DIVISION 01 – GENERAL REQUIREMENTS
01 10 00 – GENERAL PARAGRAPHS
PART 1 GENERAL
1.01 SCOPE OF WORK: The Contractor shall provide all equipment, labor, materials, supervision and transportation to replace the insulation on all steam lines, condensate lines, condensate equipment and hanger repair in the Hamilton Hall Arcades.
1.02 LOCATION: Location is at Hamilton Hall as indicated on the Project Location Plan. The business address is 15 Mohegan Ave, New London, CT 06320.
1.03 CONTRACT OFFICER'S REPRESENTATIVE: The term COR is an abbreviation for Contracting Officer’s Representative. The COR is designated by the Contracting Officer (KO). The COR may assign an inspector in his or her place. The COR only has the authority to oversee that the technical requirements of the contract are met. The COR cannot make contract changes or resolve disputes.
1.04 PROJECT MANAGEMENT:
A. SITE INVESTIGATION: Any bidder interested in completing the project shall perform a site visit to the location of the project to become familiar with all the existing conditions under which the project will be performed prior to submitting their bid. Visits to the site may be coordinated with CWO2 Brian Boss, Assistant Public Works Officer at Brian.R.Boss@uscg.mil (preferred) or via phone at 860-444-8554. Failure to visit site and make a proper assessment will not relieve the awarded Contractor from contracted work because of under (low) bid.
B. CONTRACTOR SECURITY REQUIREMENTS: The Contractor shall provide a list of all on-site personnel, including Sub Contractors to the COR. The Contractor shall update this list when changes occur. Contractor personnel not listed may be denied access to the Coast Guard facility. Contractor personnel will be restricted to designated working areas. Any personnel violating this policy may lose access to the Coast Guard facility. Contractor personnel shall have photo identification at all times while working on Coast Guard facilities.
C. WORKDAY: Typically, Contractor activities are conducted between the hours of 0730 and 1600 local time Monday through Friday excluding all Federal holidays. All work hours will be scheduled around planned Government operations. Restricted work hours or workdays will be determined following the award of this contract. Coordination of work schedule will be between COR and Contractor.
D. PERIOD OF PERFORMANCE: The Contractor shall proceed with work on the negotiated start date determined between the Contractor and COR. Targeted period of performance is from date of award, not to exceed November 30, 2021. WORK PROCESS MUST BEGIN PRIOR TO SEPTEMBER 27, 2021.
1.05 CONTRACTOR USE OF FACILITIES:
A. SMOKING POLICY: The Coast Guard Academy is a limited smoking/tobacco use facility. Smoking and other tobacco use is limited to designated areas. See Appendix A provided for designated area locations.
B. UTILITIES: The Government at no cost will provide reasonable use of electricity (115V @ 15A) and water at household pressure to the Contractor. Additional utility requirements beyond what the Academy provides shall be the responsibility of the Contractor. The Contractor at the completion of the project shall remove all utility equipment. Electricity and water however may not be readily available at this particular project location.
C. SANITARY FACILITIES: Toilet facilities are available for Contractor use at the job site. The Contractor shall ensure the facilities remain clean after their use. See COR for locations.
D. PARKING: The Contractor is authorized parking at the Academy during the performance of the project. Overnight parking is not permitted. See COR for parking arrangements.
E. WALKWAY CLOSURE: Walkway will be closed by arrangements made by the COR.

01 33 00 – SUBMITTALS PROCEDURES
PART 1 GENERAL
1.01 SUMMARY: This Section applies to all necessary requirements taken by the Contractor to comply with the submittal process listed herein.
1.02 GENERAL:
A. FORWARDING: Forward all paper type and drawing submittals as applicable to the COR by e-mail or by hard copy. The COR will e-mail or provide hard copy approval or disapproval of submittals, within 10 calendar days after receipt.
B. APPROVAL: Approval of submittals, corrections and/or comments made during the review, does not relieve the Contractor from the requirements of the specifications herein.
1.03 HAZARDOUS MATERIAL IDENTIFICATION: Submit the most current Safety Data Sheets (SDS) for any defined hazardous materials. One copy of each SDS (sometimes still called MSDSs) shall be submitted to the COR no later than the delivery date of the product.
1.04 SPECIFIC SUBMITTALS:
A. CONTRACTORS’ LICENSES: Provide a copy of State of Connecticut Contractors’ license(s) and any Sub-Contractor’s license(s).
B. PRODUCT DATA: For insulating materials, include information indication thermal conductivity, weight, water vapor permeance, thickness and jackets (both factory and field applied, if any). Details of protective shields application, saddles, and inserts at hangers if applicable. Provide application details of field applied jackets.

