PURCHASE DESCRIPTION

FOR

Surface Plate Calibration System

1.0 SCOPE:

1.1. This Purchase Description specifies the performance requirements for a Surface Plate Calibration System (SPCS). The SPCS is primarily intended to calibrate the flatness of surface plates. The SPCS can be comprised of an Electronic Leveling System or a Geometry Laser Surface Plate System.

2.0 PERFORMANCE REQUIREMENTS:

2.1. The SPCS will shall be capable of calibrating surface plates to ASME B89.3.7 Grade AA.

2.2. For an Electronic Leveling Systems (ELS):

2.2.1. The ELS shall have two electronic leveling heads and an indicator (e.g. software, amplifier, data recorder, etc.). Each head shall have a quick response to slight angular changes, which will allow for fast and accurate measurements at various orientations. The system will allow for use of a single leveling head, two independent readings and differential head measurements.

2.2.2. Communication with indicator: The two ELS heads shall communicate with the indicator in one of two ways. Either with 20-foot cables or by secured wireless transmission which adheres to Air Force Metrology & Calibration (AFMETCAL) Program cyber security requirements.

2.2.3. Electronic Leveling Head Bases: Each ELS leveling head shall have a fixed base with a 2-inch centerline distance between the pads of the device or an adjustable base.

2.2.4. Indicator shall have the following minimum specifications & parameters:

2.2.4.1. Standard Units: English

2.2.4.2. Linear Measurement Range: +/- 0.001 inch

2.2.4.3. Linear Resolution: 0.000001 inch

2.2.4.4. Angular Range: +/- 200 arc sec

2.2.4.5. Angular Resolution: 0.1 arc sec

2.2.4.6. The repeatability and accuracy shall be a minimum of +/- 0.5 arc sec

2.3. For a Geometry Laser Surface Plate Systems (GLSPS):

2.3.1. The GLSPS shall have a laser source, target (receiver) and indicator (e.g. software, amplifier, data recorder, etc.) with a quick response time to slight displacement changes, which will allow for fast and accurate measurements at various orientations.

2.3.2. The system shall have the capability to notify the user if acquisition signal is lost or no longer aligned within acceptable specified limits.

2.3.3. The system shall have the capability to measure at minimum intervals of 1.80 inches across a surface plate under test.

2.3.4. Target (receiver) shall have the following minimum specifications & parameters:

2.3.4.1. Standard Units: English

2.3.4.2. Linear Measurement Range: +/-0.25 inch

2.3.4.3. Linear Resolution: 0.00001 inch

2.3.4.4. The GLSPS shall have a measurement error of <0.10% of measurement

2.3.4.5. The Target (receiver) (e.g. software, amplifier, data recorder, etc.) repeatability and accuracy shall be a minimum of +/- 0.5 arc sec.

2.3.4.6. Beam power of <0.9 mW with pitch and yaw user-accessible angular adjustments.

2.3.5. Communication with indicator: The GSLPS laser source and/or target (a.k.a. laser receiver) shall communicate with the indicator in one of two ways. Either 20-foot cables or by secured wireless transmission which adheres to AFMETCAL Program cyber security requirements.

3.0 FUNCTIONAL REQUIREMENTS:

3.1. User Interface: The system shall communicate with a computer via a wireless transmission, USB-A, USB-C, RJ-45, or RS232 interface.

3.1.1. Any associated software shall be compatible with Windows 11 LTSC or higher with the required ports (i.e. USB-A, USB-C etc.) to interface with the SPCS. If a computer is part of the SPCS, full administrative provisions are required for all software installed to include any applicable manufacturer software to operate the system. Any OEM restrictive functionality or provisioning is unauthorized (except for proprietary software coding).

3.1.2. If OEM Surface Plate calibration software is included, it shall conform to the following minimum requirements:

3.1.2.1. Allow the user to enter plate dimensions and choose the flatness tolerances per

ASME B89.3.7.

3.1.2.2. Produce a report of measurement indicating per ASME B89.3.7:

3.1.2.2.1. The Surface Plate measured flatness and grade.

3.1.2.2.2. The calculated closure error.

3.1.2.2.3. Utilize the Moody Method for calibration.

3.1.2.2.4. The capability to print all measurement results and Moody plot.

3.1.3. Communication protocols and commands shall be provided to facilitate calibrations using AFMETCAL-developed software.

3.2. Ancillary Equipment:

3.2.1. The SPCS shall include Cables, Connectors, and any other necessary equipment to perform measurements and meet the requirements of this Purchase Description.

3.2.2. If SPCS includes straightedges as part of the system, the straightedges must be capable of disassembly and reach a length of 110 inches with a straightness of 0.0025 in/ft.

4.0 MECHANICAL & PHYSICAL REQUIREMENTS:

4.1. Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.

4.2. Facility Requirements:

4.2.1. Electrical Power and Connections: SPCS and ancillary equipment shall operate on 120 V and 60 Hz.

4.2.2. System shall have a rechargeable battery with no less than 6 hours of operation under full load.

4.3. Any supplied cable shall be at least 20-ft in length.

4.4. Operating Environment: The SPCS system shall be capable of operating with the above-mentioned performance in a laboratory environment of 67-79 degrees F with a relative humidity of 20-50%.

4.5. Carrying/Shipping Case:

4.5.1. A reusable Storage and Transportation Case(s) shall be rugged, waterproof, with at least two handles and fit the SPCS system, Ancillary Equipment, and user’s manual.

4.5.2. Storage case shall be capable of repeated opening and closing without degradation of the reusability of the case.

4.5.3. Storage Case shall be secured using latches or locks.

4.5.4. Storage case will be inspected by the Air Force and shall be free from any defects (i.e. poor molding fabrication, loose materials, damaged or improperly assembled cases, peeling, or chipping of plating or finish, nicks or burrs of metal parts, and post molding warping) which affect the durability, strength, safety, or serviceability. The finish of exposed edges/surfaces shall be smooth and free of sharp or jagged edges.

4.5.5. Storage case shall have cushioning and mounting provisions inside the case that provides protection to prevent damage from normal handling during transportation.

4.5.6. Storage case interior material shall be manufactured from a material that will not corrode any part of the SPCS or Ancillary Equipment; the material shall be oil resistant and not deteriorate.

4.6. Workmanship: The workmanship shall be first class of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this purchase description.

5.0 OPERATOR’S MANUAL: The SPCS shall come with a Commercial Off the Shelf (COTS) operator’s manual in English describing features and functions, assembly and start up, detailed system & software operation, instructions and troubleshooting, adjustments (i.e. performance alignment), technical data, maintenance and care, and warranty.

6.0 ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.

7.0 TESTING: The item will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the International System of Units through the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Tests will be performed to assure the item meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

8.0 WARRANTY: A warranty and technical support normally offered by the vendor for this product shall be provided with the unit. The warranty shall last at least 12-months from delivery.

DATA REQUIREMENTS

MANUALS: A complete user and service manual and calibration procedure shall be provided with each unit in contractor format. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format

(iPDF). The manuals shall comply with Data Item Description (DID) DI-TMSS-80527D and the Contract

Data Requirements List (DD Form 1423).

SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be on CD/DVD-ROM in

Indexed Portable Document Format (iPDF) and prepared in accordance with Data Item Description DI-

IPSC-81443A and Contract Data Requirements List (DD Form 1423),
