Contractors will bid per linear foot, with prices to be all-inclusive and in accordance with NRCS Standards and Specifications. The proposal evaluation will consider the contractor's capacity and experience (30 points), references (10 points), and price (60 points), with a potential for additional interviews. Proposers must submit various certifications, including non-collusion, lobbying, affirmative steps for small and minority businesses, debarment, conflict of interest, and a drug-free workplace affidavit. All proposals must be submitted electronically through the DFS Procurement Portal, with the contract to be awarded to the most qualified proposer.