01 35 29 – HEALTH AND SAFETY PROCEDURES
PART 1 GENERAL
1.01 SUMMARY: This Section applies to all necessary requirements taken by the Contractor to comply with the health and safety requirements listed herein.
1.02 EPA AND OSHA COMPLIANCE: During the performance of all work under this contract, the Contractor shall strictly adhere to Environmental Protection Agency Regulations (EPA) and OSHA Safety and Health Standards, 29 CFR Part 1926 - Safety and Health Regulations for Construction as well as all applicable State and Local requirements. When the standards differ, the more restrictive standard shall apply.
1.03 HAZARDOUS MATERIAL: It is not expected that any hazardous materials will be encountered in the project. If suspected hazardous materials are encountered, do not disturb; immediately notify the COR. Hazardous materials will be removed by the Government under a separate contract and/or Contractor.
1.04 ACCIDENT PREVENTION: The awarded Contractor should have in their possession a copy of their “Accident Prevention”, “Injury and Illness Prevention Plan” or equal.
1.05 SAFETY GEAR: The Contractor (or Sub-Contractors) shall supply their employees with the required personal safety protection as necessary.
1.06 SPILLS AND RELEASES: The Contractor shall be responsible and pay for all costs for the cleanup and the disposal of wastes from any spills or releases of any hazardous materials to the environment that was done by the Contractor (or Sub-Contractors) Employees. Report all non-incidental spills and releases immediately to the Academy's Environmental Department at 860.701.6165. If the Contractor is performing a spill cleanup, the Contractor shall perform the cleanup in a manner that complies with applicable all Federal, State, and Municipal laws.

PART 3 EXECUTION
3.01 PERSONAL PROTECTIVE EQUIPMENT (PPE): Contract Employees shall wear properly fitted PPE in accordance with the safety measures dictated by the type of work they are performing
3.02 DUST CONTROL: Control dust by not allowing it to enter Hamilton, Chase and Satterlee Halls with barriers. Employ measures like vacuuming, wet mopping, wet sweeping etc.

01 40 00 – QUALITY REQUIREMENTS
PART 1 GENERAL
1.01 SUMMARY: This Section includes administrative and procedural requirements for quality assurance (QA) and quality control (QC).
1.02 QUALITY ASSURANCE (QA):
A. CONTRACTOR QUALIFICATIONS: The Contractor shall be an experienced bonded Company who has completed services similar as described herein.
B. INSTALLER QUALIFICATIONS: Employ skilled Mechanics who have successfully completed an apprenticeship program or another craft training program certified by the Department of Labor, Consumer Protection or Bureau of Apprenticeship and Training if required.
C. MATERIAL QUALITY: All Manufacturers shall be firms experienced in manufacturing products that have a record of in service quality and the production facilities that can readily produce the required units.
1.03 QUALITY CONTROL (QC):
A. INSPECTION: The Contractor shall make a request to the COR for an inspection to determine if all of the technical requirements have been met. The COR may prepare a Punch List for items that do not meet the technical requirements. Items on the Punch List shall be corrected before the COR will notify the KO of project completion.
B. CONTRACTOR WARRANTY: The Contractor shall warranty their work for a period of 1 year including all labor and materials. Work quality completed by the Sub-Contractor shall be the responsibility of the primary bidding Contractor.

PART 3 EXECUTION
3.01 CONTRACTOR REPAIRS TO GOVERNMENT PROPERTY: The Contractor shall repair any damage they have caused to Government property at no expense to the Government.

01 74 13 – PROJECT WASTE MANAGEMENT AND DISPOSAL
1.01 SUMMARY: This Section includes administrative and procedural requirements for the disposing of non-hazardous project waste and housekeeping.
1.02 RESPONSIBILITY: All waste generated from the project, shall become the property of the Contractor and removed from the Government premises.
1.03 CONTRACTOR WASTE RECEPTACLES: The Contractor shall coordinate with the COR for dumpster location if required.
1.04 ACADEMY DUMPSTERS: Disposal in Academy dumpsters is prohibited unless there is an agreement with the COR and the Contractor.

PART 3 EXECUTION
3.01 DISPOSAL OF WASTE: Except for salvaged materials that are recycled, or otherwise reused; remove waste materials from the project site and legally dispose of them in a landfill or incinerator acceptable to authorities having jurisdiction.
3.02 HOUSEKEEPING: The Contractor shall clean up the work area after the end of each workday.

DIVISION 02 – EXISTING CONDITIONS
02 41 19 – SELECTIVE SITE PREPARATION
PART 1 GENERAL
1.01 SUMMARY: This Section applies to all work required for pipe insulation removal currently on steam, condensate piping and condensate tank equipment indicated on the plans.
1.02 SECURING: Because of the year-round necessity of steam supply to Chase Hall Galley, certain times and dates may need to be arranged for steam shutdown with the COR.

