I. INTRODUCTION
DHA Housing Solutions for North Texas (“DHA”) is soliciting proposals from qualified foundation repair contractors to provide foundation stabilization and related repair services at the existing Roseland Townhomes and Roseland Estates communities, also known as Roseland Homes in Dallas, Texas.
The work includes, but is not limited to, foundation evaluation, field verification, repair planning, engineered foundation repair design as required, permitting as applicable, utility coordination, excavation, installation of foundation stabilization systems, lift/stabilization monitoring, site restoration, documentation, testing, and warranty services.
This solicitation is intended to result in award to a qualified foundation repair contractor capable of performing the work utilizing its own staff or subcontractors, supported by appropriate engineering, equipment, supervision, quality control, and warranty capacity.
This solicitation is being issued as a Request for Proposals for Construction Services.
An RFP is being used because the required work involves varying building conditions, contractor means and methods, engineered repair approaches, warranty considerations, phasing, and building-by-building pricing. Award will be based on the proposal that DHA determines provides the best overall value, considering technical approach, qualifications, schedule, warranty, and price.
Project Locations The Roseland Homes properties are located at:
Roseland Townhomes 1949 N. Washington Avenue Dallas, Texas 75204
Roseland Estates 3335 Munger Avenue Dallas, Texas 75204.
Buildings Included and Excluded The scope includes foundation repair services for all existing buildings within the 62-building inventory except Buildings 25, 29, and 30, which are scheduled for demolition and are excluded from this solicitation.
For bidding and contract purposes, proposers shall assume that 59 buildings are included unless otherwise modified by addendum.
The following buildings are excluded from this scope:
Excluded Building
Reason
Building 25
Scheduled for demolition
Building 29
Scheduled for demolition
Building 30
Scheduled for demolition
The Contractor shall verify all building numbers, unit numbers, site access conditions, building locations, and repair requirements before mobilization.
Background Information DHA has received foundation assessment reports prepared by Strand Engineering for representative buildings at the Roseland Homes site. The assessments were non-destructive and primarily visual in nature, and the existing construction is described as light-framed wood construction over concrete foundations. The assessments used the Post-Tensioning Institute’s Guide for Performance Evaluation of Slab-on-Ground Foundations PTI DC10.8-18 to evaluate deflection and tilt/slope of the slabs.
The attached reports identify recurring conditions including slab movement, expansive soil behavior, masonry veneer cracking, interior drywall cracking, uneven floors, water intrusion, possible wood framing deterioration, poor drainage, inadequate irrigation, erosion, and soil moisture variation around the building perimeters.
The attached reports are provided for proposer information and context only. The Contractor remains responsible for field verification, final repair layout, means and methods, construction sequencing, utility protection, documentation, and warranty of the completed work.
Post-Tension / Concrete Slab Clarification The attached assessment reports describe the buildings as light-framed wood construction over concrete foundations and evaluate the slabs using PTI DC10.8-18 slab-on-ground performance criteria. The reports do not conclusively identify the existing slabs as post-tensioned slabs.
Because the presence, type, and location of slab reinforcement has not been conclusively established in the assessment reports, the Contractor shall field verify existing foundation conditions before performing any drilling, coring, sawcutting, chipping, anchoring, excavation adjacent to grade beams, or other work that could impact slab reinforcement.
The Contractor shall assume that slabs may contain reinforcement, including post-tension tendons, unless verified otherwise by approved drawings, non-destructive scanning, or written direction from the Engineer. Contractor shall be solely responsible for locating and protecting all reinforcement, tendons, utilities, embedded systems, and building components affected by its work.
No slab penetration, sawcutting, coring, drilling, or anchoring shall occur until the Contractor has completed appropriate investigation, including GPR or other approved non-destructive scanning where required, and consent from DHA. Any proposed repair approach that requires slab penetration shall be submitted to DHA and the Engineer for review before work proceeds.
Damage to tendons, reinforcement, utilities, embedded systems, or building components caused by the Contractor shall be repaired at the Contractor’s sole cost.
Intent of Work The intent of the work is to stabilize and repair affected foundations to support the planned rehabilitation and re-occupancy of the buildings.
The work shall:
1. Correct or stabilize foundation movement where buildings are out of tolerance or exhibit distress.
2. Address foundation conditions sufficiently to support future building rehabilitation.
3. Reduce the risk of continued movement caused by differential soil moisture conditions.
4. Coordinate foundation repair work with existing utilities, sidewalks, porches, landscaping, drainage features, property operations, demolition activities, and future site work.
5. Provide engineered, warrantied foundation repair solutions.
6. Return disturbed areas to safe and serviceable condition.
II. SCOPE OF SERVICES
General Scope of Services The Contractor shall provide all labor, materials, equipment, supervision, engineering coordination, layout, excavation, utility coordination, traffic and pedestrian control, permits, inspections, testing, site restoration, documentation, warranties, and incidentals necessary to complete the work.

