About this file

This is a letter of support from Baker Tilly Advisory Group, LP, acknowledging Hillsborough County's sole source procurement decision for classification and compensation consulting services. Baker Tilly will provide professional services utilizing its proprietary Systematic Analysis and Factor Evaluation (SAFE) methodology, a specialized job evaluation framework designed for public-sector organizations. The engagement is structured for a two-year period, with the County reserving the right to extend the contract term, adjust the scope of services in response to changing conditions, and increase the award amount accordingly. The SAFE methodology enables objective measurement of job classification values independent of individual job holders to create fair, competitive, and defensible pay structures that support workforce recruitment and retention.

The estimated cost of the contract is $238,400.27 for the two-year engagement. Baker Tilly acknowledges that the proprietary nature of the SAFE methodology and its exclusive right to provide these specialized services justify the exempt noncompetitive procurement classification under Section 3-205(2)(g) of Hillsborough County's Procurement Policy. The vendor recognizes the County's authority to conduct negotiations regarding pricing, scope, timeline, and other contract terms while maintaining procurement integrity and serving the public's best interests. Baker Tilly commits to supporting the County in implementing the Classification and Compensation Study while providing the specialized expertise and proprietary tools necessary to establish compensation practices that enhance service delivery to the public.