3.01 SIGNS AND BARRICADES: Post signs and barricades that are conspicuous to personnel to keep them out of the project area. See COR for locations. Remove barricade items when project is complete.
3.02 PIPING SUPPORT: Shore up piping with temporary supports in the event of hanger disassembly.
3.03 PIPE INSULATION REMOVAL: Remove all insulation on steam lines, condensate lines and condensate tank equipment located in both North and South basement Arcades. Dispose of in Contractor provided trash receptacle. Prepare existing piping for the installation of new insulation in accordance with the Manufacturer.

DIVISION 22 – PLUMBING
22.05.29 – HANGERS AND SUPPORTS FOR PLUMBING PIPING AND EQUIPMENT
PART 1 GENERAL
1.01 SUMMARY: This Section includes the instructions for any hangers in need of replacement or remounting for metal pipe on the Condensate Lines.
1.02 PERFORMANCE REQUIREMENTS: Design replacement pipe hangers and supports sufficiently able to carry the weight of the existing condensate piping.
PART 2 PRODUCTS
2.01 METAL PIPE HANGERS AND SUPPORTS: Provide hangers and any related hardware in kind made of either steel, stainless steel, galvanized or hot dipped. No plastic or fiberglass components allowed.
2.02 FASTENER SYSTEMS:
A. POWDER ACTUATED FASTENERS: Provide threaded steel stud for attaching to hardened Portland cement concrete or masonry. Pull out, tension, and shear capacities appropriate for supported loads. Or, B. MECHANICAL EXPANSION ANCHORS: Provide either insert wedge type zinc coated or stainless steel anchors to install hardened Portland cement concrete or masonry. Pull out, tension, and shear capacities appropriate for supported loads.
2.03 PAINT: Provide Alkyd paint and recommended topcoat primer. Color is white.
PART 3 EXECUTION
3.01 HANGER AND SUPPORT FABRICATION: Fabricate hangers, supports, clamps, and attachments in kind as required to support piping from the building structure.
3.02 FASTENER INSTALLATION:
A. POWDER ACTUATED FASTENERS: Install powder actuated fasteners for use in lightweight concrete. Employ trained Operators using powder-actuated tools. Or, B. MECHANICAL EXPANSION ANCHORS: Install mechanical expansion anchors in concrete. Install fasteners according to Manufacturer's written instructions.
3.03 HANGER INSTALLATION: Remount existing hangers capable of reusing or, install replacement hangers and supports equal strength like the existing. Install hangers in accordance with existing slope (or pipe pitch).
3.04 ADJUSTING: Adjust hangers to distribute loads equally on attachments and to achieve indicated slope of pipe. Trim excess length of continuous thread hanger and support rods.
3.05 TOUCHUP PAINTING: Clean field any welds and abraded areas. Apply a minimum of (1) coat of primer and (1) coat of paint on new or repaired supports only.
3.06 HANGER PHOTOS: Examples of hangers needing repair or replace and remounting.

DIVISION 23 – HEATING, VENTILATING, AND AIR-CONDITIONING (HVAC)
SECTION 23 07 16 – HVAC EQUIPMENT INSULATION
PART 1 GENERAL
1.01 SUMMARY: This Section includes insulating steam and condensate HVAC related equipment in the Arcade areas.
1.02 DELIVERY STORAGE AND HANDLING: Deliver insulation in original unopened packaging marked by Manufacturer. Store inside away from weather or interior conditions that could cause damage. The Contractor shall reject any materials that are not in original factory condition or damaged.
PART 2 PRODUCTS
2.01 INSULATION MATERIALS: Insulate condensate tank and expansion joints with a semi-rigid fiberglass board insulation, factory jacketed with a laminated kraft foil all service jacket facing. The insulation and grain shall be perpendicular with the jacket surface to provide installation flexibility. Preformed mineral fiber in accordance with ASTM C547 Class 1, 4 lb./Ft3 in accordance with ASTM C547 with a flame spread rating of 25 or less and smoke developed rating of 50. Insulation thickness shall be 2”.
2.02 ADHESIVES: Materials shall be compatible with insulation materials, jackets, and substrates and for bonding insulation to itself and to insulated surfaces.
2.03 MASTICS: Materials shall be compatible with insulation materials, jackets, and substrates; comply with MIL-PRF-19565C, Type II. Vapor barrier, solvent based, suitable for indoor use on above ambient services.
2.04 JOINT SEALANTS: Materials shall be compatible with insulation materials, jackets, and substrates. Permanently flexible, elastomeric sealant with a service temperature range of -100° F to +300° F and match to insulation color.
2.05 FIELD APPLIED PVC JACKETS: Provide high impact resistant, UV resistant PVC complying with ASTM D 1784, with a minimum thickness of 20 mils in formed or roll stock. LoSmoke or equal.
2.06 TAPES: Vapor retarder tape matching factory applied jacket with acrylic adhesive, complying with ASTM C 1136.
PART 3 EXECUTION
3.01 EXAMINATION: Examine substrates and conditions for compliance with installation requirements. Correct unsatisfactory conditions before proceeding.
3.02 GENERAL INSTALLATION REQUIREMENTS: Clean, dry and remove surfaces materials that will adversely affect insulation application. Install insulation materials, accessories, jackets and finishes with smooth, straight, and even surfaces free of voids throughout the length of equipment. Install accessories compatible with insulation materials and suitable for the service. Stagger seams when installing multiple layers of insulation. Ensure tight longitudinal seams and end joints. Bond seams and joints with adhesive recommended by insulation material and jacket Manufacturers. Install insulation with least number of joints practical.
A. ADHESIVES: Apply adhesives according to Manufacturer's recommended coverage rates per unit area.
B. REMOVABLE SECTIONS: Install removable insulation segments on equipment access doors, handholes, and other elements that require frequent removal for service and inspection if applicable.
C. MASTIC APPLICATION: Apply mastic to open ends, joints, seams, breaks, punctures in insulation and other areas where necessary.
3.03 RELATED FITTINGS AND VALVES: See Section 23 07 19.
3.04 PROHIBITED: Do not weld brackets, clips, or other attachment devices to piping, fittings, and specialties. Do not install insulation over testing agency labels and stamps, nameplates and data plates and cleanouts.

