PERFORMANCE WORK STATEMENT (PWS)

FOR

DISTRICT OF COLUMBIA NATIONAL GUARD 60TH PRESIDENTIAL INAUGURATION (PI60) BED-DOWN SERVICES: VENUE RENTAL, MEALS, VEHICLE STAGING, AND ASSEMBLY AREA

28 OCTOBER 2024

1.0 General:

1.1 Scope: The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to perform bed-down services including: venue rental, meals, vehicle staging, and assembly areas for 615 service members Services, as defined in this PWS.

1.2 Background: Since 2009, the Presidential Inaugurations has averaged 1 million spectators and up to 8,000 service members providing Defense Support to Civilian Authorities (DSCA). In light of the foregoing, a venue is required to provide the bed- down, meals, vehicle staging, and assembly areas for 615 service members with organic equipment and vehicles to support PI60 operational missions, from 15 - 23 January 2025. The venue shall maximize facility capacity, staging area space, transportation and shuttle operations and provide infrastructure to support food service/logistical operations. This concept will maximize resources based on shortages of available large scale assembly areas within 10 miles of the U.S. Capitol building in Washington, DC.

1.3 Period of Performance (PoP): The Period of Performance shall be from January 15,2025 to January 23,2025.

1.4 General Information:

1.4.1 Place and Performance of Services: The contractor shall provide access to Audi Field on January 15, 2025, at 0001 hours until January 23,205 at 2359 hours. The contractor shall at all times maintain an adequate work force for the uninterrupted performance of all tasks defined within this PWS. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force are essential. The specific time for breakfast, lunch, dinner and midnight meals will be provided by the Contracting Officer Representative, estimated hours are in Technical Exhibit 3.

1.4.1.1 Telework: N/A

1.4.1.2 Unscheduled gate closures by the Security Police may occur at any time causing all personnel entering or exiting a closed installation to experience a delay. This cannot be predicted or prevented. Contractors are not compensated for unexpected closures or delays. Vehicles operated by contractor personnel are subject to search pursuant to applicable regulations. Any moving violation of any applicable motor vehicle regulation may result in the termination of the contractor employee’s installation driving privileges.

1.4.2 Recognized Holidays: The following are recognized United States (US) holidays. The contractor shall perform services on Martin Luther King Jr.’s Birthday, January 20th

1.4.3 Quality Control (QC): N/A

1.4.4 Quality Assurance (QA): The Government will evaluate the contractor’s performance under this contract in accordance with the Quality Assurance Surveillance Plan (QASP). This plan is primarily focused on what the Government will do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and acceptable quality level(s) or defect rate(s).

1.4.5.4 Reserved.

1.4.5.5 Communications Security/Information Technology (COMSEC/IT) Security. All communications with DoD organizations are subject to COMSEC review. All telephone communications networks are continually subject to intercept by unfriendly intelligence organizations. DoD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from, or terminating at, DoD organizations. Therefore, the contractor is advised that any time contractor personnel place or receive a call they are subject to COMSEC procedures. The contractor shall ensure wide and frequent dissemination of the above information to all employees dealing with DoD information. The contractor shall abide by all Government regulations concerning the authorized use of the Government's computer network, including the restriction against using the network to recruit Government personnel or advertise job openings.

1.4.5.14 Reserved

1.4.6 Physical Security. The contractor shall safeguard all Government property provided for contractor use. At the close of each work period, Government facilities, equipment and materials shall be secured.

1.4.7 Special Qualifications: N/A

1.4.8 Post Award Conference/Periodic Progress Meetings: The contractor agrees to attend any post award conference convened by the KO in accordance with FAR 42.5. The KO, COR and other Government personnel, as appropriate, may meet periodically with the contractor to review the contactor’s performance. At these meetings, the KO will apprise the contractor of how the Government views the contractor’s performance and the contractor shall apprise the Government of problems, if any, being experienced. The contractor shall resolve outstanding issues raised by the Government. Contractor attendance at these meetings shall be at no additional cost to the Government.

1.4.9 Contract Manager (CM): The contactor shall designate a CM who shall ensure performance under this contract. The name of this person, and an alternate who shall act for the contractor when the CM is absent, shall be designated in writing to the KO. The CM or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The CM shall work through the COR, to resolve issues, receive technical instructions, and ensure adequate performance of services. The CM shall ensure that contractor employees do not perform any services outside the scope of the contract without an official modification issued by the KO. The CM shall ensure contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.

