(U) The minimum performance requirements for the requirements are:

1) (U) The contractor shall provide Operations and Maintenance services to ensure seismic data is available from these three (3) stations (locations). The ultimate destination for the data is the United States National Data Center (USNDC) at AFTAC. The contractor shall ensure seismic data is available from the sensor vault to the long haul communication router. (AFTAC is then responsible for getting the data back to the USNDC). The contractor shall provide local sustainment for the data to include the delivery of data from the website to the data collection processor in near real-time.

2) (U) The contractor shall perform station maintenance and necessary modifications to the central station data center required to ensure reliable data acquisition and transfer. This work will include network maintenance, server maintenance, and email server maintenance.

3) (U) The contractor must ensure the operation of the seismic equipment and identify equipment malfunctions. The contractor must perform routine maintenance of the array to include calibration of equipment, visual inspections and inventory of equipment and spares, replacement of faulty sensor components, troubleshooting of sensor equipment outages, and cleaning of the sensor vault.

4) (U) The contractor is required to travel to all sites on a regular basis to build and maintain a strong rapport with to ensure positive host relationships. This is critical in this region of the world to minimize security risk to local contractors operating and maintaining our equipment. In addition, the contractor must provide their own local security to the stations (locations).

However, the contractor has stated that they will not travel to due to the dangerous travel/work requirements. This alone disqualifies because of the travel and security requirements for developing and maintaining a close relationship with which is critical to maintaining a low profile presence in the region.

(U) Upon approval of this J&A, the Contracting Officer will issue a notice of proposed contract action to the Government Point of Entry in accordance with FAR 5.201 and 5.203(a). The notice will be published at least 15 days prior to issuing the solicitation.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

(U) IAW FAR 15.404-1, the anticipated cost of this acquisition will be considered fair and reasonable based on the following methods: cost analysis will be performed and certified cost and pricing data received; a cost realism analysis will be performed to determine whether the estimated proposed cost elements are realistic for the work to be performed, reflect a clear understanding of the requirements, and are consistent with the unique methods of performance described in the offeror's technical proposal; a technical evaluation will be performed by the project officer who has extensive expertise in Systems Engineering and knowledge of the work to be performed; and field pricing assistance will be requested from the cognizant Defense Contract Audit Agency if information available in-house is inadequate to determine a fair and reasonable price.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

(U) Using the market research techniques identified below, the government surveyed potential sources for

IX. Any other facts supporting the use of Other Than Full and Open Competition.

(U) Seismic Data Analysis in this region of the world has a very limited pool of potential sources. The fact that a qualified HUBZone company is present in this niche market is rare and it creates an opportunity for the government to foster growth of a small business.
