About this file
This is a specifications document from MARTA (Metropolitan Atlanta Rapid Transit Authority) for Project Number 32222 / Contract P50067 related to a Track Isolation Integrity Monitoring System (TIIMS). The project involves the design, installation, testing and commissioning of a monitoring system consisting of both hardware and software to measure and monitor voltage across track segments at Traction Power Substation locations. The work is to be completed within 1,825 days after the effective site notice to proceed and will be implemented in 11 phases across MARTA's 48-mile track route system covering 38 rail stations. The system must continuously monitor stray current for corrosion control and mitigation, actively monitor voltage across track to ground, and provide automated fault detection and reporting.
The project will be paid through a contract lump sum proposal with items for furnishing, installing, testing and commissioning voltage limiting devices as well as the associated monitoring software. The specifications require the contractor to provide a full-time scheduler with minimum qualifications including 5 years of Primavera P6 experience and large capital project scheduling experience. Progress payments will include 25% upon acceptance of the baseline schedule, with the balance prorated over the remaining contract duration in equal monthly amounts following acceptance of monthly schedule updates. The document details extensive requirements for project scheduling, reporting, and milestone tracking but does not specify total contract value.

SECTION 011100 - SUMMARY OF WORK
PART 1 - GENERAL
1.01 DESCRIPTION OF SYSTEM
A. MARTA System
The MARTA rapid transit rail system has 48 miles of track route and 38 rail stations located on four (4) service lines. The tracks for the system are a combination of elevated, ground-level, and underground track. Propulsion power for the rail cars is provided by Traction Power Substations (TPSS) located at the passenger stations and, in some cases, midway between two (2) passenger stations. MARTA tracks are powered by 49 main line and three (3) yard TPSS where the AC utility voltage (19.8 kV) is converted to nominal 750 volts DC for distribution to the rail vehicles.
B. Traction Power Electrification System
The MARTA traction power distribution system is an ungrounded design to minimize the amount of stray current produced. The running rails and the contact rail are electrically isolated from earth or the grounding circuit through the use of special supports, rail fasteners and pads, well drained ballast and inverts, and electrical isolation from switch machines, wayside equipment, and the train control system. In addition, rail-to-rail bonding and cross bonding between the tracks is installed to increase the conductivity of the negative return circuit and manage the magnitude of the track-to-ground voltage.
C. Stray Current Control of Direct Current Powered Rail Transit System Maintaining the effectiveness of stray current and corrosion mitigation is an integrated process that involves the following primary steps:
1. Detection – Monitoring to identify deficient conditions.
2. Identification – Troubleshooting to identify the cause/source of the deficient condition.
3. Threat Assessment – The probability of a failure of ‘x’ consequence resulting from the failure, utilized to prioritize the corrective actions necessary to remediate the deficient condition.
4. Corrective Action – Preparation and execution of a corrective action plan to remediate the deficient condition.
5. Documentation – Documenting the completion of the process steps and resolution of the deficient condition.
