The project encompasses complete park redevelopment including landscape and hardscape work, a new gazebo, pond retaining wall reconstruction, drainage improvements, shade structures, fountain enhancements, pedestrian safety enhancements with permanent closure of Fountain Place, and necessary infrastructure repairs and replacements. The City will use a two-step CMAR selection process, with this RFQ constituting the first step to identify up to three most-qualified candidates who will be invited to submit detailed proposals in the second step. A pre-submittal conference is scheduled for April 22, 2026, at 11:00 AM at Southlake Town Hall. Written questions are due by April 27, 2026, at 11:00 AM, with answers provided by April 30, 2026. Statement of Qualifications submissions are due electronically by May 5, 2026, at 11:00 AM through the Bonfire portal. The RFP will be issued to pre-qualified candidates on May 20, 2026, with proposals due June 17, 2026, and interviews scheduled for June 25, 2026. CMAR selection is anticipated for June 29, 2026, with contract negotiations to be completed by July 20, 2026, and City Council award expected in August 2026.
The City's Capital Improvements Program reflects a construction budget of $15.74 million with full funding expected in FY28. The CMAR contract will initially be awarded for preconstruction phase services only, with construction phase services contingent upon City Council acceptance of a Guaranteed Maximum Price (GMP) amendment at the conclusion of the preconstruction phase. Project kickoff is anticipated for August 2026, with 60% plans and estimate submission due in October 2026. Qualifications will be evaluated on a 200-point scale based on team qualifications, proven project success on similar park and plaza renovation projects, and firm stability. Respondents must be prime CMAR firms only and may not submit as sub-consultants or subcontractors. All SOQ submissions must be limited to 20 single-sided pages (or 10 double-sided pages), excluding cover materials and resumes. Respondents must comply with Texas statutes HB 89, SB 252, SB 13, and SB 19 regarding boycotts and discriminatory practices, submit Form 1295 (Certificate of Interested Parties), and execute a Conflict of Interest Questionnaire if required under Texas Local Government Code Chapter 176.

At this time, the City is seeking to award a CMAR contract for pre-construction services only. A Guaranteed Maximum Price (GMP) amendment will be issued for the construction phase and warranty period if City Council accepts the GMP at the end of the preconstruction phase.
H. The City may evaluate the qualifications based on the anticipated completion of all or any portion of the project. The City reserves the right to divide the project into multiple parts, to reject any and all qualifications and re-solicit for new qualifications, or to reject any and all proposals and temporarily or permanently abandon the project. The City makes no representations, written or oral, that it will enter into any form of agreement with any respondent to this RFQ for any project and no such representation is intended or should be construed by the issuance of this RFQ.
