14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)
The purpose of this amendment is to to conduct corrective actions. The Government is amending language within the solicitation relative to Factor 4 Instructions and Evaluation Criteria, the Basis of Award, and clarifying language in Factors 2 and 3. A summary of the specific solicitation revisions is located on page 3 of this Amendment.
Offerors that were invited to participate in Phase II are invited to conduct a new Factor 4, Curriculum Demonstration in accordance with the revised Instructions and Evaluation Criteria.
To ensure complete understanding of the revisions, Offerors may provide questions to the Government no later than 5 pm EDT on January 7, 2022. Questions shall be provided to the Contract Continued ...
Except as provided herein, all terms and conditions of the document referenced in Item 9 A or 10A, as heretofore changed, remains unchanged and in full force and effect .

Specialist via email at donna.heinz@associates.usss.dhs.gov. The Government will provide all Offerors a copy of the resulting Q&A no later than January 13, 2022.
In January 2022, Offerors will receive notification of when their Factor 4, Curriculum Demonstration is scheduled. The date and time slots will be assigned randomly by the Government and all offerors will have the same amount of time (14 days) in-between their notification and their assigned demonstration date.
Offerors may bring no more than four (4) representatives to the demonstration. Five
(5) business days prior to the scheduled oral presentation the Offeror must provide the Government with the names of the people who will attend the presentation, their current employer and job title, and their intended role on the IDIQ. Offerors shall identify which of the representatives will be conducting the demonstrations. All representatives must have been included in the previous key personnel proposal submission; new instructors will not be considered. Offerors shall ensure their representatives meet the requirements in the revised Factor 4 Instructions. The requested information shall be provided to the Contract Specialist via email at donna.heinz@associates.usss.dhs.gov.
The added language in Factor 2, Corporate Experience, and Factor 3, Management and
Staffing Approach, is intended to clarify that the Governments evaluation of these factors will also take into account experience regarding predecessor companies and key personnel with recent and relevant experience. Offerors may amend Factors 2 and
3 if the clarifying language materially impacts the proposals already submitted.
All other terms and conditions within the solicitation remain unchanged.
The Government will consider requests to amend other portions of the proposal if the offerors demonstrate that these narrowly tailored corrections materially impacted those submissions. The Government will not accept revisions that would have a detrimental impact on the competitive process.
