Scope of Services Shuttle Bus and Other Transportation Services for Fort Lauderdale-Hollywood International Airport

Broward County ("County") is seeking proposals from qualified and experienced Contractors to administer and manage all functions of shuttle bus and other transportation services at Fort Lauderdale-Hollywood International Airport (“Airport”) in coordination with the Broward County Aviation Department (“BCAD”). The Airport is located in the greater Fort Lauderdale area in the heart of Florida's Gold Coast. With over 300 daily departures to more than 150 domestic and international destinations, the Airport is considered a large-hub facility for commercial air traffic operations, supporting more than 1% of national departing passengers. In 2024, the Airport handled 35.2 million passengers. Before the pandemic, the Airport generated an annual economic impact of $37.5 billion and nearly 18,000 direct, local jobs. BCAD, the Airport’s operator, is a self-supporting agency of the Broward County Board of County Commissioners that does not rely on local tax dollars for operations or capital improvements.

Contractor shall provide the following Services during the Term:

1. Services Summary

Contractor shall provide Shuttle Bus Services using the Shuttle Bus Routes for the Terminals, Parking Facilities, airfield, emergency response areas, future intermodal center, future automated people mover, and any other locations on or off Airport property, as requested by the Contract Administrator. County, through its Contract Administrator, reserves the right to relocate, change, remove, add, or delete Shuttle Bus Routes for any reason whatsoever.

Contractor shall provide Shuttle Bus Services to County twenty-four (24) hours per day, seven (7) days per week, including holidays, or as otherwise requested in writing by the Contract Administrator. Contractor shall provide the Services in such a manner as to most efficiently meet the operational needs of the Airport.

2. Vehicles

A. Core Bus Fleet. Commencing on the Commencement Date and continuing until the expiration or termination of this Agreement, Contractor shall be deemed to lease the Core Bus Fleet (as may be changed by County in accordance with this section) from County (“Core Bus Fleet Lease”). Contractor shall, on the Commencement Date, and on each yearly anniversary of the Commencement Date during the Term, pay County Fifty Dollars ($50.00) as rent for the Core Bus Fleet Lease. Contractor shall exclusively use the Core Bus Fleet and the Supplemental Bus Fleet (as requested and approved by the Aviation Department) to perform the Services in connection with this Agreement. Contractor shall not use any vehicle that is unserviceable (i.e., unsafe, poor performance, or poor appearance) for the Services and shall notify the Aviation Department if any vehicle within the Core Bus Fleet becomes unserviceable. County (acting by and through its Director of Aviation) shall be entitled to change the Core Bus Fleet (i.e., add or remove vehicles or equipment to or from the Core Bus Fleet) at any time by providing written notice to Contractor specifying the changes to the Core Bus Fleet; if the Director of Aviation provides written notice indicating changes to the Core Bus Fleet, Exhibit F shall be automatically amended to reflect the changes as set forth in the written notice.

B. Supplemental Bus Fleet. Contractor shall provide, immediately upon written request by the Contract Administrator, a Supplemental Bus Fleet for Supplemental Bus Fleet Services. The vehicles in the Supplemental Bus Fleet shall consist of vehicles ranging in size from vans to full-size guest coach buses, and may be owned, leased, or hired by Contractor as long as such vehicles comply with the specifications as set forth in Exhibit G and are approved for County’s use in writing by the Contract Administrator. All requirements detailed in Exhibit G must be followed when using the Supplemental Bus Fleet for Supplemental Bus Fleet Services.

i. As part of its Supplemental Bus Fleet Services, Contractor shall provide additional coach bus services to the Aviation Department, upon written request by the Contract Administrator.

ii. Contractor must not use any vehicle that is unserviceable (i.e., unsafe, poor performance, or poor appearance), as determined by the Contract Administrator, for Supplemental Bus Fleet Services.

iii. County (acting by and through its Director of Aviation) shall be entitled to approve change to the Supplemental Bus Fleet by providing written notice to Contractor indicating the approved changes; if the Director of Aviation provides written notice indicating changes to the Supplemental Bus Fleet, Exhibit G shall be automatically amended to reflect the approved changes as set forth in the written notice.

C. All Long-Term Vehicles utilized during Contractor’s provision of the Services in connection with this Agreement must be accessible to persons with disabilities and must comply with all applicable provisions of the Americans with Disabilities Act of 1990, 42 U.S.C. § 12101, Section 504 of the Rehabilitation Act of 1973, 47 C.F.R. Section 38, and Applicable Law.

D. The Core Bus Fleet shall have signs and numbers, as requested in writing by the Contract Administrator, on the front, rear, and right side, and any other location the Contract Administrator deems necessary.

3. Staffing/Operations

A. Operating Plan.

i. Contractor shall provide all personnel, equipment (not including the Core Bus Fleet, which is being leased by Contractor from County), and supplies necessary to perform the Services, and shall submit to the Contract Administrator a management and operation plan (“Operating Plan”) that shall, at a minimum, include the items identified below:

1. Emergency Preparedness Procedures

2. Incident and Safety Management Plan

In order to make a change to the composition of the Key Personnel, Contractor must provide County with thirty (30) days’ advance written notice (or as much advance notice as is possible if thirty (30) days’ notice is not possible) regarding such proposed changes and the management plan associated with such proposed changes. County shall have the right, in its sole discretion, to approve or reject any proposed changes to Key Personnel. County shall not be responsible for any costs associated with a change in Key Personnel.

i. The Key Personnel shall be as follows:

General Manager Assistant General Manager Operations Manager Maintenance Manager Safety Manager Customer Experience Manager

ii. If the Contract Administrator determines that any of the Key Personnel have failed to perform their duties, then in addition to all other rights under this Agreement, the Contract Administrator shall have the right to require Contractor to replace such Key Personnel. The Contract Administrator shall notify Contractor in writing of its demand for replacement and shall allow Contractor thirty (30) days from the date of such notice to effectuate the replacement. Contractor must receive the Contract Administrator’s written consent of the replacement Key Personnel.

iii. Contractor shall provide the Contract Administrator with the daily schedule for the Key Personnel and shall notify the Contract Administrator of any changes to that schedule.