· Verification of access limitations.
· Confirmation of unit/building occupancy status.
· Identification of underground utility risks.
· Elevation survey or floor-level readings as required to confirm repair design.
· Documentation of pre-existing damage.
· Confirmation of reinforcement/post-tension risk before any intrusive work.
The Contractor shall not rely solely on the attached assessments for final pier locations, quantities, or installation methods.
C. Engineering Requirements The awarded Contractor shall provide or retain a Texas-licensed Professional Engineer for the repair plan. The engineered repair plan shall be sealed by the Texas-licensed Professional Engineer and submitted to DHA for review before construction.
The engineered repair plan shall identify:
· Proposed repair system.
· Pier type, depth criteria, spacing, and locations.

E. Drainage and Moisture Management Coordination The Strand reports repeatedly identify expansive soils and soil moisture variation as contributors to slab movement. The reports recommend managing water around the building perimeter through proper lawn care, drainage, and prevention of water pooling around foundations.
The Contractor shall document observed drainage deficiencies and coordinate with DHA, the A/E team, structural engineer, and civil engineer before final acceptance of each building.
F. Wood Framing / Structural Coordination Several of the attached reports identify potential interior distress, water damage, uneven second floors, drywall cracking, and possible wood framing or truss concerns. Some reports recommend wood framing inspection at locations where significant drywall or water damage occurred before rehabilitation and re-occupancy.
The Contractor shall document conditions prior to repairs and notify DHA if foundation repair activities reveal or worsen structural distress, framing separation, rotted wood, damaged trusses, or other concealed conditions.
Self-Performance Requirement / No Substitution of Foundation Contractor The foundation repair contractor awarded this contract shall be the entity responsible for performing the core foundation repair work with its own forces.
The awarded Contractor shall not subcontract, assign, transfer, or delegate the core foundation repair work to another foundation repair company without DHA’s prior written approval. Core foundation repair work includes, but is not limited to:
· Pier installation.
· Foundation support installation.
· Foundation brackets and connections.
· Lifting/stabilization operations.
· Foundation repair layout execution.
· Foundation repair quality control.
· Related warranty obligations.
The qualifications, experience, equipment, personnel, repair system, and warranty submitted by the awarded Contractor shall be the basis of award. DHA’s award shall not be used as a pass-through to another foundation repair firm.

(a) The HA will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the HA, cost or price and other factors, specified elsewhere in this solicitation, considered.
(b) The HA may
(1) reject any or all offers if such action is in the HA’s interest,
(2) accept other than the lowest offer,
(3) waive informalities and minor irregularities in offers received, and (4) award more than one contract for all or part of the requirements stated.
(c) If this solicitation is a request for proposals, the HA may award a contract on the basis of initial offers received, without discussions. Therefore, each initial offer should contain the offeror’s best terms from a cost or price and technical standpoint.
(d) A written award or acceptance of offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. If this solicitation is a request for proposals, before the offer’s specified expiration time, the HA may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. Negotiations conducted after receipt of an offer do not constitute a rejection or counteroffer by the HA.
(a) Neither financial data submitted with an offer, nor representations concerning facilities or financing, will form a part of the resulting contract.
8. Service of Protest Any protest against the award of a contract pursuant to this solicitation shall be served on the HA by obtaining written and dated acknowledgment of receipt from the HA at the address shown on the cover of this solicitation. The determination of the HA with regard to such protest or to proceed to award notwithstanding such protest shall be final unless appealed by the protestor.
9. Offer Submission Offers shall be submitted as follows and shall be enclosed in a sealed envelope and addressed to the office specified in the solicitation. The proposal shall show the hour and date specified in the solicitation for receipt, the solicitation number, and the name and address of the offeror, on the face of the envelope.
It is very important that the offer be properly identified on the face of the envelope as set forth above in order to insure that the date and time of receipt is stamped on the face of the offer envelope. Receiving procedures are: date and time stamp those envelopes identified as proposals and deliver them immediately to the appropriate contracting official, and only date stamp those envelopes which do not contain identification of the contents and deliver them to the appropriate procuring activity only through the routine mail delivery procedure.
