About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Financial Services (the Department) for MotionPoint Website Spanish Translation Services. The Department is seeking to purchase TransMotion website Spanish translation technology services from MotionPoint Corporation to provide translation conversion services for the Department's website, www.myfloridacfo.com, from English into Spanish. The services include conversion of text, images, meta tags, and alt tags, allowing the Spanish-speaking community of Florida to fully access the information and web services offered by the Department. The term of the contract is 2 years.

The estimated dollar amount for this single source acquisition is $120,000 per year, for a total of $240,000 over the 2-year term. The Department has determined that MotionPoint's solution is unique and that the services are only available from a single source. MotionPoint's proprietary technologies automatically monitor the Department's website and promptly queue new content for translation, keeping the English and Spanish websites synchronized. The Department has approved the single source acquisition, and prospective vendors have until October 7, 2022 to provide information regarding their ability to supply the requested services.

PUR 7776 (Revised 07/2022) Page 2 of 2 Incorporated by Reference: Rule 60a-1.045, F.A.C.

Estimated Dollar Amount:

$120,000.00/yr. (24 months at $10,000.00/mo.) for a total of $240,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

MotionPoint hosts a unique and separate turn-key Spanish version of myfloridacfo.com at espanol.myfloridacfo.com, by combining efforts of machine and human translations to ensure localized Spanish is delivered to end users. The MotionPoint solution includes the website’s hosting, graphic design for translated images, rules for translations, and advanced scanning technologies. In addition, MotionPoint’s proprietary technologies automatically monitors the Department’s website on a consistent basis, identifying any changes made to the English site, and promptly queuing the new content for translation, resulting in the English website and Spanish website being "in sync" with one another. While there are other vendors who could provide translation service using "traditional" website translation approaches by adding Spanish to the website, such services may require the purchase and integration of a multi-lingual content management system and may also force changes to the Department’s web server. Utilization of MotionPoint's solution will not require any IT development, or technical integration, other than inserting a single link on the website's home page, while other vendors’ services would require the need for additional Department personnel. MotionPoint will provide a fully deployed, fully translated website, using 100% human oversight of necessary translations from start to finish.

MotionPoint services require minimal approvals from the Department, and only non-standard services will require the Department’s advance approval.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Nikki Willis-Somerset, Office of Purchasing and Contractual Services Amy Jones, Office of Purchasing and Contractual Services David Comer, Office of Information Technology Scott Stewart, Office of Information Technology Scott Fennell, Deputy Chief Financial Officer
