PURCHASE DESCRIPTION

FOR

Wind Tunnel

1.0 SCOPE:

The requirement is for a wind tunnel system which shall be used to calibrate spinning vane style anemometers. For this Purchase Description (PD), the wind tunnel system will be referred to as the Wind Tunnel (WT) and Test Instrument as (TI). This system will be an added capability for the U.S.

Air Force and will handle workload too large to fit in the existing P/N: 8390AF wind tunnel standard.

The WT will be located at a Precision Measurement Equipment Laboratory.

2.0 PERFORMANCE REQUIREMENTS:

2.1. Test Section: The WT shall have a minimum test section size of 12 in square or 12 in diameter (cross-section). The length of the test section shall be a minimum of 18 in.

2.2. Range: The WT shall be able to generate and control air velocities from 0.3 m/s to 50 m/s.

2.3. Measurement Uncertainty: The WT shall have an uncertainty not to exceed ± 0.50% rdg.

2.3.1. An uncertainty budget that details the various components contributing to the overall uncertainty shall be included.

2.4. Warm-Up Time: The WT shall have a warm-up period not to exceed 1 hour.

2.5. Flow Stability: The WT shall provide a clear visual indication that air velocity is stable, and that the data point can be recorded.

2.5.1. Stability Time: The WT shall generate a stable air velocity within 5 minutes of air velocity input.

3.0 FUNCTIONAL REQUIREMENTS:

3.1. Configuration: The WT shall be a closed-loop system that is compatible with laser doppler anemometry.

3.2. Control: The WT shall have the ability to manually and automatically control air velocities within the wind tunnel.

3.2.1. The WT shall have the ability to obtain manual and automatic TI readings.

3.3. User Interface/Display: The WT shall display wind tunnel conditions, including all instrumentation inputs and calculated engineering values.

3.4. Units: The WT shall have the ability to specify engineering units for system indications. The engineering unit options shall be the following, at a minimum:

• Air velocity: m/s, ft/min

• Absolute/differential pressure: Pa, psi

• Relative humidity: %RH

• Temperature: °C, °F

3.5. Operator Calibration: The WT system shall have a Calibration Mode able to verify that the indications of each sensor are within the required tolerance when compared to a higher-level standard. The Calibration Mode shall allow for adjustment of transducer coefficients when required.

3.5.1. The WT system shall allow the user to select a minimum of five set points to be taken for each calibration.

3.5.2. The WT system shall have the ability to enter all instrumentation parameters, including instrument calibration data through direct entry of off-line calibrations, or online calibration procedures.

3.5.3. The WT system shall have the ability to store calibration dates and allow the user to enter calibration due dates. The WT shall alert the user when a sensor is due for calibration.

3.5.3.1. The WT shall have the ability to override system alerts, if necessary.

3.6. Data Processing: The WT shall have statistical data processing to provide average and standard deviation values for WT and TI air velocity measurements.

3.6.1. The WT shall display a user configurable running average of WT and TI air velocity measurements.

3.6.2. The WT shall be able to data log all system values.

3.6.3. The WT shall possess the ability to export data to external spreadsheet programs for further data processing or reporting purposes.

3.6.4. The WT shall have data processing capabilities to generate visual reports/displays of calibration data through processing of archived historical data.

3.7. Functional Capability: The WT shall be able to acquire wind tunnel pressure and differential pressure as well as environmental conditions of temperature and relative humidity.

3.8. Air Velocity Calculation: The WT shall be able to calculate generated air velocities based on user selected standard conditions.

3.9. Operating Temperature/Humidity Ranges: The WT shall operate in the following conditions while meeting performance requirements: 73 °F ± 6 °F with 20% to 50% RH.

3.10. Power Requirement: The WT shall operate on 240 VAC three-phase, 50/60 Hz, 30 A power.

3.10.1. The WT shall have an on/off switch.

3.11. Electrical Safety: Documentation shall be provided to support the means by which all electric safety considerations for the WT have been addressed. The safety of all personnel shall be assured during any personnel conductive or non-conductive contact with the outside of the equipment, and during the changing of the fuse, with the power to the system and its components in the on position. This documentation shall consist of a minimum of a citing of a UL (Underwriters Laboratories) or ANSI-identified standard or equivalent United States Standard that the equipment conforms to.

