STATEMENT OF WORK

FLORIDA KEYS NATIONAL MARINE SANCTUARY

1. Background The National Oceanic and Atmospheric Administration’s Office of National Marine Sanctuaries, Florida Keys National Marine Sanctuary (FKNMS) requires five sheds to store mooring buoy supplies. The new sheds will serve as replacements of mooring buoy work stations that were lost or damaged by Hurricane Ian. The stations are where mooring buoys are repaired, assembled and stored, including three sheds at Key Largo FKNMS dock, a shed in Key Largo FKNMS office work yard, and a shed at Key West FKNMS office work yard.

Site visit A site visit is strongly encouraged. Quoters are strongly encouraged to inspect the site where services are to be performed and to satisfy themselves as to all general and local conditions that may affect the cost of the performance of the contract, to the extent such information is reasonably obtainable. In no event will a failure to inspect the site constitute grounds for a claim after award of the contract.

Please ensure you contact the individual listed a minimum of 24 hours in advance of the site visit you would like to attend so he or she knows to expect you.

2. General Requirements

· All sheds shall meet the specified length and door configurations.

· All sheds shall be new and without defect from the manufacturer.

· All sheds shall be insulated with a minimum of 3 1/2” Closed Cell Spray Foam Insulation R value R-24, able to withstand up to 170 mph wind conditions, climate controlled, weathertight, termite-resistant and come with a minimum of 5 years manufacturer warranty.

· Contractor shall obtain and supply any permits required for the delivery and installation of sheds.

· Contractor shall notify NOAA’s technical point of contacts listed on section 5 of this document at least five business days prior to the shipping date of the sheds to coordinate delivery meeting times.

· The contractor shall deliver the sheds to multiple NOAA locations as described below in section 6 during working hours (Monday – Friday, 9:00 am – 5:00 pm).

· The vendor is not responsible for any external electrical hookup work.

· The vendor is not responsible for installation or supply of the wall mounted air conditioning units.

3. Deliverables This Statement of Work requires a contractor to provide all labor, materials, equipment, supplies and freight to construct, deliver, install and level five new sheds at specified FKNMS work areas in Key Largo and Key West, Florida.

Sheds #1, #2 and # 3 (described below) will require a crane to place them on the Key Largo dock location. The installation area for sheds #1, #2 and # 3 is adjacent to an open parking lot but the dock area is down steps and has some obstacles such as stairs and palm trees (photos and description of the Key Largo dock delivery installation area are provided at the end of this document for reference). The Government will be responsible and arrange for the palm tree fronds to be trimmed to make room for crane delivery at dock location. The government will also be responsible for the cleanup of the tree trimmings.

The sheds shall meet the following specifications:

Shed #1- Key Largo Dock Length: (8’x12’) Material: Accu-Steel inside Frame (or similar quality frame that is rust resistant), Hardie Stucco Panels Exterior, Galvalume exterior wall panels may be used, as long as they are under warranty for a minimum of five years (against corrosion, rust, 170-mile winds).

Insulation: Walls, roof and floor insulated with a minimum of 3 1/2” Closed Cell Spray Foam Insulation R value R-24 Exterior Paint: Color White top half portion and Blue (Sherman Williams Dress Blue SW 9176, Benjamin Moore - Blue 2066-10, or similar) bottom half, Flooring: Treated ¾” Plywood Flooring.

Side Wall Height: 92.5” Door: 6’x7’ Roll Up Door Roof: Galvalum (or similar quality that is rust resistant) A-frame; bare Galvalum or painted white Vents:

· 2 Hydrostatic Vents (Flood) 8”X16”

· 2 Air Flow Vents (Gable) Lights: 1 overhead light with light switch at entrance; LED energy efficient lighting preferred Outlets: Three 15-amp 110 Volt AC duplex outlets; one near air conditioning cutout for plugin Customization inside:

· 6’ H X 9’ W Pegboard on left wall (under single shelf)

· 1’ft deep Topside shelving @ 6.5’ height from floor for full length of 3 walls (see drawing below for reference)

· 1’ft deep Mid Shelving @ 36” height from floor for full length of Right wall (see drawing for reference)

· 2’ft wide Mid Shelving @ 36” height from floor for full length of back wall (see drawing below for reference)

· 1’ft wide Bottom Shelving @ 18” height from floor for full length of Right wall (see drawing below for reference)

· 2’ft wide Bottom Shelving @ 18” height from floor for full length of back wall (see drawing below for reference)

· Cutout to fit window air conditioner unit that is 15.980 in W x 12.520 in H

Install: Using a crane, place onto existing wooden deck structure, level with dock Anchor: Red anchoring into concrete seawall

Shed #2 - Key Largo Dock

Length: (8’x12’) Material: Accu-Steel inside Frame (or similar quality frame that is rust resistant), Hardie Stucco Panels Exterior, Galvalume exterior wall panels may be used, as long as they are under warranty for a minimum of five years (against corrosion, rust, 170-mile winds).

