About this file

Valencia County, New Mexico is soliciting proposals through a Request for Proposals (RFP #VCR-FY26-002) for the preparation and delivery of an updated and expanded Community Wildfire Protection Plan (CWPP). The project aims to develop a comprehensive plan that addresses wildfire risks across the county through a collaborative, data-driven approach. The contractor will be responsible for engaging stakeholders, hosting community workshops, compiling existing data, establishing community base maps, developing risk assessments, and creating a digital story map. The project is expected to be completed within 10 months from the Notice to Proceed, with key milestones including a kickoff meeting, three Core Team meetings, public outreach, and various analytical tasks.

The RFP indicates that the project will be funded through federal funds from the Department of the Interior/Bureau of Land Management, and as such, does not qualify for local business or veteran business preferences. The total project will be evaluated on a 1,000-point scale, with points allocated across areas such as project plan (250 points), project schedule (150 points), offeror qualifications (200 points), references (50 points), oral presentation (50 points), and cost (300 points). Proposals are due by September 24, 2025, with contract award anticipated on October 15, 2025. The contract will be for a fixed price and is not to exceed one year from the date of award, with the potential for use by other government entities within New Mexico.
