About this file
This Statement of Work (SOW) details the Bureau of Reclamation's requirement to purchase two complete Gamry Instruments Reference 620 potentiostat systems for its Materials and Corrosion Laboratory. The procurement includes two Reference 620 potentiostats (PARTS No 992-00165 & 720-00160), two paint test cells (PART No 990-00197), and two Faraday shields with glass doors (PART No 992-00183). The systems are needed to support electrochemical impedance spectroscopy (EIS) testing of commercial coatings, with specific requirements including dedicated software, calibration cells, cell cables, and the ability to operate in an air-gapped environment.
Key procurement details include delivery to the Denver Federal Center within 90 days of contract award, with the supplier responsible for ensuring undamaged shipping and complete equipment. The Bureau of Reclamation is pursuing a sole-source procurement directly with Gamry Instruments due to the specialized nature of the equipment, its unique performance specifications, and the need for compatibility with existing laboratory infrastructure. The systems must include a minimum two-year warranty and lifetime technical support, and be manufactured with all new parts, ready for immediate production-level work without additional modifications.

Statement of Work (SOW)
Title: Laboratory Potentiostats and Faraday Cages
1. Background The Bureau of Reclamation’s (Reclamation) Materials and Corrosion Lab uses laboratory potentiostats for performance testing of commercial coatings via electrochemical impedance spectroscopy (EIS). The potentiostats are used to qualify the commercial coatings for use in Reclamation’s coatings specifications.
Reclamation has four Gamry Instruments potentiostats used for qualifying commercial coatings:
two Reference 620s, a Reference 600+, and a FAS2 Femptostat. The two latter instruments are in good operating condition but are older (outside of warranty) and no longer supported. The FAS2 runs on Windows 7 (Government computers require Windows 10), and the Reference 600+ has a fan issue and an unacceptable noise source in the data.
The existing units are often running at capacity for EIS measurements on coatings, and additional capacity is needed to meet BIL-funding project needs. The downtime results in extended task timelines to troubleshoot and complete testing. Purchasing additional potentiostats now will increase capability, helping to ensure efficient testing during increased workload due to BIL-funded projects.
New potentiostats from Gamry Instruments are desired to maintain compatibility with all existing hardware and software. This provides efficiencies for data collection and analysis as well as for technical support from the manufacturer.
2. Scope This scope of work is to purchase two complete systems of the Gamry Instruments 620 potentiostat/galvanostat/ZRA (“potentiostat”) plus Faraday shields/cages to support the current testing on the existing Gamry Instruments models. These instruments are extremely sensitive, allowing for the market’s best accuracy measurement of EIS on protective coatings with high impedance values due to their ability to measure very low currents.
The purchase is to include the full experimental set-up, including hardware/software, cell cables, test cell, counter electrodes, calibration cell, and Faraday cage as well as shipping, and lifetime technical support.
3. Tasks Deliver two complete systems, each meeting the following minimum specifications:
CLIN 10: Gamry Reference 620 - PARTS No 992-00165 & 720-00160 (Quantity: 2) Potentiostat/Galvanostat/ZRA, shall include:
a) Potentiostat and dedicated software:

i) Power cord and cable to connect the computer to the potentiostat module.
ii) Potentiostat cell cable.
iii) Calibration cell.
iv) Instrument manual.
v) All hardware and software proposed for this project would need to be capable of running in an air-gapped environment (no internet connectivity). Therefore, all system updates need to be capable of being performed through means other than network connectivity.
CLIN 20: PTC1-Paint Test Cell (w/o Reference Electrode) - PART No 990-00197 (Quantity:
2) Shall include:
a) Paint test cell set-up including glass cell, o-ring, base, and clamp.
b) Carbon rod counter electrode, plus one spare.
CLIN 30: Faraday Shield with Glass Door - PART No 992-00183 (Quantity: 2) Shall include:
a) Faraday shield/cage with glass door.
The system shall be plug-and-play and usable once setup. No additional modifications prior to production level work should be required. The system shall be provided with up-to-date equipment calibration documentation and shall be manufactured with all new parts.
The system shall include at least a two-year warranty provided by the supplier. Supplier must have lifetime technical support.
4. Delivery The supplier is responsible for delivering the entire system, as detailed in the Tasks Section, to the loading dock at entrance S-6 of Building 56 on the Denver Federal Center in Denver, Colorado – this type of international delivery is sometimes referred to as “Delivered to Place.” The supplier is responsible for ensuring the system is undamaged during the shipping process and comes equipped with all required parts.
5. Place of Performance The equipment is to be delivered to:
Building 56, Door S-6
