About this file
This is a Notice of Intent to Sole Source issued by the City of Palm Coast, Florida for Smith & Loveless Vortex Grit Basin Equipment (Project Number SS-UT-25-75). The City intends to waive the competitive solicitation process and approve a sole/single source purchase to Environmental Equipment Services for grit removal system equipment for the City's wastewater treatment plant. The equipment includes a Model 20.0 PISTA 270 Grit Chamber complete system with vortex grit removal mechanism, grit pump, concentrator, and electrical panels, along with related components such as motors, control panels, and accessories. Interested vendors can respond with alternate solutions that overcome the sole source justification by submitting detailed documentation regarding their ability to supply equivalent commodities or services to Taya Hoff at thoff@palmcoastgov.com prior to 2:00 PM on September 8, 2025.
The base equipment cost is $187,626 with an optional Model 15 Screw Classifier available for an additional $90,595, bringing the total potential cost to $278,221. The equipment supplier Smith & Loveless has an exclusive agreement with Environmental Equipment Services for sales within Florida, establishing the sole source justification. Payment terms are structured as 30% upon submittal approval, 60% upon shipment, and 10% upon startup, with an estimated delivery timeline of 32-36 weeks from approval to release equipment to production. The equipment carries a 12-month warranty from startup not to exceed 18 months from shipment date, and all wetted parts are constructed of 316 stainless steel for corrosion resistance in wastewater applications.

Warranty:
The equipment shall be covered in accordance with S&L standard Warranty Certificate and warrants our equipment to be free from defects in materials and workmanship for a period of 12 months from start-up but not to exceed 18 months from date of shipment. The cost of labor is not included.
Notes/Clarifications:
1. All wetted parts provided from S&L shall be constructed of 316SS.
2. Please note S&L based grit pump 5HP sizing on 19ft TDH which accounts for 12ft TDH required at concentrator inlet. Please confirm TDH of 19ft is accurate for contractors proposed install location for new flooded suction grit pump. If TDH required is different than what we have accounted for we will need to reconfirm HP sizing for grit pump.
The 5HP selection included in this scope was based around 19ft TDH.
3. Please note S&L will provide standard concentrator mounting bracket which is designed for the S&L Model 15 classifier. If it is decided to not purchase new S&L Model 15 classifier but rather to use existing classifier then modifications to the existing classifier concentrator bracket would need to be made by contractor. Concentrator mounting bracket included as a standard is not designed for the existing classifier dimensions so modifications to do so would need to be accounted for by contractor which would likely involve either field welding and/or modifying existing bracket.
4. Please note based on our site visits and discussions with City/contractors it is our understanding that the existing support stands for main control panel are expected to be reused if new support stands for new NEMA4X 316SS main control panel mounting are needed they will need to be provided by others as they have not been accounted for in our scope at this time. The existing main control panel supports are two (2) 4”x4” rectangular tubing stands that are 36” wide. See below pictures for reference.
5. All interconnecting piping and valves from chamber to grit pump and from grit pump to concentrator/classifier were not included in our scope of supply and shall be by others. Water flush solenoid and associated water flush piping/means of providing flush water to suction of grit pump shall be by others. Programming for water flush solenoid valve operation will be handled by S&L via S&L new main control panel.
6. Means of isolating grit pump in between pump cycles through the use of 4” actuated plug valve on suction side of grit pump shall be by others as it was not included in our scope of supply but programming isolation valve operation can be done by S&L. S&L has accounted for programming of 4-20mA actuated plug valve but the supply/install of actuated plug valve shall be by others. Actuated valve should be full open/full close type with 4-20mA communication. Power supply for actuated valve is outside S&L scope and means of providing necessary power to actuated isolation plug valve shall be by others, only communication/control of actuated plug valves operation via programming will be responsibility of S&L. ***
7. No installation services were included in our scope at this time. See above services section for what has been included at this time. Our price reflects up to one (1) trip of (4) four consecutive days of on site work, if additional time is required it can be added for $1,100 per day including travel time plus actual travel expenses.
8. Freight costs to jobsite were estimated on most current pricing available to EES/S&L and are subject to change should prices escalate beyond 5% of what is anticipated.***
9. Please note the S&L 250GPM concentrator has a 4.5” O.D. plain end inlet connection which will require a compression coupling connection. The respective compression coupling will need to be provided by others/contractor. We have attached the brand/type of compression coupling we recommend to end of this proposal for reference but please note this coupling was not included in our scope or pricing.
10. Pricing is valid for 30 days and will need to be reconfirmed past 30 days for validity.
Your Total Cost for the Equipment Listed Above, With No Sales Tax Included Is:
$187,626.00
Recommended Optional Adders:
1. 316SS Model 15 Screw Classifier w/ 1HP, 3phase, 60Hz, 460V, explosion proof, premium efficiency motor, shaft power monitor, 9” diameter screw solid cover, supported on legs to provide an incline of approximately 22 degrees.……$90,595.00 Total Cost with Base Price and Recommended Classifier Adder= $278,221.00
a. We strongly recommend including the 316SS S&L Model 15 Screw classifier. The base scope includes new equipment for the controls, chamber components, grit concentrator, and grit pump and it is recommended to replace the existing screw classifier onsite so that the entire system has a performance guarantee in place.
We have heavily discounted the Model 15 classifier for the City of Palm Coast’s consideration. Additionally, although we have been told the existing classifier onsite “works” it has not been in operation for quite some time and there is a risk of all new S&L equipment being onsite and the project being delayed in the event the existing classifier does not work or has problems. Should this occur and the decision be made at that time to then purchase a new S&L classifier it would take 30 weeks to be delivered from submittal approval which would further delay the project and add unnecessary costs to Palm Coast. There has been no documentation provided to us for existing obsolete grit classifier to validate removal performance either. The S&L Model 15 classifier proposed is used on every S&L grit system and is designed/back by guarantees to remove 95% of 75 micron and larger sized grit particles. Furthermore, since there is a future plant expansion project in the works which would involve a new headworks its worth
Zack Mansker, Sales Engineer Environmental Equipment Services, LLC C (863) 220-3081
3616 Harden Blvd. #337 Lakeland FL, 33803 863-450-3595 noting that this Model 15 classifier would be suitable for any new headworks should the City of Palm Coast want to relocate it and utilize it at the new headworks in the future. Lastly, by choosing to replace existing classifier with new S&L classifier it would prevent additional costs onsite during install required to modify concentrator mounting bracket on existing classifier which would need to be done by contractor. If new S&L model 15 classifier is included with purchase of the rest of S&L equipment the standard mounting bracket provided by S&L would negate this issue as S&L’s bracket simply bolts onto the Model 15 classifier in which is it specifically designed for.