1.4.10 Identification of Contractor Employees: All contractor personnel attending meetings, answering Government telephones and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression that they are Government employees. The contractor shall ensure that all documents or reports produced by contractor personnel are suitably marked as contractor products or that contractor participation is appropriately disclosed. The contractor’s status as a “contractor” shall be predominantly displayed in all correspondence types (to include signature blocks on e-mail) and dealings with Government or non-Government entities. Contractor personnel shall wear identification badges distinguishing themselves as such. The badges shall have the company name, employee name and the word “contractor” displayed.

1.4.10.1 The contractor shall retrieve all identification media (including vehicle passes) from its employees who depart employment for any reason. The contractor shall return all identification media (i.e., badges and vehicle passes) to the KO within 14 days of an employee’s departure.

1.4.11. Combating Trafficking in Persons: The United States Government has adopted a zero tolerance policy regarding trafficking in persons. Contractors and contractor employees shall not engage in severe forms of trafficking in persons during the period of performance of the contract; procure commercial sex acts during the period of performance of the contract; or use forced labor in the performance of the contract. The Contractor shall notify its employees of the United States Government’s zero tolerance policy, the actions that will be taken against employees for violations of this policy. The contractor shall take appropriate action, up to and including termination, against employees or subcontractors that violate the US Government policy as described at FAR 22.17.

1.4.14 Organizational Conflicts of Interest (OCI): The contractor and subcontractor personnel performing services under this contract may receive, have access to or participate in the development of proprietary or source selection information (e.g., cost or pricing information, budget information or analyses, specifications or work statements, etc.) or perform evaluation services which may create a current or subsequent OCIs, as defined in FAR Subpart 9.5. The contractor shall notify the KO immediately whenever it becomes aware that such access or participation may result in any actual or potential OCI and shall promptly submit a plan to the KO to avoid or mitigate any such OCI. The contractor’s mitigation plan will be determined to be acceptable solely at the discretion of the KO. In the event the KO unilaterally determines that any such OCI cannot be satisfactorily avoided or mitigated, the KO may impose other remedies as he or she deems necessary, including prohibiting the contractor from participation in subsequent contracted requirements which may be affected by the OCI.

1.4.15 Phase In / Phase Out Periods: N/A

2.0 Definitions and Acronyms:

2.1 Definitions:

2.1.1 Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the Government. The term used in this contract refers to the prime.

2.1.2 Defective Service: A service output that does not meet the standard of performance associated with the PWS.

2.1.3 Deliverable: Anything that can be physically delivered and includes non-manufactured things such as meeting minutes or reports.

2.1.4 Key Personnel: Contractor personnel that are evaluated in a source selection process and that may be required to be used in the performance of a contract by the PWS. When key personnel are used as an evaluation factor in best value procurement, an offer can be rejected if it does not have a firm commitment from the persons that are listed in the proposal.

2.1.5 Physical Security: Actions that prevent the loss or damage of Government property.

2.1.6 Quality Assurance: The Government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.

2.1.7 Quality Assurance Surveillance Plan (QASP): An organized written document specifying the surveillance methodology to be used for surveillance of contractor performance.

2.1.8 Quality Control: All necessary measures taken by the Contractor to ensure that the quality of an end product or service shall meet contract requirements.

2.1.9 Subcontractor: One that enters into a contract with a prime contractor. The Government does not have privity of contract with the subcontractor.

4.0 Contractor Furnished Property, Materials, and Equipment (CFP/M/E):

4.1 General: Except for those items specifically stated to be Government-Furnished in Paragraph 3.0, the contractor shall furnish everything required to perform these services as indicated in Paragraph 1.1.

5.0 Requirements: The contractor shall:

5.1 Provide a venue within 10 miles of the U.S. Capitol Building and the National Mall area; in Washington, DC.

5.1.1 Provide a space/floor plan as to how the 615 service members will be bedded down; adhering to a minimum of 3 square meters of bed-down space per service member. Additionally, a layout showing to the feeding location(s)/area(s) shall be included in the plan as well.

5.2 Ensure the venue maximizes physical security, antiterrorism, and force protection measures for the service members.

5.2.1 Ensure the venue is accessible by road and highway network for transportation requirements.

5.3 Ensure the venue is climate controlled, allows access to male and female restrooms, provides internet connection and the ability to host commercial Wi-fi, and provides 110 and 240v electricity.

5.4 Ensure the venue has staging areas to accommodate the parking, pick-up and dismount of service members, and operational/logistical support equipment as necessary.

5.4.1 Ensure the venue can accommodate space to accommodate multi-stall portable shower trailers (to include generators and space for re-filling/removing water), porta- pots, and dumpsters for the hygiene needs of the 615 service members utilizing the venue.

