The document solicits qualifications and proposals from architectural firms to provide comprehensive design services for a new middle school and the renovation of the Samuel Huntington Elementary School into a central office. The RFQ/P was issued on September 10, 2025, with responses due by October 9, 2025 at 2:00 PM. A non-mandatory walk-through for bidders is scheduled for September 16, 2025 at 3:30 PM, and interviews with shortlisted firms are planned for October 13-17, 2025. The project is part of a larger $385 million School Construction Program approved by voters in 2022, aimed at addressing facility conditions, educational opportunities, and infrastructure improvements across the Norwich Public Schools district. The architectural design services will cover multiple phases including schematic design, design development, construction documents, bidding, and construction administration. The budget for the middle school project is $58,019,104 for construction, with an additional $1,775,000 for furnishings, fixtures, and equipment. The central office project has a construction budget of $14,440,045 with $275,000 for furnishings. The project requires compliance with Connecticut High Performance School Standards (similar to LEED Silver) and will involve sustainable design practices, including potential solar panel installation and energy efficiency measures. The selected firm must demonstrate extensive experience in K-12 educational facility design and familiarity with the State of Connecticut School Construction Grant process.

Preliminary Project Characteristics
Teachers’ Middle School Grade Range: 6-8 Projected Enrollment: 425 Students Building Size: 71,972 SF Construction Budget: $58,019,104 Furnishing, Fixtures, Equipment, & Technology Budget: $1,775,000 Grant Application Submission: 6/30/25 Project Description: The Teachers’ Middle School project will be a new middle school, serving grades 6-8.
The existing middle school will be demolished following the construction of the new school. It has been identified preliminarily that the new building may be able to be placed on a portion of the site adjacent to the existing school, that is currently an athletic field. It may be possible to design the building and build the new building, without any impact on the existing school. This will be confirmed through the design process by the successful respondent. Firms responding to the RFQ/P for this project should anticipate beginning work upon selection.
Norwich Central Office Building Size: 33,705 SF Construction Budget: $14,440,045 Furnishing, Fixtures, Equipment, & Technology Budget: $275,000 Grant Application Submission: 6/30/25 Project Description: The Norwich Central Office project will be the conversion of the existing Samuel Huntington Elementary School into a new central office space and adult education facility. The plan for this project is to renovate select areas of the building to convert portions of the building into new Central Office Spaces and provide a new adult education program. The current building is larger than what is needed for the new Central Office Space. As a result, portions of the building may not be renovated as part of this project. Some features of the building will be maintained as part of the project but will have limited renovations as they are not programmatically required for central office space. These include the combined cafeteria, gym, auditorium (“café-gym-atorium”), and kitchen, as well as select other areas.
Respondents responding to this RFQ/P for this project shall anticipate designing multiple alternates (additions and deductions) for the project. These alternates may be used to enhance the project and may be accepted based on the availability of budget funds unexpended through the other projects as part of the Norwich School Construction Program. Firms responding to this project should be aware that the design schedule for this project may be altered or modified as part of the overall project schedule. The selected respondent will be tasked with assisting the Owner’s Project Manager (the “OPM”) and School Building Committee with developing a design schedule to facilitate the renovation project. Upon the selection of the Construction Manager (the “CM”), destructive investigations may be performed to help facilitate the design effort for this renovation project. The selected respondent will be tasked with overseeing destructive testing and directing the selected Construction Manager, for any destructive testing needed to facilitate the project design.

4. Project Description and Scope of Services
Overview
The City of Norwich, CT is in the eastern portion of Connecticut, in New London County. The Yantic, Shetucket and Quinebaug Rivers flow into the City and form its harbor, which then flows into the Thames River, which flows south eventually to Long Island sound. The City has a total area of 29.5 square miles. The total population of Norwich was 40,125 as of the 2020 census.
The City of Norwich Public Schools currently have a total of fourteen buildings:
• Bishop Early Learning Center – Pre-K & Administrative Offices
• Norwich Regional Adult Education
• Norwich Transition Academy
• Norwich Public Schools Central Office
• John B. Stanton Elementary School – K-5
• Moriarty Environmental Science Magnet Elementary School – K-5
• Thomas W. Mahan Elementary School – K-5
• Samuel Huntington Elementary School – K-5
• Veterans Memorial Elementary School – K-5
• Uncas Elementary School – K-5
• Wequonnoc Arts & Technology Magnet Elementary School – K-5

• Hickory Street Administrative Building – Administrative Offices
Project Rationale
The City of Norwich, Norwich Board of Education, and Norwich School Building Committee commissioned a Master Plan study of the overall school system to assess what is required to create parity in the experience of all students in the Norwich School system. The report identified significant issues with the physical structures of the schools, including age, disrepair, poor facility conditions, lack of space for programs, storage, parking, and conference rooms.
Over time, the boundary areas that school age children live in have changed significantly. Reconfiguration and equalization of students amongst schools is overdue. Enrollment in the district is projected to remain stable, with marginal increases, over the next decade.
The elementary school buildings are all in poor condition currently, and each has considerable maintenance and repair needs projected over the next twenty years. The district-wide master plan determined that building four new elementary schools and replacing or renovating Teachers Middle School was more cost-effective than repairing the existing seven schools. This implementation would allow the facilities to meet the district’s projected enrollment and ensure student parity throughout the district.
As part of the master plan, a determination was made to*:
• Decommission two of the existing elementary schools (Mahan and Veterans), Norwich Regional Adult Education, Bishop Early Learning Center, Norwich Public Schools Central Office, Hickory Street Administrative Building and the Norwich Transition Academy.
• Convert Huntington Elementary School to a central office
• Convert the Wequonnoc Elementary School to Adult Education
• Build new schools on the existing sites of the John B. Stanton Elementary School, Moriarty
Environmental Science Magnet Elementary School and Uncas Elementary School and demolish the existing buildings following the construction.
• Build a new school on the site of the former Greeneville Elementary School located at 165 Golden St
• “Renovate as New” or New Construction for Teachers’ Memorial Global Magnet Middle School
*These plans are subject to change depending on district needs.
Following the adoption of the master plan, the City of Norwich held a referendum in 2022, in which voters approved 385 million dollars of funding to facilitate a School Construction Program within the City. The final two projects to be conducted as part of the program are the Teachers’ Middle School and Norwich Central Office Projects.

Environmental Consultant Design Services (ALLOWANCE)*
An environmental consultant design services allowance has been established for the Teachers’ Middle School Project for services relating to the design effort for the preparation of design documents, specifications, and estimates (if required) to remove hazardous materials discovered as part of the architect’s base scope of work. This allowance shall also be utilized for any additional Phase 2 or 3 Site assessments that may be required following the completion of the Phase 1 environmental site assessment included in the base scope of services. All costs expended as part of this allowance will be subject to review and approval by the Owner’s Project Manager and School Building Committee.
Hazardous Materials Monitoring Allowance** A hazardous materials monitoring allowance has been established for remediation monitoring services during construction. The City may direct the Architect to obtain a fee proposal from the environmental consultant for environmental monitoring services for the project. All costs expended as part of this allowance will be subject to review and approval by the Owner’s Project Manager and School Building Committee.