3.12. Electrical Protection: The WT shall have a fuse or circuit breaker to protect it in the event of excessive current. The AC line power fuses shall be user serviceable without removing any covers /panels or voiding a manufacturer’s service warranty.

3.13. TI Communication: The WT shall communicate with RS-232 and USB connections to record

TI signal outputs during calibration.

4.0 MECHANICAL & PHYSICAL REQUIREMENTS:

4.1. Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow item identification and valuation requirements as stated in the contract.

4.2. Workmanship: The workmanship shall be first class, of neat general appearance in compliance with standard commercial practices. The standards of workmanship shall be such that the system complies with the requirements set forth in this PD.

4.3. Size: The WT shall have an overall footprint not to exceed 27 ft x 10 ft x 10 ft (LxWxH).

4.3.1. All components of the WT shall be able to be delivered through a door size of 56 in wide and 81 in high.

4.4. Ancillary Equipment: The WT shall come with all ancillary equipment required for operation, including but not limited to external monitor, keyboard, mouse, cables.

4.5. Mounting Equipment: The WT shall come with a mounting system for installing TIs in the

WT test section. This system shall be capable of adjusting to various TI sizes. TI types include hot-wire anemometers, pitot tubes, and spinning vane style anemometers. Example TIs include: Extech Instruments and TSI hot-wire type anemometers, Kestrel Instruments wind & weather meters, TSI vane anemometer (P/N: 995), Extech Instruments thermo-anemometers (P/N: 45118, 45158). See Test Instrument Attachment.

4.5.1. The WT shall allow the user to access the test section in order to perform applicable measurements.

5.0 CONTROLLER REQUIREMENTS:

5.1. Controller: The WT shall have a laptop or desktop controller that can efficiently operate under Microsoft Windows 11 64 bit operating system. All major components of the system shall be commercially available and fully supportable by commercial sources. Where specific brands are identified in this specification, no substitutes are allowed without prior approval from the AFMETCAL. The Controller shall meet or exceed Microsoft Windows 11 hardware requirements.

5.1.1. A Lenovo brand controller will not be acceptable.

5.2. Memory: The controller shall have a minimum 8 GB system Memory.

5.3. USB: The controller shall have a minimum of two integrated USB 3.0 ports not being utilized by other components.

5.4. Display Panel: The display panel shall be 15-inch (diagonal) or larger.

5.5. Hard Drive: The controller shall have a minimum 120 GB Solid State Drive.

5.6. DVD-ROM: The drive shall be an internal or external DVD ± RW or Blue-Ray.

5.7. Operating System and Software: All software shall run under Microsoft Windows 11 64 bit operating system. All software shall run Windows 11 as a non-elevated user. All software must run with multiple Windows 11 user accounts. Shall be supplied with Microsoft Word and Excel, latest release with a non-renewable license.

5.8. Electronics: All electronics required to operate the system shall either fit on or within a workstation or within a separate electronics cabinet.

5.9. Additional Hardware: Additional hardware required to make this system function as identified by this PD shall be required.

6.0 SOFTWARE/FIRMWARE REQUIREMENTS:

6.1. Software/Firmware Identification: All software/firmware used in conjunction with instrument shall be identified by Name, Version, and Date; to be displayed upon startup or located in an “About” menu in the software/firmware.

6.2. Software/Firmware Warranty: The contractor shall warrant that the software product meets this PD, is free from defects in design and operation, and will perform to stated specifications within this PD for the length of the equipment warranty.

6.2.1. The contractor (at no additional cost) shall update or replace the software/firmware product as necessary to correct any deficiencies identified in the software/firmware. Replacement software/firmware shall meet or exceed the requirements in this PD, shall not require additional training to operate, and shall be warranted for the remainder of the equipment warranty.

