About this file
This document is a Purchase Description (PD) for a high power RF calorimeter, as well as the related federal contract opportunity for its procurement.
The PD specifies requirements for a precision high power RF calorimeter capable of providing highly accurate power measurements up to 250W, from DC to 3GHz, with traceability to NIST. The calorimeter system must include hardware, software, and support equipment to calibrate the internal calorimeter and the associated RF directional coupler to specified accuracy levels. Key performance parameters include resolution, frequency/power range, and measurement uncertainty. The calorimeter must be a commercial, off-the-shelf item compliant with the PD requirements.
The related federal contract opportunity, Solicitation FA226325Q0002, is a full and open competition for the procurement of the high power calorimeter system described in the PD. The solicitation is being conducted under Simplified Acquisition Procedures, with offers due by 20 December 2024. Offerors must provide a technical proposal addressing the PD requirements, a completed pricing worksheet, and other required documentation. Award will be made as a firm-fixed price contract to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government.

High Power RF Calorimeter
1.0 SCOPE: Precision high power RF calorimeter that can provide highly accurate RF power measurements up to 250 W, DC to 3 GHz in frequency range, and is traceable to the International System of Units (SI) through the National Institute of Standards and Technology (NIST) or other recognized National Metrology Institutes. The end deliverable product shall be a complete turnkey system that will be used by the AFPSL for the calibration of the system’s internal calorimeter and the Feedthru RF directional coupler (Bird 4021A300 /4022A200). The internal calorimeter calibration process/technique shall include all hardware, software, and support equipment necessary to calibrate the calorimeter to a worst-case accuracy of 0.5%. Additionally, the calibration process/technique from the calorimeter to the AF working standard shall include all hardware, software, and support equipment necessary to calibrate the working standards to 1% accuracies, with the option of calibrating them to this accuracy at the input port. The RF High Power Calorimeter System shall operate over the following parameters of 50 Hz to 3 GHz and 10 to 250 Watts to 0.5 % to 1 GHz and 0.6% to 3 GHz.
2.0 PERFORMANCE REQUIREMENTS:
2.1. Resolution: +/- 0.01 Watts
2.2. Range: 50 Hz to 3 GHz, 10 to 250 Watts
2.3. Measurement/TI Uncertainty: worst case accuracy of (k=2, 95%):
2.3.1. 50 Hz to 1 GHz; +/-(0.25 W +/- 0.25% rdg) at 80-100W
2.3.2. >1 to 3 GHz; GHz, +/-(0.3 W +/-0.3% rdg) at points outside of 80-100W and at frequencies above 1GHz.
2.4. Units: Watts
2.5. Warm-Up Time: Permit the unit to operate approximately 20 minutes prior to application of
RF power (this is required to purge cooling system of air if the Calorimeter and chiller have been moved or refilled). Calorimeter and chiller require operation for 2 hours before first calibration run. Manual dwell times at desired calibration power levels should be > 6 minutes (the temp control loop needs this minimum time to react and settle). As a Min allow the coolant to circulate at least 3 minutes after RF power is removed. Move the main power switch to the OFF position.
2.6. Water Chiller: a water chiller with sufficient specifications for the calorimeter shall be provided as part of the system.
3.0 FUNCTIONAL REQUIREMENTS:
3.1 Automate and Manual Control: Manual Operation of the Calorimeter is by means of front panel controls. These controls shall allow normal reading of power, selection of frequency for reflection correction, and a number of configuration and diagnostic functions. Under automation the Calorimeter is controlled by means of system controller and Mfg Software.
3.2 User Interface: Allows control over LAN or GPIB addressing.
3.3 Ancillary Equipment: Any and all ancillary equipment/items and accessories (not listed in 6.0) needed to perform as described shall be provided by the contractor. This would include, but not limited to, special tools, cables, fixtures, programs and standards.
3.4 Calibration Requirements: ISO/IEC 17025 Accredited Calibration by a Primary Lab. Calibration documentation shall be provided, which includes a Certificate traceable to International Standards with Data.
3.5 International Standards & Publications: Performance Specifications to be provided to the 95% (k=2) normally distributed level of confidence.
3.6 The High-Power RF Calorimeter shall be capable of burning calibration factors to the Feedthru RF directional coupler (Bird 4021A300 /4022A200).
3.7 The High-Power RF Calorimeter shall be capable of calibrating either the Feedthru RF directional coupler (Bird 4021A300 /4022A200) input port or output port.

4.1 Display: Digital
4.2 Dimensions and Weight: Less than 3’ feet wide, 6’ high, and less than 1000 lbs.
4.3 Components: Commercial parts and materials that are used shall have properties consistent with a laboratory instrument.
4.4 Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.
4.5 Operating Environment: Shall perform to all specifications within the following environment:
4.5.1 Temperature Range: 23 ºC ± 3 ºC (± 5 ºF)