Insulation: Walls, roof and floor insulated with a minimum of 3 1/2” Closed Cell Spray Foam Insulation R value R-24 Exterior Paint: Color White top half portion and Blue (Sherman Williams Dress Blue SW 9176, Benjamin Moore - Blue 2066-10, or similar) bottom half Flooring: Treated ¾” Plywood Flooring.

Side Wall Height: 92.5” Door: 5’x7’ Roll Up Door Roof: Galvalum (or similar quality that is rust resistant) A-frame; bare Galvalum or painted white

Vents:

· 2 Hydrostatic Vents (Flood) 8”X16”

Length: (4’x8’) Material: Accu-Steel inside Frame (or similar quality frame that is rust resistant), Hardie Stucco Panels Exterior, Galvalume exterior wall panels may be used, as long as they are under warranty for a minimum of five years (against corrosion, rust, 170-mile winds).

Insulation: Walls, roof and floor insulated with a minimum of 3 1/2” Closed Cell Spray Foam Insulation R value R-24 Exterior Paint: Color White top half portion and Blue (Sherman Williams Dress Blue SW 9176, Benjamin Moore - Blue 2066-10, or similar) bottom half Flooring: Treated ¾” Plywood Flooring Side Wall Height: Low side wall 87” 4” Overhang Door: 5’x6’ Roll Up Door Roof: Galvalum (or similar quality that is rust resistant) Lean-to with high side on right side of entrance door; bare Galvalum or painted white Vents:

· 2 Hydrostatic Vents (Flood) 8”X16”

· 2 Air Flow Vents (Gable) Install: Using a crane, place on concrete dock; provide concrete lintels or wooden skids under shed

Shed #4 - Key Largo Office

Length: (19’ x 30’) Material: Accu-Steel inside Frame (or similar quality frame that is rust resistant), Hardie Stucco Panels Exterior, Galvalume exterior wall panels may be used, as long as they are under warranty for a minimum of five years (against corrosion, rust, 170-mile winds).

Insulation: Walls, roof and floor insulated with a minimum of 3 1/2” Closed Cell Spray Foam Insulation R value R-24 Exterior Paint: Color White top half portion and Blue bottom half (Sherman Williams Dress Blue SW 9176, Benjamin Moore - Blue 2066-10, or similar) Flooring: Treated ¾” Plywood Flooring.

Side Wall Height: 92.5” Door: Qty 2 - 8’x7’ Roll Up Door on each shorter length side of shed Roof: Galvalum (or similar quality that is rust resistant) A-frame; bare Galvalum or painted white Vents:

· 6 Hydrostatic Vents (Flood) 8”X16”

· 2 Air Flow Vents (Gable) Light: 2 overhead lights with one light switch at each entrance; LED energy efficient lighting preferred Outlet: Three 15-amp 110 Volt AC duplex outlets; one near each air conditioning unit cutout for plugin Customization: 2 Cutouts to fit window air conditioner units that are each 18.580 in W x 13.310 in H.

Install: Install / level on top of existing concrete pad; provide concrete lintels or wooden skids under shed Anchor: Red anchoring into asphalt

Shed #5 - Key West Office Air conditionercutout

Length: (8’x20’) Material: Accu-Steel inside Frame (or similar quality frame that is rust resistant), Hardie Stucco Panels Exterior, Galvalume exterior wall panels may be used, as long as they are under warranty for a minimum of five years (against corrosion, rust, 170-mile winds).

Insulation: Walls, roof and floor insulated with a minimum of 3 1/2” Closed Cell Spray Foam Insulation R value R-24 Exterior Paint: Color White top half portion and Blue (Sherman Williams Dress Blue SW 9176, Benjamin Moore - Blue 2066-10, or similar) bottom half Flooring: Treated ¾” Plywood Flooring.

Side Wall Height: 96” Door: 1 – Regular 36”x80’ Door, 1- 6’x7’ Door Roll up Roof: Galvalum (or similar quality that is rust resistant) A-frame; bare Galvalum or painted white Vents:

· 2 Hydrostatic Vents (Flood) 8”X16”

· 2 Air Flow Vents (Gable) Windows: 3 White Grids 36”X36” Light: 1 overhead light with light switch at entrance; LED energy efficient lighting preferred Outlet: Two 15-amp 110 Volt AC duplex outlets; one near air conditioning unit cutout for plugin Customization:

· 1 Cutout to fit window air conditioner unit that is 15.980 W x

4. Period of Performance New sheds shall be delivered, levelled and installed between September 28 – December 12, 2024 during regular business hours (Monday – Friday 9am – 5pm). Contractor shall notify NOAA’s technical point of contacts listed on section 5 of this document at least five business days prior to the shipping date of the sheds to coordinate delivery meeting times.

Note that existing three sheds on the dock will be removed. The wooden deck structure under the larger white sheds in the photo above will remain as a platform for Sheds #1 and #2. Shed #3 will be placed on lintels or skids directly on the concrete dock (where the smaller wood “outhouse-themed” shed is located).