5.5 Provide meals for up to 615 personnel activated in support of the PI60 mission within the district. The meals are to be distributed in a centrally located area(s). The meals shall be distributed as follows:

5.5.1 Prepare food listed on menu provided in response to the Request for Proposal (RFP), according to commercially acceptable standards for the menu items. All meals shall be pre-prepared as a box meal prior to delivery. All meals shall be “grab and go” in a portable individual container(s) and must adhere to Army Regulation 40-25/Air Force Instruction 44-141, Nutrition and Menu Standards for Human Performance Optimization and Go for Green ®-Army Program Nutrition Standards, consisting of, but not limited to, the following:

Grains: Breads and Starches Meats and Entrée’s Vegetables Fruits and Fruit Juice Salad Eggs Fats and Oils Beverages Soups Condiments Sodium Desserts Short Order (fried/grilled foods) Pre-Made Items

5.5.2 Breakfast shall consist of the following: two choice main entrees (lean fish, poultry to include eggs or meat); two option for breakfast meats (one of which must be non-pork and one lower in fat i.e. Canadian Bacon or Turkey Bacon, if bacon is offered it will have less than 290mg of sodium per serving); two Bread Options (Bagels, sliced bread at 100% whole grain, and/or English muffins, fruit breads, small low-fat muffins); one option for cooked whole grain cereal choice (Steel Cut Oats, Sorghum, Quinoa) or ready-to-eat dry cereal choice with fewer than 230 milligrams of sodium per serving; one hot starch choice (potato or sweet potato); two options of fresh fruit (one vitamin C source choice); condiments shall offer at least two regular jam, jelly, fruit spread or low sugar jam option; Salt/Sodium free seasonings available at every meal; two option choices of 100 percent fruit juice (blended juices are acceptable but must be 100% juice, and orange juice fortified with calcium and vitamin D) canned or bottle (non-glass) no less a 12oz beverage; hot coffee and hot tea available at all breakfast meals; provide coffee creamers and sweeteners (Low fat milk and artificial sweetener containing zero grams trans-fat and contain no partially hydrogenated oils).

5.5.3 Special Breakfast instructions. The best methods of preparation include baking, braising, broiling, grilling, poaching, roasting, sautéing, steaming, stir-frying, stewing and searing. Deep Fat Frying is the least preferred cooking method. Pre-made, lean-option entrées will contain fewer than 500 calories and less than 600 mg of sodium. Breakfast egg options shall be either scrambled eggs, hardboiled eggs, and cholesterol free eggs (Egg Whites) with no pre-made eggs of any type shall be used; Only offer trans-fat free (zero grams of trans fat per serving) baked products; If soda is served, at least one low calorie dark caffeinated soda and at least one low calorie clear caffeine free soda.

5.5.4 Lunch shall consist of the following: three choice main entrees (lean fish, poultry, or meat) and/or cold cut deli-style sandwich options; One short-order option (French fries, tater tots, onion rings preferably baked or air fried and/or chip and pretzel options will include baked or whole grain varieties) and/or one hot starch choice (potato, sweet potato, legumes, beans, or pasta); One option for fresh vegetable or hot vegetable; one salad option includes leafy green salad and a minimum of 3 fresh toppings; salad condiments shall offer at least three options consisting of two regular dressing and one low fat dressing; two options of fresh fruit (one vitamin C source choice); one soup option at lunch; one option for dessert; three option of condiment sauce packets (i.e. ketchup, mustard, hot sauce, etc.); Salt/Sodium free seasonings available at every meal; hot coffee and hot tea available at all lunch meals; provide coffee creamers and sweeteners (Low fat milk and artificial sweetener containing zero grams trans-fat and contain no partially hydrogenated oils); four option variety canned or bottled (non-glass) no less a 12oz beverage.

Special Lunch instructions: The best methods of preparation include baking, braising, broiling, grilling, poaching, roasting, sautéing, steaming, stir-frying, stewing and searing. Deep Fat Frying is the least preferred cooking method. Pre-made, lean-option entrées will contain fewer than 500 calories and less than 600 mg of sodium. Only offer trans-fat free (zero grams of trans fat per serving) baked products; If soda is served, at least one low calorie dark caffeinated soda and at least one low calorie clear caffeine free soda. Products containing Monosodium Glutamate as an ingredient should be avoided if possible.

