Statement of Work Inspection, Testing, and Inventory of Fire Protection and Life Safety Systems

1.0 Background
The National Park Service (NPS) has a requirement for the inspection and testing of fire suppression and alarm systems within Yosemite National Park (YOSE).
The project consists of performing NFPA compliant inspection and testing, and the cost estimating of deficiencies found during the inspection and testing process in 142 buildings in the attached asset list. Systems to be surveyed shall include:
• Water-based fire protection systems – 132 systems, to include:
- Wet pipe sprinkler systems (to include standpipes and fire pumps)
- Dry pipe sprinkler systems (to include standpipes and fire pumps)
• Chemical agent systems (to include dry and wet flammable liquids storage areas and food preparation spaces) – 1 system (system is currently out of service)
• Water Mist System (to include museum collection storage and display) – 1 system
• Fire Detection and Notification Systems – 61 systems
2.0 Scope
General:
All services under this task order shall be performed in accordance with accepted industry standards and applicable codes as identified herein. The work of this task order shall be performed in accordance with applicable NPS Policy, appropriate National Fire Protection Association (NFPA) Codes and Standards, under the supervision of a licensed professional fire protection engineer as approved by the NPS Contracting Officer’s Representative (COR) and the NPS Regional Authority Having Jurisdiction (AHJ).
The work shall be performed in two phases, which describes the workflow from field work through documentation and cost estimating. Phase one shall include the facilities management task of conducting system component field surveys, system inspections, system testing, and identification of system deficiencies and shall be performed by a licensed and/or certified contractor. Phase two shall include review of inspection, testing, and inventory of field documentation, validation of code citations, recommend corrective actions, deficiency cost estimating and if not already done, input of inventory into the FCPA database. Phase two shall be performed by and/or under the supervision of a NICET Level 2 or California (CA) State equivalent for sprinkler systems, and NICET Level 2 or CA state equivalent or manufacturer certified person for alarm systems.
The contractor remains full responsible for determining if the standards, codes, or provisions cited in this task order have been revised or updated. The Contractor shall use the most current release of appliable NFPA codes and standards in the completion of the work associated with this task order.
Any such conflicts between NFPA codes and standards and this task order shall be brought to the attention of the COR requesting clarification prior to performing associated work. The COR’s clarification doesn’t constitute the right to modify the contract in any way or authorize any additional cost to the Government without official modification issued by the Contracting Officer
(CO).
Specific Scope will include:
1. Validating the number and types of systems compared to the list provided, estimating number of components, validating applicable fire and life safety codes and standards.
2. Performing inventory, inspection, testing, and identifying deficiencies (to include applicable code citation), and cost estimating.
3. Provide Class C estimate for repair of identified deficiencies.
4. The file format for each electronic report (each asset) is to be: Asset#-YOSE-Mo- Year-Brief
Description, e.g., 1335987-YOSE-09-2024-Valley District Museum.
5. The contractor shall provide an extra nitrogen tank for testing the nitrogen system at the
Yosemite Museum.
6. The contractor shall provide all labor, equipment, materials, and supervision to perform the tasks outlined in the scope of work.
3.0 Tasks
Performance of Field Surveys:
• The contractor shall survey all identified NPS facilities. The field survey shall include the inventory and cataloguing of all fire protection systems and their components in the identified facilities, to include fire suppression and fire detection and notification systems.
• The contractor shall document systems and components found during the survey and update a standard inventory form, provided by the contractor. Note that this is not a full FPCA inspection and only requires that the form be completed.
Performance of Annual Inspections:
• The contractor shall perform inspections commiserate with the minimum requirement for annual inspections for each system and document inspection on the appropriate NFPA approved inspection, testing, and maintenance form. The inspections shall be based on the minimum requirements of the appropriate NFPA code or standard for the specific system.
Performance of Annual Testing:
• The contractor shall perform annual testing of all inspected fire protection systems and document the inspection on the appropriate NFPA inspection, testing, and maintenance form.
The annual inspection shall be based on the minimum requirements of the appropriate NFPA code or standard for the specific system. The contractor shall cite the applicable NFPA code, standard, or chapter and applicable sub-sections that support determination of deficient installation or performance.
No maintenance of fire protection systems shall be performed under this task order.
All deficiencies identified during Phase 1 that are deemed by the Contractor to pose an imminent hazard or threat to employees, visitors, or the resource shall be immediately reported to the AHJ.
