This is a Request for Information (RFI) issued by the City of Scottsdale, Arizona, Water Resources department seeking vendor information for an Artificial Intelligence-based leak detection program. The city is pursuing a 10-year, corporate-funded, turnkey AI-led leak detection solution to identify leaks in its water infrastructure covering 62-310 miles of potable water pipeline network. The scope of work includes Year 1 deployment and initial operations, with vendors providing all necessary sensors, personnel, AI technology, and engineers to deploy acoustic sensors, upload and analyze data, investigate leak locations, and verify post-repair validations using VWBA methodology. Years 2-10 involve continuous monitoring with annual sensor data uploads, waypoint investigations, repair reporting, and leak validations, with sensor relocation permitted if results are unfavorable. Questions are due by 2:00 P.M. local time on May 5, 2026, and responses to the RFI are due by 2:00 P.M. local time on May 26, 2026. Responses must be submitted electronically through the City of Scottsdale's Bonfire procurement portal.
The city requests that vendors provide detailed product and service information, including marketing materials and website links, along with estimated pricing or general price ranges, though detailed cost breakdowns are encouraged. No award will be made through the RFI process; however, all respondents will be notified if subsequent Requests for Proposal are issued. Interested vendors must supply GIS data in .SHP format for asset layers, pump and booster station information, leakage calculation methodologies, current and target leakage levels, customer counts by type, and optional 15-minute flow and pressure data from the previous six months. At the contract's conclusion, vendors must either secure a new sponsor to continue the program or donate sensors to the City of Scottsdale Water Resources, with the city retaining the option to continue operations under a separate license agreement. All responses become public record, and vendors must register as City of Scottsdale Bonfire vendors to participate.
