About this file
This Request for Proposals (RFP260407) is issued by the City of Covington, Kentucky's Department of Neighborhood Services through its Department of Finance and Procurement Office for the sale of surplus city-owned real property for housing development purposes funded through Community Development Block Grants (CDBG). The solicitation offers seventeen (17) parcels located throughout Covington for acquisition and redevelopment into affordable or workforce housing, with proposals due by 10:30 A.M. on June 4, 2026. The RFP was issued on April 29, 2026, with a Request for Information deadline of May 8, 2026. Respondents are required to submit proposals in sealed envelopes with three copies (one original, one printed copy, and one digital PDF on USB drive) physically delivered to the City's Finance Department at 20 West Pike Street. The evaluation process will be conducted through competitive negotiation, with estimated evaluation completion approximately 45 days after the proposal close date. Award decisions will be made by the Covington Board of City Commissioners based on evaluation criteria and the City Manager's recommendation. No specific contract term is stated, as this is a property sale transaction rather than a service contract.
Proposals must include the proposed purchase price for each property, which will be evaluated as one of multiple award factors. Affordable housing is defined as available to households earning at or below 80% of the Area Median Income (AMI), while workforce housing serves households earning at or below 120% of AMI, with preference given to affordable housing proposals. Properties sold for affordable housing purposes may be sold below market value, while workforce housing proposals require full market value purchase prices. Respondents must demonstrate financial capacity through two years of audited financial statements, verified sources of funds or financing commitment letters, and a preliminary capital pro forma detailing sources and uses of funds for acquisition and redevelopment. The City makes no representations or warranties regarding property condition or title, offers properties strictly "as is," and requires successful respondents to conduct due diligence including title searches. The City does not currently provide development financial incentives or subsidies, though eligible homebuyers may access the City's Homebuyer Assistance Program offering up to $10,000 in down payment and closing cost assistance. Respondents must comply with all applicable Kentucky laws, obtain City business regulatory licenses, maintain specified insurance coverage (Commercial General Liability of $1,000,000/$2,000,000, Professional Liability of $2,000,000, and Worker's Compensation), and submit required affidavits addressing non-collusion, campaign finance compliance, and conflicts of interest.

III. SCOPE OF WORK
A. INTRODUCTION
For housing development purposes, the City of Covington, KY (“City”) Neighborhood Services Department solicits proposals for the sale and development of City-owned vacant residential parcel(s) at various locations.
Through this solicitation, the City seeks to improve now vacant property into affordable or workforce housing. Affordable housing shall be defined as being made available to households earning at or below 80% of the Area Median Income. Workforce housing shall be defined as being made available to households earning at or below 120% of the Area Median Income. The City seeks proposals from qualified professional developers to acquire and redevelop the property into homeownership or rental opportunities. Preference will be given to proposals to develop affordable housing. These properties are required to be developed as affordable housing unless they are sold for full market value. If workforce housing is proposed, final sales price will be required to be full market value. Non-affordable or non-workforce housing proposals targeted to households above 120% of the Area Median Income will be considered. However, preference will be given to affordable and workforce housing proposals.
Cities across the country are increasingly leveraging a powerful tool to create more affordable housing options accessible to more people: publicly owned land. The cost of land acquisition is one of the largest barriers to affordability, and municipalities like the City of Covington can lower these costs by offering municipal land for lease or sale in exchange for affordability commitments from development teams. If affordable housing is proposed, properties can be sold for below full market value.

Any proposal to create workforce housing must be affordable to households earning up to 120% of HUD’s HOME Area Median Income (AMI) Limit for Kenton County.
