About this file

This is a Project Manual containing technical specifications for the Laurel Run Pump Station Pumps and Motor Control Center (MCC) Replacement Project to be executed by Muhlenberg Township Authority, located at 739 W Bellevue Avenue, Reading, PA 19605. The project encompasses three separate contracts: Contract No. 1 (General), Contract No. 2 (Electrical), and Contract No. 3 (HVAC and Plumbing). The work includes replacement of existing wastewater pump station equipment, installation of new pumps with variable speed drivers and associated mechanical systems, demolition of existing equipment, installation of permanent bypass pumping systems, structural improvements including new hoist beams and roof replacement, architectural improvements including new doors, windows, and FRP grating, site improvements including natural gas service installation and generator platform extension, and miscellaneous civil work. The specifications detail extensive requirements for coordination, phased construction sequencing across multiple streets (Raymond Street, Earl Street, Gray Street, County Street, King Street, Elizabeth Avenue, and Chestnut Street), continuous wastewater service maintenance during construction, and restoration of all disturbed areas. The project must achieve substantial completion within 270 days from Notice to Proceed, with sealed bids received online through PennBid until 11:00 AM on November 4, 2026.

The specifications establish comprehensive administrative, quality, and execution requirements governing contractor performance across all three contracts. Bid security of ten percent of the extended bid amount is required, drawn to the order of Muhlenberg Township Authority. The Contract Documents include provisions for allowances (lump-sum, unit-cost, and quantity-based), unit price adjustments when actual quantities vary 25 percent or greater from bid quantities, and change order procedures with itemized cost documentation required for changes exceeding $750. Contractor responsibilities include provision of all temporary facilities, traffic control, erosion and sediment control, dust control, dewatering, testing, startup, equipment commissioning, operator training, and final cleanup. The specifications require submittal of construction progress schedules, product data, shop drawings, and samples within specified timeframes, with 15-day engineer review periods standard for action submittals. Contractor must employ a registered land surveyor, establish field engineering controls, and maintain Record Documents throughout the project, with final completion requiring submission of maintenance manuals, warranties, spare parts inventory, and final punch lists before substantial and final completion certifications are issued.