Performance of Cost Estimating:
• The contractor shall prepare and submit Class C cost estimates. The cost estimate shall describe all the work required to correct all deficiencies identified during the survey, inspection, and testing. Cost estimating shall be performed in accordance with recognized industry practices. RS Means CostWorks®, and NPS policy, as approved by the COR. Cost estimating shall include a description of the proposed repairs and all labor and materials necessary to correct each deficiency. Cost estimating shall include any patching, painting, trenching, revegetation, clean-up, or other finish work that will be required as a result of required repairs. Costing shall be presented in an itemized fashion on an excel spreadsheet.
The contractor shall submit cost estimates within 30 days of field work to the COR for approval and acceptance.
Documentation:
• The contractor shall provide to the NPS all completed forms, documents, and electronic files generated as a result of the survey, inspection, testing, and cost estimating. Each individual asset report will be titled with a file name format for each electronic report. Each asset title will be: Asset#-YOSE-Mo-Year-Brief Description, e.g., 1335987-YOSE-09-2024-Valley District Museum.
• One copy of all forms and documents shall be provided in a three-ring binder. Three electronic files shall be provided on individual flash drives.
• The contractor shall provide an Executive Summary for the entire survey. The content of the Executive Summary shall include, but not be limited to, date of field survey, buildings assessed, number and type of fire protection systems identified, overall condition of systems surveyed, any deficiencies reported to the AHJ as an imminent hazard or threat to life or property, and aggregate total cost of repairs.
The work of this task order shall be conducted in accordance with the minimum requirement frequencies outlined in this task order, and in accordance with the following NFPA codes and standards:
• NFPA 11 (Standard for Low-, Medium-, and High-Expansion Foam, 2016)
• NFPA 12 (Standard on Carbon Dioxide Extinguishing Systems, 2015)
• NFPA 12A (Standard on Halon 1301 Fire Extinguishing Systems, 2015)
• NFPA 13 (Standard for the Installation of Sprinkler Systems, 2016)
• NFPA 13D (Standard for the Installation of Sprinkler Systems in One- and Two-Family Dwellings and Manufactured Homes, 2016)
• NFPA 13R (Standard for the Installation of Sprinkler Systems in Residential Occupancies up to an Including Four Stories in Height, 2016)
• NFPA 14 (Standard for the Installation of Standpipe and Hose Systems, 2016)

Preparation of Class C Cost Estimates:
The Contractor Class C cost estimates shall be based on data, formulas, and methods found in RS Means CostWorks®. The cost estimates shall consider, where applicable, unusual site remoteness, harsh environments, and seasonal closures. Cost estimates shall consider the local and regional bid climate. Cost estimates must be completed and submitted within 30 days of field work.
4.0 General:
Data and Materials to be Provided by NPS:
The NPS will provide:
1. Asset Information (to include description and location)
2. NPS Park Unit Liaison (COR) and escorts for the completion of the on-site inspections
3. Known Inventory of Fire Protection Systems and Components*
*NPS provided inventory is not all inclusive and is only an estimate of existing conditions.
Data and Materials to be Provided by Contractor:
The contractor shall provide/secure:
1. All tools, equipment (including lifts and ladders), telecommunications, transportation, NFPA codes and standards, and all other incidental supplies required for the work.
2. All lodging and per diem.
3. Nitrogen for nitrogen system testing.
Travel and Per Diem Reimbursements:
The contractor shall be responsible for securing lodging and meals at established General Service Administration (GSA) government rates.
5.0 Place of Performance:
All buildings are located within Yosemite National Park; in particular, the operational districts identified as El Portal, Mather (Hodgden Meadows and Crane Flat), Yosemite Valley, and Wawona.
6.0 Period of Performance:
The period of performance for this work shall commence upon task order award and be completed by September 30, 2024.
7.0 Payment:
In accordance with the Electronic Invoicing and Payment Requirements-Internet Payment Paltform (IPP) Clause, the contractor shall submit a draft Invoice Package to the COR a minimum of five (5) working days prior to the submittal of the formal Invoice through IPP. Within five (5) working days of receipt, the COR shall provide an acceptability recommendation to the contractor. If the COR recommends acceptance, the contractor shall submit a copy of the final version of the Invoice Package to the NPS through IPP. A completed Release of Claims form shall be submitted with the final invoice for the unpaid balance of the task order.
