REQUEST FOR INFORMATION – PG-122020 – Grizzly Peak Substation Expansion
REQUEST FOR INFORMATION (RFI) INSTRUCTIONS
Project Magnitude: $25-35mil Schedule: Estimated completion 2024 Intent: Information Gathering
Please review all the detail provided to ensure you have a complete understanding of this RFI.
This is a Request for Information (RFI) announcement only. This is not a solicitation of proposals and no subcontract will be awarded from this Request. No reimbursement will be made for any costs associated with providing information in response to this Request or any follow-up information requests related to this RFI. No telephone calls will be accepted requesting a bid package or solicitation because there is no bid package or solicitation available. In order to protect the procurement integrity of any future procurement, if any, that may arise from this Request, information regarding the technical point of contact will not be given and no appointments for presentations will be made.
Responding to this RFI does not provide any advantage or disadvantage to potential offerors if LBNL chooses to issue a solicitation for the delivery of goods or services regarding the subject matter.

OVERVIEW & BACKGROUND
This RFI aims to gain a better understanding of the best delivery methods to complete the herein described project from companies with expertise from past similar work.
Lawrence Berkeley National Laboratory is projecting substantial electrical load growth in the next five years. The Grizzly Peak Substation, located on the LBNL campus, currently holds an electrical capacity of 38 MW. This substation functions as the utility service entrance receiving power from two incoming 115 kV lines and transforming it down to Berkeley Lab's 12.47 kV distribution voltage.
The total campus electrical demand will increase above 60 MW after installing the National Energy Research Scientific Computing Center (NERSC) 10 at Building-59 (B59) and other planned projects. To accommodate, LBNL will need to increase the electrical capacity currently available to 70 MW, with 55 MW being made available to B59.
Due to the very congested arrangement of the existing substation, the new substation layout will be expanded to support Berkeley Lab’s growing electrical needs. Two transformers shall be installed and connected to provide 70 MW of power, each at 34.5 kV and 12.47 kV.
The expanded substation area will primarily be covered by a 6” thick layer of compacted aggregate base. Access to the substation will be provided by a 25’ wide driveway, which is sufficient width for a mobile crane with extended outriggers. The site will be surrounded on the north, east, and south sides by a 6’ high chain-link fencing topped with three barbed wire strands.
The preliminary grading indicates that the site will require substantial export of fill, primarily due to the deep excavations necessary for the control building. Based on a high-level evaluation of earthwork quantities, an estimate between 800 and 1,000 cubic yards of net cut will be generated as part of this project, not including the increase in soil volume as it is excavated.
A retaining wall will be required on the east side of the expanded substation area. The new retaining wall will be approximately 3’ high at the north end and tapering down to 1’ as it nears the south end of the substation yard. There are several existing underground utilities under the proposed site of the control room. These utilities, including water, gas, sanitary sewer, compressed air, and medium voltage, will need to be removed and relocated as part of this project.
Expansion of the Grizzly Peak Substation requires the extension of 115 kV Bus-1 and -2 from the existing yard to adjacent land. These bus extensions will use different construction techniques. Bus-1 extension will be overhead construction while Bus-2 will be extended underground.
Extension of the 115 kV Bus-1 requires the install of two new structures and the overbuild of the existing Bus-1 strain bus. Extension of the 115 kV Bus-2 involves the demolition of the existing a-frame dead-end structure and overhead wire to the dead-end structure behind transformer Bank-2. An underground duct bank shall be designed and consist of six 6” Schedule-40 PVC conduits in two sets. Each single conductor cable will be pulled through a dedicated conduit in a triangular pattern. Construction of the 115 kV bus extensions will require multiple sequential outages to both Bus-1 and -2. At no time during the substation expansion will there be a scheduled simultaneous outage of both buses. The maximum duration of any single line outage is expected to be less than eight days.
New transformer Banks-3 and -4 will be three winding, built to order, units consisting of one high voltage and two medium voltage windings. The high voltage winding is 115 kV, the secondary winding will be 34.5 kV, and the tertiary winding will be 12.47 kV. Existing transformer Banks-1 and -2 remain in place and operational after installing the new transformer Banks-3 and -4. New circuit switchers will be added for both existing Banks-1 and -2 to allow for individual transformer protection and isolation.
A brand-new SCADA system will be installed to monitor and control the existing 115 kV circuit breakers, new 115 kV circuit switches, new and current transformers, and the new 34.5 kV and 12.47 kV circuit breakers. The system will include spare capacity for future extension to all existing switching stations. This project will install relaying and control devices in the new Control Enclosure. The contractor will need to identify SCADA points to monitor, and develop the SCADA system design for the site as part of this package.
The enclosure is a single-story structure with a basement level. The overall enclosure dimension is approximately 45’ x 54’ with an area of 2,252 gsf, not including the basement. The first-floor level will be constructed with 8” masonry units with waterproofing coating at the exterior and interior, and concrete sealer on the floor. The floor-to-floor height is approximately 14'-8" on the low side of the roof deck and 16’-6" to the high side. The basement level will be constructed with cast in place concrete walls and a concrete sealer at the interior, and a subgrade waterproofing system at the exterior. The floor-to-floor height is 11'-5" clear to the bottom of the floor beam and 14'-0" finish floor to finish floor. Last, the roof will be constructed of a standing seam metal roof system over sheet air barrier over exterior sheathing over rigid insulation over concrete on structural metal deck at a slope in the short direction of ½” per foot.
The facility will be designed to the current edition of the NEC (NFPA 70-2017) and the NESC (IEEE C2-2017), the 2019 California Building Standards Code, and LBNL standards (see LBNL Design Standards, Codes, and References in Section 5).
Once the install is complete, Berkeley Lab will be left with a fully functioning substation conducive to Operation and Maintenance.
A conceptual design has already been developed. Berkeley Lab will be seeking vendors to Design and Build, or Design-Bid-Build the project package.

· Provide new control enclosure (building) housing 34.5kV switchgear, 12.47kV switchgear, relay and SCADA control panels, and the control power system
· Extend existing ground grid into the expanded substation
· 12.47kV feeder from new switchgear to intercept feeders to UC Hill Substation
· Modify site civil utilities, including the relocation of existing water, gas, sanitary sewer, and compressed air