SECTION 23 07 19 – HVAC PIPING INSULATION
1.01 SUMMARY: This Section includes insulating steam and condensate piping and related components.
1.02 DELIVERY, STORAGE, AND HANDLING: Deliver insulation in original unopened packaging marked by Manufacturer. Store inside away from weather or interior conditions that could cause damage. The Contractor shall reject any materials that are not in original factory condition or damaged.
PART 2 PRODUCTS
2.01 PIPE INSULATION MATERIALS: Piping insulation shall be fiberglass with a reinforced all service jacketing with self-sealing longitudinal joint flap, 1-1/2” thickness for condensate lines and 3” thickness for steam piping. Smaller thickness insulation for 1-1/2” line to be no less than 1” thick for space purposes. Preformed mineral fiber in accordance with ASTM C547 Class1, 4lb/Ft3 with a flame spread rating of 25 or less and smoke developed rating of 50 or less.
2.02 FITTING AND VALVE INSULATION: All fittings and valves shall be insulated with high quality temperature fiberglass covered with PVC covers.
2.03 ADHESIVES: Materials shall be compatible with insulation materials, jackets, and substrates and for bonding insulation to itself and to insulated surfaces.
2.07 MASTICS: Materials shall be compatible with insulation materials, jackets, and substrates; comply with MIL-PRF-19565C, Type II. Vapor Barrier, Solvent based, suitable for indoor use on above ambient services.
2.04 JOINT SEALANTS: Materials shall be compatible with insulation materials, jackets, and substrates. Permanently flexible, elastomeric sealant with a service temperature range of -100° F to +300° F. and match to insulation color.

3.03 INSULATING HANGER AREAS: Depending on type, install insulation continuously through of around hangers and at the base around anchor attachments. Cover inserts with jacket material matching adjacent pipe insulation if applicable. Install shields over jacket when necessary. Apply adhesives, mastics, and sealants in accordance with the Manufacturer and trade practices.
3.04 PENETRATIONS: Install insulation flush up to the wall. Adhere and seal existing penetrating insulation.
3.05 INSTALLATION OF MINERAL FIBER INSULATION:
A. PIPE INSULATION INSTALLATION: Seal longitudinal seams, end joints, and protrusions with vapor barrier mastic and joint sealant.
B. PIPE FLANGE INSULATION INSTALLATION: Make removable flange and union insulation from sectional pipe insulation of same thickness as that on adjoining pipe if possible. Install the same jacket material with Manufacturer's recommended adhesive, overlap seams and seal joints with flashing sealant.
C. PIPE FITTING AND ELBOW INSULATION INSTALLATION: Install preformed sections of same material as straight segments of pipe insulation when available. When preformed insulation elbows and fittings are not available, install mitered sections of pipe insulation, to a thickness equal to adjoining pipe insulation.
D. VALVE AND PIPE SPECIALTIES INSULATION INSTALLATION: Install preformed sections of the same insulating material when available. When preformed sections are not available, install mitered sections of pipe insulation to valve body. Arrange insulation to permit access to packing and to allow valve operation without disturbing insulation. Install insulation to flanges as specified for flange insulation application.
3.06 FIELD APPLIED JACKET INSTALLATION: Install PVC jackets with overlap at longitudinal seams, fittings, valves and end joints. Bond with Manufacturer's recommended adhesive.
3.07 REPAIRS: Repair damaged insulation facings by applying same facing material over damaged areas.
