About this file

This document is a Purchase Description (PD) for a Dual Type IV Bridge and the related federal contract opportunity solicitation.

The PD outlines the performance, functional, mechanical, and physical requirements for the Dual Type IV Bridge, which will be used to support the Direct Comparison Power System and various measurement devices at the Air Force Primary Standards Laboratory (AFPSL). Key requirements include DC substitution bridge accuracy of 0.003%, substituted DC power accuracy of 0.04%, warm-up time of 2 hours, and the ability to perform measurements from 10μW to 25mW. The bridge must also support both positive- and negative-coefficient standards and have a 4-wire configuration.

The related federal contract opportunity is a combined synopsis/solicitation for a firm-fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract under Simplified Acquisition Procedures. The solicitation seeks commercial or commercially available off-the-shelf Dual Type IV Bridges that meet the requirements in the PD. The anticipated Best Estimated Quantity is 18 units over 3 years. Offers must be received by 18 November 2024 and are required to include a technical proposal, commercial price list, warranty information, and completed representations and certifications. The contract will be awarded by the Department of the Air Force Materiel Command Lifecycle Management Center at Wright Patterson Air Force Base.

PURCHASE DESCRIPTION

FOR

Dual Type IV Bridge

1.0 SCOPE: This purchase description identifies the performance requirements for Dual Type IV

Bridges. The Dual Type IV Bridge is designed for use with thermistor elements and an external DVM to measure high frequency power. It can also function as a standard for the calibration of RF detectors, RF voltmeters, and thermistor mounts manufactured by TEGAM, Weinschel, and Keysight (Agilent, HP). These Bridges will be utilized at the AFPSL to support the Direct Comparison Power System, several feedthrough mounts (2505A, F1117A, F1130B, F1135B), terminating mounts (M1110, M1111, M1130A, M1135), and waveguide standards. This item will replace the AFPSL’s currently used TEGAM 1806, 1806A, and 1806B Dual Type IV Bridges.

2.0 PERFORMANCE REQUIREMENTS:

2.1. DC Substitution Bridge Accuracy: The item shall have a DC substitution bridge accuracy of

±0.003% of value or better.

2.2. Substituted DC Power Accuracy: Substituted DC power levels shall be measured to within

±0.04% of value or better when utilized with a voltmeter.

2.3. Bridge Balance: Each of the two individual bridges shall have an accuracy no greater than

±0.7mW at 25 mW. Bridge A must be equal to Bridge B within ±(0.6% of calculated power + 4µW).

2.4. Warm-Up Time: The item shall have a warm-up time no greater than 2 hours.

2.5. Compatibility: The item shall support both positive- and negative-coefficient standards.

2.6. Thermistor Sensor Resistance Capability: The item shall have the capability to perform resistance measurements at 100Ω and 200Ω.

2.7. RF Power Measurement Range: The item shall perform measurements from 10µW to 25mW.

2.8. Configuration: The item shall have a 4-wire configuration for each channel.

3.0 FUNCTIONAL REQUIREMENTS:

3.1. Automate or Manual Control: The item shall have the capability to operate under manual and automated control.

3.2. User Interface: GPIB

3.3. Operator Skill: Item shall be easily understood and operated by a general microwave technician.

3.4. Ancillary Equipment: Additional hardware required to make this item function as identified in this purchase description shall be required and provided by the vendor.

4.0 MECHANICAL & PHYSICAL REQUIREMENTS:

4.1. Display: The item shall display the status of the attached mount.

4.2. Dimensions and Weight: The item shall have dimensions and weight that allow it to be rack-mountable in a standard 19-inch rack.

4.3. Individual Unique Identifier Designation: This item shall be clearly labeled with a model number, serial number, and manufacturer’s name. Unique item identification labeling shall follow Item Identification and Valuation requirements as stated in the contract.

4.4. Carrying/Shipping Case: Not required.

4.5. Thermistor mounts shall easily interface to the front panel binding post connections.

Temperature control circuits shall be included for TEGAM and Weinschel temperature-controlled thermistor mounts.

4.6. Operating Environment/Storage: The item shall perform to full specifications of this purchase description at 23 +/-3°C, 25 to 50% RH.

4.6.1. Storage: The item shall have the ability to be stored at -20 °C to 70 °C.

4.7. Facility Requirements:

4.7.1. Electrical Power and Connections: 100/120/220/240 VAC, (+5%, -10%) 25W, 48-62 Hz

5.0 OPERATOR’S MANUAL: An Operator’s Manual containing the specifications for the item and the method of use for the item shall be provided with the unit upon delivery.

6.0 INSTALLATION: Installation is not required by the vendor. The item and supplied operator’s manual shall be easily understood and operated so that a general microwave technician may install the item.

7.0 TRAINING: Item and supplied operator’s manual shall be easily understood and operated by a general microwave technician. Item shall require no additional training outside of the operator’s manual.

8.0 ENVIRONMENT, SAFETY, AND OPERATIONAL HEALTH: A combination of the system manual, other documentation, and/or the system itself shall identify potential environment, safety and operational health hazards and how they are mitigated when the design itself cannot mitigate them. This will be accomplished through stating the hazard and accompanying mitigation through the use of safety devices, use of warnings, or use of special operational procedures to counter such hazards.

9.0 TESTING: The item will be inspected and accepted at a destination specified elsewhere in this contract. The item will be checked with test equipment and parameters equal to or better than those required assuring specified performance requirements are met. Test equipment has first echelon certification directly traceable to the National Institute of Standards and Technology (NIST) or other AFMETCAL approved sources where required. Tests will be performed to assure the item meets or exceeds all of the requirements of this purchase description. Such testing does not relieve the contractor of performing all inspections and quality control checks at the point of fabrication as necessary to assure performance as specified.