6.2.2. The contractor shall bear transportation costs for all replacement products.

6.2.3. The contractor (at no additional cost) shall provide technical support for normal software/firmware usage, clarification of documentation, and resolution of software/firmware problems. The contractor shall have multiple methods for convenient contact of Technical Support. Contact methods may include but are not limited to on-line or telephone.

6.3. Interchangeability: When software/firmware upgrade is anticipated by a manufacturer during the life of this contract, the contractor shall contact AFMETCAL for concurrence. If

AFMETCAL concurs with the proposed upgrade, all previous units delivered under this contract shall be updated to this upgrade.

6.3.1. All software/firmware provided under this contract shall be at the same version, revision, and revision date at the completion of the contract.

6.3.2. Software/firmware shall be updateable by AFMETCAL through communication protocols with Windows based-PC or external drive. Instructions on how to perform the update and any required communication software shall be provided.

6.4. Software Instructions:

6.4.1. Calibration Report: The WT shall be able to produce, save, and print calibration reports that display the calibration data columns, the as found and as left data columns, and the device information table.

6.4.2. Instrument Libraries: The WT shall be able to save TI information including:

manufacturer, model, serial number, job control number, range, limits, last calibration date, calibration due date, name of individual who performed the calibration, customer name, temperature, and relative humidity.

6.4.3. Test Profiles: The user shall be able to create and save test profiles for TIs including information such as: TI model number, velocity units, standard pressure, standard temperature, setpoints (specific values or % F.S.), range, and limits.

7.0 OPERATOR’S MANUAL: The WT manual shall be IAW DD1423 and Data Item Descriptions, and shall also include, at a minimum, the following information:

7.1. Descriptions of features and functions

7.2. Assembly and start up information

7.3. System operation instructions

7.4. Troubleshooting instructions

7.5. Technical data and system specifications

7.6. Maintenance and care instructions

7.7. Warranty information

7.8. Software manual

8.0 INSTALLATION: The contractor shall install the WT at the locations specified by AFMETCAL upon contract award.

9.0 TRAINING: Training encompassing the operation and maintenance of the WT shall be provided and be a minimum of two days and shall start at the completion of the installation.

10.0 ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.

11.0 TESTING: The item will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Tests will be performed to assure the item meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.

DATA REQUIREMENTS

MANUALS: A set of operational and maintenance manuals shall be provided. As a minimum, the manuals shall include an explanation of features, performance specifications, operational instructions, theory of operation, calibration procedures, and an illustrated parts breakdown. Wherever possible, use of pictures, diagrams, schematics and mathematical formulas shall be included such that any text material may be better understood. Specifically, the calibration procedure shall include a list of required calibration equipment, by part number, connection diagrams and step-by-step instructions to follow for completing this task. In addition, a system- level manual explaining the system operation and software shall also be provided. Manuals shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF).

A validation and verification of the manuals will be required. The manual shall be in accordance with the Air Force Technical Manual Contract Requirements (TMCR) TM86-01Q and Contract Data Requirements List (DD Form 1423).

CALIBRATION CERTIFICATE: A calibration certificate, traceable to the National Institute of Standards and Technology (NIST) or other national metrology institutes (NMIs) shall be provided with each instrument. This calibration certificate must comply with Data Item Description (DID) DI-QCIC-80798C and the Contract Data Requirements List (DD Form 1423).

FAILURE SUMMARY AND ANALYSIS REPORT: A complete Failure Summary and Analysis Report shall be provided once at the end of every Fiscal Year (once/if warranty repairs begin). The reports shall comply with Data Item Description (DID) DI-SESS-81495B and the Contract Data Requirements List (DD Form 1423).

SOFTWARE USER MANUAL: The software user manual shall contain instructions to execute one or more related computer software configuration items. The software user manual shall be on CD/DVD-ROM in Indexed Portable Document Format (iPDF) and prepared in accordance with Data Item Description DI- IPSC-81443A and Contract Data Requirements List (DD Form 1423),
