Contractor shall coordinate with the C2F Facilities Management Office (Phone: 402-912-4300) or COR to facilitate access to the spare ice machine.

No additional cost shall be charged to the government for any parts, labor, or materials related to semiannual cleaning/sanitization services. Any required repair parts or materials deemed above and beyond the scope of semiannual cleaning/sanitization services (as prescribed by the applicable OEM service manual) shall be submitted to the Contracting Officer (CO) or COR within 5 business days (parts and labor) for the respective repair service – see Paragraph 5.4. The Contractor shall proceed with repair services only upon written notification from the CO or COR. The Government may optionally choose to execute repairs using the Government Purchase Card (GPC) procedures.

5.3.2. Semiannual Replacement of Water Filters. Contractor shall provide and install replacement of water filters supporting designated C2F coffee makers and/or commercial ice machines. Replacement water filters are identified in Attachment A and are an important part of semiannual services. Contractor shall not deviate from designated brand or part numbers associated with replacement filters without coordination and approval of the COR. Prior to installation of a replacement water filter, the Contractor shall clearly write on the side of the new filter – in permanent marker – the replacement date of the respective water filter. Installation of new water filters must also strictly follow OEM installation instructions – including running water through each individual filter for minimum 5 minutes (or longer) until water runs clear (see Attachment A and OEM filter installation instructions).

Water filter replacement services also include end-to-end inspection of appliance water supply lines and water fittings for potential leaks or damage. Water supply lines are defined as 1/4” or 3/8” flexible polypropylene/copper tubing; water supply lines are an integral part of each ice machine or coffee maker installation and extend from the back of the appliance to the corresponding shut-off valve located on the wall behind the appliance. In the event of a damaged water supply line/fitting (usually encountered during replacement of a water filter), the Contractor shall immediately shut off the water supply and notify the C2F Facilities Management Office. Repair of water supply lines/fittings will be managed under Paragraph 5.5 (Repair Services – Government Reimbursement for Parts). The Government may optionally choose to execute repairs using the Government Purchase Card (GPC) procedures or through separate contract action (depending on the location and/or severity of the leak).

No additional costs shall be charged to the government for replacement water filters or associated filter installation labor.

5.3.3. CDRL A004, Semiannual Appliance Maintenance Service Checklist. The contractor shall develop a service checklist for all semiannual services (CDRL A004). Elements of the checklist shall include the following service data:

Appliance description and location

Appliance make, model, and serial number

Water filter replacements – coffee machine and/or ice machine water filters

Maintenance performed (e.g. monthly cleaning/sanitization and/or filter replacement)

Date of service

Semiannual maintenance checklists and recloseable pouch shall be clearly marked/labeled:

The Contractor shall maintain copies of all semiannual maintenance reports/records (CDRL A004). In the unlikely event a maintenance record is inadvertently lost or discarded from the pouch (or centralized kitchenette drawer) – and upon request of the Contracting Officer’s Representative – the Contractor shall provide a copy of the respective semiannual maintenance record. CDRL A004 is the formal record of semiannual services performed and is used as a supporting document for approval of semiannual invoices.

5.4. Service Calls (CLIN X004). Service calls are defined as individual telephone calls (trouble calls) made by an authorized C2F Facilities Manager, or COR, which require the Contractor to respond on-site to investigate and/or troubleshoot various appliance faults or failures. Calls that do not require on-site response are not chargeable or reimbursable. Pricing for individual service calls shall be established on a firm fixed priced basis per on-site service call. The expected number of service calls per year is 24

– two (2) per month. On-site service calls shall be performed strictly during normal business hours – 8 a.m. to 5 p.m., Monday through Friday. The contractor shall provide a point of contact to receive service calls during normal business hours (8 a.m. to 5 p.m.)

– 9 hours per day, 5 days a week. Unless otherwise agreed by the COR or Contracting Officer, the Contractor shall respond on-site within 72 hours (3 business days) of the respective service call.

As specified in Paragraph 5.5 (Repair Services), the Contractor shall evaluate designated appliance(s) for required repair(s) and provide a repair service quote to return appliance(s) back to normal operation (CDRL A005). The Government’s preference is to manage individual minor repairs via Government Purchase Card procedures; however, depending on the relative scope of repairs or combined cost of multiple repairs, the Government may choose to manage services under CLIN X005. In all cases, the Contractor must receive written notification to proceed with repairs from the CO or COR prior to ordering any parts or proceeding with repairs.

