1. PROJECT INTRODUCTION

1.1 Introduction

The City of Peoria Arizona (The City) is seeking qualified Construction Manager at Risk (CMAR) services for phased improvements to a City owned commercial property located at 10857 N 95th Ave in south Peoria. The intent of the property is to adapt and house expanding Police Department needs which include specialty vehicle storage, impounded evidence vehicle storage, evidence vehicle forensics, long-term evidence storage, tactical training, and supporting office. The City is also seeking a qualified design firm to provide architectural and engineering services via solicitation P26-0011. One contract may or will be awarded for Construction Manager at Risk Services as a result of this solicitation.

The Professional Services contract and Construction Manager at Risk contract will be independent contracts, awarded to separate entities.

Interested general contractors must only submit for consideration under the Construction Manager at Risk solicitation. The City will negotiate the terms of a master preconstruction and construction services agreement with the intention of awarding successive packages of work that coincide with each project phase and approved capital funding.

Submitting teams shall possess and demonstrate recent and advanced knowledge of public safety sites and facility design with additional demonstrated expertise in vehicular and non-vehicular evidence processing and storage. The Construction Manager at Risk will ideally have prior successful working experience opposite more than one of the broadly experienced design professionals likely to pursue the professional services solicitation. Experience in project delivery utilizing a Construction Manager at Risk delivery method and demonstration of very high customer satisfaction from past clients from the programming phase through the warranty phase will be substantially weighted prequalifications.

The City of Peoria has currently approved an initial $8.9M of capital funding for this project in the adopted FY2026-FY2035 Capital Improvement Program. A specific design and construction phasing plan has not yet been developed and will be informed once the Construction Manager at Risk is under contract.

Submitting teams must possess and demonstrate experience in the following areas:

Preconstruction support to the client and design professional during the early building and site program development phases, assisting with the building of consensus among stakeholder groups and offering lessons learned from past projects, without stifling the visioning and/or creative processes;

Leading a multi-disciplinary team of qualified subcontractors under a Construction Manager at Risk delivery method ensuring that subcontractors are provided a preconstruction phase voice through which to share cost and constructability feedback on early design concepts, helping to achieve the Owner’s operational and budget objectives;

Proposing, evaluating and costing building technical systems improvements that are phasing friendly, allowing for incremental expansion as successive phases of work are completed;

The procurement and coordination of new, upsized electrical services with Salt River Project;

Program based conceptual cost modelling, plan based preconstruction estimating, and the leveraging of the subcontractor community to contribute to the preparation of market accurate cost estimates for phased building systems and site development;

Preparing written and graphic deliverables that are tailored to a range of technical and non-technical stakeholders, elected officials, and the authority having jurisdiction (AHJ).

No submitting construction firm may claim exclusivity with any trade subcontractors. The City of Peoria reserves the right to identify perceived weaker team components (individual) and potentially request a substitution during contract negotiations with the top ranked firm.

2. PROJECT DESCRIPTION

2.1 Background

The City of Peoria serves its citizens and delivers excellent public safety services via a 260+ police department staff. The Peoria Police Department currently operates a full function precinct and centralized administration from the Public Safety Administration Building (PSAB) in south Peoria and enhanced patrol services from the mid-city Patrol Services Building. Conventional evidence processing, evidence storage and evidence vehicle forensics bays are currently housed in the Public Safety Administration Building. Impounded evidence vehicles are currently retained at the city’s Municipal Operations Center (MOC).

The acquisition of the 95th Avenue vehicle centric commercial property in south Peoria affords the City an opportunity to consolidate impounded evidence vehicles, evidence vehicle forensics, and some additional component of conditioned long-term evidence storage within the same facility footprint. In addition, the high bay enclosed structure can accommodate an indoor marking cartridge training shoot house and ready-to-deploy specialty vehicles (ex: command, armored vehicles).

The 95th Avenue Multipurpose Police Facility is 1990’s era 82,000 square foot light duty pre-engineered building on 4.5 acres of developed site within industrial zoning. Building systems are largely functional but are anticipated to be replaced or renewed as part of a multi-phase development of the full building and site program.

Due to the sensitive nature of this facility, detailed project documents such as floor plans, blueprints, and security-related specifications will not be distributed to firms except at the City’s sole discretion.

Access may be limited to the awarded firm and, if deemed necessary, shortlisted firms during interviews.

2.2 Program

The Multipurpose Police Facility has been master planned with the following key program elements located within and outdoor of the existing 82,000 sf pre-engineered metal building structure.

• Secure outdoor impounded evidence vehicle storage

• Secure indoor impounded evidence vehicle storage

• Secure indoor evidence vehicle forensics bays

• Secure indoor long-term evidence conditioned storage

• Secure indoor long-term evidence refrigerated / frozen storage

• Secure indoor Police specialty vehicle staging with shore power & data

• Secure indoor Police reserve vehicle storage

• Secure indoor marking cartridge training shoot house

• Secure indoor supporting office functions

The selected Construction Manager at Risk will be presented with the conceptual design / masterplan commissioned after the facility’s initial purchase. A limited phase of initial improvements may be underway concurrent with this solicitation. The final selected construction firm will serve as Construction Manager at Risk for structured phases of work thereafter. The selected CMAR will inform the site construction logistics and the relative cost magnitude of desired improvements from which the city will finalize and align funding to successive phased improvements.

To represent the interests of the Mayor, Council, City Management, and the Police Department, a City of Peoria Development & Engineering Department Project Management Team will function as the Construction Manager at Risk’s day-to-day contact. A group of highly vested Police Department stakeholders will be assembled and empowered to represent the various program elements of the project.

2.5 Project Budget

The City of Peoria Capital Improvement Program identifies initial funding for this project in fiscal years 2026 through 2027. Fiscal year 2026 funds are currently available for design, preconstruction services and construction. Additional construction funding is available in 2027 (starts July 1, 2026). The complexities of delivering a project in multiple fiscal years should be transparent to the chosen firm, but may influence the start dates for construction.

2.6 Project Schedule

The City of Peoria has elected to use the Construction Manager at Risk delivery method for this project as outlined under Title 34 A.R.S. Cost effective construction in an efficient timeframe and within the City’s tolerance of financial risk will be the guiding principles behind design and construction of this new facility. The project’s schedule will be driven by staff and will generally align with the following timeline:

Fall 2025 Interviews, Selection, Master Contract Development, Administrative Award

Spring 2026 Program Validation, Phasing Development, Cost Modelling, Initial Phase A/E Scope Development

Summer 2026 Construction Documents, Permitting & GMP Development

Fall 2026 Construction Start of Designated Phase
