About this file
This document is a Request for Quote (RFQ) from the Eastern Municipal Water District (EMWD), a local water district located in California. The RFQ outlines comprehensive bidding instructions, general bid terms and conditions, and standard purchase order terms for potential vendors. Key submission requirements include electronic quote submission through EMWD's e-Procurement system, with strict guidelines that quotes submitted by any other method (such as hard copy, fax, or email) will be disqualified. Bidders are required to submit all technical inquiries through the online Questions and Answers (Q&A) tab, and any additions, deletions, changes, or clarifications will be sent to prospective bidders via addendum prior to the quote receipt date.
The document emphasizes that the District reserves multiple rights, including withholding contract award for 180 days after bid opening, investigating bidder qualifications, rejecting any quote, and potentially purchasing up to an additional 100% of specified quantities within 90 days of award. Payment terms indicate that invoices will be processed after internal validation, with the District maintaining the right to audit and verify cost claims. The selection criteria for the successful bidder will be based on responsiveness to RFQ requirements, the bidder's capability to perform, and bid price. Additional provisions cover warranties, intellectual property protection, compliance with laws, and safety standards, with all disputes to be resolved in Riverside County, California courts under California state law.