5.5. Repair Services – Government Reimbursement for Parts and Repair Services (CLIN X005). As referenced in Paragraph 5.4, the contractor must receive written authorization from the CO or COR prior to ordering any repair parts or proceeding with any appliance repair services. The Contractor shall prepare and submit a comprehensive quote and bill of materials (BOM) for all repair services and repair parts (CDRL A005).

The quote shall include all labor costs – including subcontractor labor costs – and shall be itemized per labor category (e.g. appliance mechanic, general maintenance worker, service order technician, or similar). The quote shall include the hourly labor rate per

CDRL A004

SEMIANNUAL C2F APPLIANCE

labor category, and the number of hours required to perform repairs. The bill of materials shall include manufacturer part numbers, descriptions, quantities, and unit prices for each individual repair part. The Contracting Officer’s Representative will evaluate the repair services quote and priced BOM to validate Contractor pricing for replacement part(s) and/or repair service(s). Unless otherwise agreed by the Contracting Officer or COR, the repair services quote shall be provided within 14 calendar days from the corresponding on-site service call. The objective is to return appliances to full operation with 60 days of the initial service call.

The repair/reimbursement process does not apply to consumables or repair parts that are normally delivered/installed during performance of the periodic monthly, quarterly, or semiannual maintenance services (e.g. installation of replacement water filters). All replacement parts must meet OEM specifications.

5.5.1. Consumables/Miscellaneous Material Items. Consumables and miscellaneous material items shall be provided at no additional cost to the Government.

Consumables/miscellaneous materials include cleaning and sanitization solutions;

cleaning materials/tools; lubricants; wire ties; tapes; nuts; bolts; and similar bench stock items whose use is not defined until time of service.

6. Future Growth. The Government may choose to add certain appliances to the scope of monthly, quarterly or semi-annual maintenance. The Government may also choose to add one-time or short-duration services for specific low-use appliances or for maintenance services associated with C2F kitchenettes (services not already covered under separately contracted services). The Government will provide the scope of additional services and/or the OEM make, model number, and serial number of new appliances. New appliances/services may or may not be similar to existing services (appliances maintained under baseline monthly, quarterly, or semiannual services). Examples of future growth include (but are not limited to):

Periodic maintenance/repair of washing machines and/or dryers.

Periodic maintenance/repair of commercial dish washer(s).

Maintenance of commercial food service appliances (e.g. food warming equipment).

Integration and maintenance of alternate water filtration system(s) (e.g. Hoshizaki twin cartridge system or EverPure cartridge system).

Maintenance of outdoor appliances (outdoor gas/propane operated barbeque grills).

Upon request of the Contracting Officer and/or COR, the contractor shall submit a cost estimate supporting future growth of appliance maintenance services. Depending on the nature of the requirement, the Government’s intent will be to incorporate future growth services into the body of either monthly (CLIN X001), quarterly (CLIN X002), or semiannual maintenance services (CLIN X003).

Future growth may result in minor modifications of the PWS; once the negotiated value and the scope of a future service is approved, the Contractor will perform additional services as specified within the body of this PWS (or future PWS modification) as directed by the

Contracting Officer. Future growth is contingent on funds availability and will be transferred to appropriate CLIN (CLINs X001, X002, X003, X004, or X005).

6.2 Future Growth Report (CDRL A006) The Contractor will follow the service intervals listed within the body of respective future growth requests and coordinate with the Contracting Officer and/or the COR – as appropriate – for clarification of requirements.

Contractor shall submit Future Growth Service Report (cost estimate) within 30 days of notification.

7. Services Summary. Contract service requirements are summarized in performance objectives that relate directly required service levels. The performance threshold briefly describes minimally acceptable levels of service required for each requirement (See Table 2 below). The Service Summary and the Contractor's Quality Control Plan provide information on contract requirements; the expected level of performance; and the expected method of government surveillance/confirmation of services provided. Procedures as set forth in the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance, will be used to remedy all deficiencies.
