About this file
This Request for Proposals (RFP-0632-TRW) is issued by the Gila River Indian Community's Tribal Recreation and Wellness department to solicit qualified professional services for the administration of youth sports league programs. The Community seeks a contractor to manage multiple youth sports leagues including NFL Flag Football, Jr. Suns Basketball, and MLS Go Soccer across various age groups ranging from 3 years old to adults. Services are required for the summer and fall 2026 seasons, with an option for the Community to renew the agreement for two additional one-year periods, creating a potential three-year contract term. Key administrative responsibilities include establishing registration sites, providing customer support and schedule building, selecting and training coaches, ensuring background checks for officials and personnel, and providing on-site representation for all league games at locations throughout the reservation, including the Sacaton Fairgrounds Multi-Use Sports Fields. Proposals must be submitted through the Bonfire e-procurement platform by Thursday, January 22, 2026, at 11:00 AM, with the selection committee review scheduled for Wednesday, January 28, 2026, and an approximate selection date of Thursday, January 29, 2026. The deadline for written questions is Monday, January 12, 2025, at 5:00 PM, with written responses due Friday, January 16, 2025, at 5:00 PM.
Evaluation criteria total 135 possible points, distributed across vendor qualifications and experience with similar projects (50 points), technical approach and schedule (40 points), competitive cost (30 points), and Native American preference (15, 10, or 5 points). The RFP does not specify a contract value but requires detailed fee schedules inclusive of all costs for 2026, with proposed costs also required for 2027 and 2028 seasons, subject to Community negotiation. Historical participation data shows 2025 winter leagues served 328 participants across flag football, basketball, and cheer programs, while summer leagues projected 880 participants across flag football, basketball, and soccer. Insurance requirements include Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Excess Liability ($2,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limits), Sexual Abuse/Molestation Liability ($500,000 per claim), and Workers Compensation as required by Arizona law. The Community is exempt from material, sales, and construction services taxes, and the contractor must comply with all Gila River Indian Community laws and ordinances, including business licensing requirements and Indian preference provisions. Billing will be processed within 30 calendar days following invoice approval and work completion, with invoices submitted to Accounts Payable in Sacaton.
