – 3 points
Provide the cost for Design Assistance to the District’s engineering consultant as specified in Attachment A. Provide the best and final number as the resulting cost provided for this criteria/section will be used in a Design Assistance contract separate from the work in other sections of this RFP. Use Attachment F as a template to summarize and calculate the final pricing for this section. Attachment E is a Draft Contract for the work in this section. Submit a document summarizing the Design Assistance services to be provided, any assumptions made, and note any exceptions to Design Assistance outlined in Attachment A. The grand total in Attachment F for Design Assistance for both WRFs will be used to calculate the points awarded for this criterion.
UV DISINFECTION SYSTEM EQUIPMENT – 40 points
Provide a list, description, and details of the equipment for each WRF as outlined in Attachment B. Provide adequate detail in the proposal to allow the District to verify the proposed equipment for each WRF. Clearly state any exceptions to Attachment B. This includes all equipment required for a fully functional UV disinfection system, low voltage transformers, packaged control system and all spare parts and special tools as outlined in the Specifications. Include any standard terms and conditions related to equipment purchase with the proposal.
The District intends to finance the disinfection system improvement projects with a low interest loan through the Clean Water Fund Program (CWFP). All projects financed through the CWFP must include Build America Buy America (BABA) requirements.
Projects with BABA requirements must use to the extent applicable:
• Iron and steel for which all manufacturing steps after mining occurred in the United States;
• Manufactured products assembled in the United States for which 55% of the components (by cost) were mined, produced or manufactured in the United States; and
• Construction materials for which all manufacturing occurred in the United States.
For each WRF, provide pricing for the UV disinfection equipment, spare parts and special tools outlined in Attachment B, without and with BABA requirements. Provide a firm price for related services during construction (supervision of installation, testing, training, commissioning, warranty, and follow-up support services). Use Attachment G as a template for this section and complete Items 1, 2 and 3.
The District’s engineering consultant will provide the estimated construction cost for the structural, mechanical, and electrical work associated with the UV disinfection system equipment package proposed by each Supplier, Attachment G, Items 4 and 5.
The total price at each WRF will be calculated with and without BABA requirements.
The District will evaluate the cost of overall BABA compliance, and will choose between the non-BABA and BABA compliant project as is in its best interest. The grand total cost for both WRFs, with or without BABA requirements in the District’s best interest, will be used to calculate the points awarded for this criteria.
The proposed costs at each WRF will be used in construction Contracts J03006C01 and S03005C01 which will purchase and install the equipment. The District and Supplier will execute an Equipment Pricing Agreement (see Attachment H for a sample agreement) to hold the prices until the District executes contracts with the successful construction contractor(s).
