About this file
This document is a template priority hiring letter of intent between Detroit at Work (DAW), a comprehensive workforce development system administered by the Detroit Employment Solutions Corporation under the Mayor's Workforce Development Board, and a company planning to hire additional employees at its Detroit facility. The letter establishes a nonbinding framework for prioritizing the employment of Detroit residents to promote economic development for both the City and the company. The company commits to using DAW as its priority staffing partner for job openings, developing and implementing a DAW Staffing Plan with an assigned DAW Staffing Consultant, posting positions through Detroitatwork.com, considering modifications to pre-employment screening practices regarding legalized substances permissible under Michigan law, giving priority to Detroit residents for positions requiring filling or backfilling, collaborating on career development and youth employment initiatives, providing hiring data to DAW, and attending introductory meetings for the Grow Detroit's Young Talent summer employment program. DAW commits to assigning a staffing consultant, posting job openings, advertising positions, recruiting from its candidate database, pre-screening candidates, identifying suitable long-term career development candidates, and publicizing the partnership to promote workforce development initiatives.
The letter contains no specific pricing terms, contract amounts, or funding sources. No set-asides are identified in this template document. The agreement emphasizes good faith collaboration between the parties and allows for amendments and refinements to the commitments as the parties work together. This nonbinding letter of intent serves as a preliminary framework for establishing a recruitment and hiring partnership focused on connecting DAW's client base of over 40,000 residents across eight centers—many with demonstrated capability and interest in manufacturing sector positions—with the company's staffing needs at its Detroit location.

RE: Priority Hiring of Detroit Residents
The purpose of this nonbinding letter of intent is to set forth the understandings between Detroit at Work (“DAW”) and COMPANY (“COMPANY SHORTENED”) regarding their intent to prioritize the hiring of Detroit residents at COMPANY’s Detroit facility. DAW and COMPANY are endeavoring to prioritize the employment of Detroit residents to promote the economic development and growth of both the City of Detroit and COMPANY.
DAW is a comprehensive workforce system that acts at the direction of the Mayor’s Workforce Development Board and is administered by the Detroit Employment Solutions Corporation. DAW provides job placement, search, training, career advisement and other supportive services to residents of the City of Detroit (also referred to as the “City” or “Detroit”) who are seeking employment or career advancement.
DAW is currently serving more than 40,000 clients across 8 centers who are seeking employment. DAW has direct access to these clients, many of whom have demonstrated the ability to perform and interest in manufacturing sector jobs of the type offered by COMPANY.
COMPANY plans to hire additional employees and would like to develop a pipeline of talent for its Detroit-based facility using DAW’s staffing agency infrastructure, including its resident outreach, engagement and screening practices. Furthermore, COMPANY recognizes the importance of its community involvement and contributing to the economic development of the City through the employment of City residents.
In order to promote the economic success of both the City and COMPANY through priority hiring of Detroit residents, DAW and COMPANY have agreed to use their best efforts to take certain actions related to recruitment and hiring of COMPANY employees.
COMPANY will endeavor to do the following:
a. Use DAW as COMPANY’s priority staffing partner for job openings at its Detroit facility.
b. Develop and implement a DAW Staffing Plan in partnership with a DAW Staffing Consultant who will be assigned to the company.
c. Post job openings in the City through Detroitatwork.com.
d. Consider modifying pre-employment screening so that an applicant who tests positive for a legalized substance in the State of Michigan is not disqualified from being hired, to the extent permissible under law, regulations, and other operational requirements.
e. Give priority to Detroit residents for positions that must be filled or backfilled (following attrition) in the City.
f. Collaborate in good faith with DAW on career exposure, career development, and youth employment initiatives for Detroit residents that deliver value to COMPANY, and opportunity to Detroit residents.
g. Provide DAW with information regarding the number of Detroit residents COMPANY employs, the number of employees it has hired since the signing of this letter, and the number of new hires since the signing of this who are Detroit residents.
h. Attend a New Employer Introduction meeting for Grow Detroit’s Young Talent (“GDYT”), Detroit’s summer youth employment program.
DAW will endeavor to do the following:
a. Assign a DAW Staffing Consultant, who will work with COMPANY to develop and implement a DAW Staffing Plan for the company.
b. Post the company’s job openings through Detroitatwork.com.
c. Advertise for the job openings available at the company’s Detroit-based offices and facilities.
d. Recruit from its established candidate database, through direct outreach and/or job fairs, for the company’s available job postings.
e. Pre-screen potential candidates for COMPANY’s available job openings to determine the candidates meet the company’s basic job qualifications.
f. Collaborate with the company to find candidates that are suitable for long-term career development with the company.
g. Publicize its partnership with COMPANY, when appropriate to promote the initiatives and partnerships undertaken by DAW and the City for the City’s economic development and increased employment of Detroit residents.
The parties further agree that they will work together and meet as necessary to further amend and refine their commitments outlined above.