5.5.5 Dinner shall consist of the following: three choice main entrees (lean fish, poultry, or meat) and/or cold cut deli-style sandwich options; One short-order option (French fries, tater tots, onion rings preferably baked or air fried and/or chip and pretzel options will include baked or whole grain varieties) and/or one hot starch choice (potato, sweet potato, legumes, beans, or pasta); One option for fresh vegetable or hot vegetable; one salad option includes leafy green salad and a minimum of 3 fresh toppings; salad condiments shall offer at least three options consisting of two regular dressing and one low fat dressing; two options of fresh fruit (one vitamin C source choice); one soup option at dinner; one option for dessert; three option of condiment sauce packets (i.e. ketchup, mustard, hot sauce, etc.); Salt/Sodium free seasonings available at every meal; hot coffee and hot tea available at all dinner meals; provide coffee creamers and sweeteners (Low fat milk and artificial sweetener containing zero grams trans-fat and contain no partially hydrogenated oils); four option variety canned or bottled (non-glass) no less a 12oz beverage.

5.5.7 The Contractor shall ensure that 10 % of the total quantity for each meal is vegetarian and 10% is vegan. The Contractor shall ensure that 2% of the total quantity for each meal is Halal and 1% is Kosher. The Caterer shall provide all materials for “grab and go” (hard plastic to-go containers) for all foodstuffs (main entrée, sides, salads, desserts, etc.), napkins, bowls with lids, cups with lid, cutting utensils, serving utensils, and condiments to compliment the meal being served.

5.5.8 Comply with sanitation requirements of the State and Local laws regarding food code which would result in a satisfactory or better rating from health inspections. To the greatest extent possible, all food should be prepared on the day it is to be served. All menu items will be prepared, transported, served, and maintained at the temperatures recommended by the USDA. Food should be handled in strict adherence to food safety and precautions as recommended by the District of Columbia and the U.S. Department of Agriculture (USDA) - https://www.fsis.usda.gov/food-safety/safe-food-handling-and-preparation.

5.5.9 Deliver timely service as stated in the award document. The Caterer shall staff the operation with the optimum number of employees for efficient operation. The staff will place emphasis on quality of food and service.

5.5.10 At a minimum, all Caterers and designated assistant(s) must possess and maintain a current Food Managers and SafeServ Certificate issued by a program accredited by the District of Columbia Department of Health Services under District of Columbia Health and Safety Code (HSC). Certificates must be available for inspection at any time during the catering hours. The Government will not be held liable for the cost of certification. Additionally, the Caterer shall have a current Sanitation Certificate from the Educational Testing Service (ETS); or a certificate showing completion of a formal course of study through or equivalent to, the Educational Foundation of the National Association Course in Applied Food Service Sanitation, or a sanitation course of study from an accredited college or university. The Government will not be held liable for the cost of the certification. The Caterer is encouraged to have as many employees complete the Food Handlers Certification program from an accredited source acknowledged by the District of Columbia Department of State Health Services.

5.5.11 The Contractor shall meet medical health standards when using "time" as a public health control measure. The Contractor shall mark each box set for delivery outside of the area which food is prepared, with the cook to temperature, the time the food was removed from the controlled heated area, they type of food/meal (i.e. main course) and the time of discard (expiration). Contractor shall do this IAW the guidelines published per the TB MED 503 Tri-Service Food Code, dated 1 March 2019 (https://armypubs.army.mil/epubs/DR_pubs/DR_a/pdf/web/ARN15052_TB_ME D_530_FINAL.pdf) and the state food safety basics known as SafeServ.

5.5.12 The guidelines are as follows: "when time without temperature control is used as the public health control for up to a maximum of four (4) hours: (1) the food shall have an initial temperature of 41°F (5°C) or less when removed from cold holding temperature control or 135°F (57°C) or greater when removed from hot holding temperature control; (2) the food shall be marked or otherwise identified to indicate the time that is 4 hours past the time the point in time when the FOOD is removed from temperature control; (3) The FOOD shall be cooked and served, served at any temperature if Ready to Eat (RTE), or discarded within four (4) hours from the point in time when the food is removed from temperature control; and (4) the food in unmarked containers or packages or marked to exceed a 4 hour limit shall be discarded" (Tri Service Food Service Code, TB MED 530/NAVMED P-5010-1/AFMAN 48-147_IP, Headquarters Department of the Army, 1 March 2019, para 3-501.19, page 48).

5.6 Provide parking nightlights, 24-hour security services, law enforcement presence for road closures around the venue, access to loading docks for shipping/receiving, and trash removal and custodial services surrounding the venue.

Performance Requirements Summary (PRS) This PRS includes performance objectives the Government will use to determine contractor performance and will compare contractor performance to the Acceptable Quality Level (AQL).
