About this file
This is a Statement of Work (SOW) for parking space services at the IRS Spokane facility in Washington. The Internal Revenue Service requires the contractor to provide three parking spaces located within a 15-minute walking distance of the Thomas Foley Federal Courthouse at 920 W. Riverside Avenue, Spokane, WA 99201. The parking facility must be available 24/7 with controlled access mechanisms such as access cards, proximity cards, or access codes. The contractor is responsible for all management, supervision, labor, materials, supplies, and equipment necessary to maintain a safe, secure, and hazard-free parking environment that protects government vehicles and personnel.
The contract period of performance runs from June 1, 2026 through May 31, 2027 on a monthly basis for one year, with a firm fixed price (FFP) contract type anticipated. The evaluation criteria are equally weighted across five factors: price, geographic locality, 24-hour access availability, controlled access capabilities, and technical review demonstrating past experience in providing similar parking services. The contractor must submit monthly invoices electronically upon delivery of service and maintain a minimum 24-hour notice requirement prior to any service disruptions. Fernando Flores, FMSS IRS (206-931-2713; fernando.j.flores@irs.gov), serves as the primary point of contact for the government, with the Contracting Officer and Contracting Officer's Representative responsible for inspection and acceptance of services.
