Lawther Drive and the South Dallas Cultural Center (SDCC) located at 3400 S Fitzhugh. The BHCC, a 1930 Art Deco landmark facility with a flat roof system over 30 years old exhibiting cracking, blistering, and water infiltration issues, and the SDCC, a 34,000-square-foot facility constructed in 1986 with a modified bitumen roof system over 15 years old showing moderate deterioration, will be awarded as a single design-build contract. The RFQ was advertised on February 18, 2026, with a pre-submittal meeting scheduled for February 26, 2026, at 11:00 AM via Microsoft Teams. Questions must be submitted by March 12, 2026, and qualifications statements are due March 20, 2026, by 1:00 PM via the Bonfire platform. An addendum with pre-submittal meeting attendance and responses to questions will be issued by March 17, 2026. The City will issue a Request for Proposal to short-listed candidates on April 3, 2026, with submissions due May 1, 2026, notification of the recommended firm on May 15, 2026, City Council award on August 12, 2026, and contract execution and Notice to Proceed estimated for September 2026.

The estimated project budget is $3,000,000, approved through the 2024 Bond Program, with the scope including design, preconstruction services, an early construction package, and construction administration. IV. SCOPE OF SERVICES

The planned Scope of Services includes, but are not limited to the following:

• Architecture

• Engineering

• Building Envelope consultant

• Cost Estimating

• Construction – including Building Permit Application and permit approval process

• Construction Administration

The Bath House Cultural Center (BHCC), located at 501 E. Lawther Dr. Dallas, Texas 75218, is situated on the eastern shore of White Rock Lake, and one of six cultural centers and venues managed by the Office of Arts (OAC) for the City of Dallas. Built in 1930, the “Old Bath House” was one of the first uses of Art

Deco architecture in the southwest. The BHCC was in use for over two decades when it was forced to close in 1953 when swimming in White Rock Lake was discontinued. The building was vacant until 1978 when the City of Dallas announced plans to restore the building. In August of 1981, the citizens of East Dallas celebrated the opening of the City’s first neighborhood cultural center.

The BHCC was designated a Landmark facility by the City’s Landmark Commission (LMC).

Bath House Cultural Center roof description: The primary roof is a flat roof system consisting of mineral-surfaced cap sheet over a multi-ply bituminous built-up membrane. The roof membrane turns up at parapet walls around the perimeter of the building and terminates at the sheet metal copings. The roofs have sheet metal flashing elements.

There are four curb mounted skylights on low height curbs. There are several pieces of HVAC equipment that are mounted on high curbs (8” or higher). Wire, conduit, condensation drain lines, and associated supports are present on the roof.

Stormwater drainage is provided by four roof drains located at each corner and roof scuppers provide overflow drainage that discharge via downspouts to adjacent paved and landscaped areas.

Bath House Cultural Center observed conditions: The roofing membrane and transition components are estimated to be over 30 years old and exhibit signs of advanced deterioration, including cracking, blistering, degranulation, ponding water, and seam failures. Metal coping joints on the parapet wall have deteriorated and allow water into roof structure. Roof drain assemblies and plumbing are presumed to be in poor condition (Attachment L).

The South Dallas Cultural Center, located at 3400 S Fitzhugh, Dallas Texas, 75210, opened in 1986 as 24,000 square-foot facility situated across from Fair Park. Originally constructed as recreation center, the City of Dallas repurposed the building into a dedicated, multi-disciplinary arts facility. In 2007, the Center’s facility received a total renovation and expansion adding 10,000 square feet, which added a 110-seat black box theater, a multi-arts studio, and a full-service audio recording studio.

South Dallas Cultural Center roof description: The primary section of the roof is a modified bitumen roofing system. An annex portion of the building utilizes an approximate 3000 S.F. curved standing seam metal roof, with smaller wing roof sections with modified bitumen roof system. A small 410 S.F. section of the building has an R-Panel style roof. Modified bitumen membrane turns up at parapet walls and terminates at sheet metal coping. Some sections of the building utilize stucco covered metal coping at parapet walls. Most of the perimeter edge walls use a canted roof edge fascia design.

HVAC and other ventilation equipment are on mechanical curbs of various heights, with varying modified bitumen and sheet metal flashings. Various types of equipment are present on the roof, including, but not limited to HVAC ducting, condensate drain lines, and conduit. Stormwater drainage is managed by a series of roof drains located in various sections of the roof.

South Dallas Cultural Center roof observed conditions: The modified bitumen roof system is estimated to be over 15 years old and exhibits signs of moderate deterioration, including cracking, blistering, ponding water, and seam failures. Overflow drains are not present in the main section of the building.

Condensate drain lines, conduit, and associated supports need to be addressed as they are in deteriorated condition (Attachment M).

The project scope includes a comprehensive evaluation and testing of the existing roof systems, drainage conditions, rooftop penetrations and transition components to determine the best value scope of work to achieve priority needs within budget. The design will assess suitable roofing and building envelope repair and/or replace methods, such as roof repair, recover, or replacement.

Recommend a roofing system that provides a minimum 20-year service life or manufacturer’s warranty, achieves a high Solar Reflective Index (SRI), and addresses existing water infiltration and drainage deficiencies through improved detailing, flashing, and roof slope management.

Respondents submitting Qualifications Statements must demonstrate relevant and a high level of experience in Design, Renovation and Construction of similar Cultural Arts Facilities. Respondents should acknowledge all fees and permit costs related to design and construction scope of services will be the responsibility of the Design-Build team. Please note that the BHCC is designated as a Dallas Landmark facility and the Design-Build team is responsible for any and all requirements and fees associated with review and approval by the Landmark Commission.

Third-party services for Geo-Technical investigation and recommendations report will be provided by Owner for the BHCC and SDCC.

This project is being implemented to address identified actions in the Comprehensive Environmental & Climate Action Plan (CECAP) that was adopted by the City of Dallas in May 2020. The CECAP aims to mitigate climate change impacts by reducing greenhouse gas emissions, enhancing resilience to extreme weather events, and promoting sustainability throughout the city.

Unanimously approved by City Council in 2020, the CECAP provides for a comprehensive roadmap for improving quality of life, reducing emissions, and preparing for climate impacts. Like many other U.S. cities, Dallas recognizes the potential risks associated with climate change and, adopted the CECAP to meet the goals of the 2017 Paris Climate Agreement. Developed to incorporate mitigation, adaptation and environmental quality efforts based on equity principles, the CECAP includes 97 actions in eight different focus areas, including 11 actions related to Energy. All the actions within the CECAP were screened for the potential to provide multiple co-benefits including, but not limited to, job training, local employment, energy efficiency, reduced emissions, and equity.

The project is determined to be consistent with the CECAP energy sector goals that seek to maintain a high degree of reliability during extreme weather events;

encourage investment in, and greater use of, renewable energy; and ensure affordable access to renewable electricity. Other related goals in the CECAP include energy-related work force development and local job generation.

Utilization of energy saving material and means used to meet sustainable concepts
