MONROE COUNTY, PENNSYLVANIA

1.0 Introduction

Monroe County (the County) proposes to develop a new source of public water supply to provide source redundancy with the existing source (Well 1) operated by the County (PWS ID 2450105). The well will be developed on the same 96-acre parcel (Parcel ID 07.9.2.40) with Well 1 on land owned by the County, located at 4230 Manor Drive in Hamilton Township, Monroe County, Pennsylvania. The purpose of the new source is to meet long-term water demand. A topographic map showing the proposed test well location on the northern portion of the property is included as Figure 1. The successful driller will contract directly with Monroe County.

To allow collection of bids from contractors for drilling services, Read and Associates, LLC (RAL) has prepared this detailed technical specification describing the anticipated well construction work to be completed as part of the project. The technical specifications, an itemized bid schedule covering all anticipated drilling work, and a hydrogeologic characterization of the target aquifer, are presented in the following sections of this document. Please note that payment is determined by the actual quantities/materials used based on the unit rates for such as provided by the successful bidder. In addition, please be aware that payment for drilling services is typically 60 to 90 days.

New Supply Well Project

Characterization of Hydrogeologic Conditions and Detailed Technical Specifications for Well Construction

Monroe County, Pennsylvania

Prepared by:

Read and Associates, LLC

2 Monroe County Well Installation Specifications

2.0 Project Background, Hydrogeologic Setting and Drilling Conditions

According to the USGS 7.5-minute Saylorsburg Quadrangle (Figure 1), the proposed test well location is situated at an approximate elevation of 490 feet in a broad valley within the Blue Mountain Section of the

Ridge and Valley Physiographic Province. Surface topography at the proposed test well location slopes gently to the east and northeast. McMichael Creek borders the County parcel to the east and flows to the northeast.

According to publications of the Pennsylvania Bureau of Topographic and Geologic Survey, the bedrock geology at the proposed well is mapped as the Marcellus Formation, which consists of medium gray impure limestone with black graphitic shale partings. The proposed well is located near the mapped contact of the Marcellus Formation and the Buttermilk Falls Limestone on the southeast side of the

County-owned parcels. It is noted that these formations exist under a surface cover of alluvial and glacial deposits, as described below. A description of the target formations is as follows:

Marcellus Formation: Devonian Aged, alternating thinly bedded grey to black shale, locally may contain limestone.

Buttermilk Falls Limestone: Devonian aged, Gray fossiliferous limestone with siliceous limestone and some sandstone.

Surficial geology at the proposed test well is mapped as alluvium and undifferentiated glacial deposits.

The alluvial deposits occur as silt, sand, and gravel in riverbed and floodplain deposits of streams with thicknesses from six feet to 30 feet in some of the larger river valleys. Glacial till and outwash deposits cover most of the area at the proposed test well site and is more than 100 feet thick in place and could be up to 150 feet thick and contains boulders and sand.

An existing well, located approximately 850 feet southwest of the new well location, encountered sand and gravel and boulders to about 120 feet and weathered limestone from 120 feet to 140 feet with competent limestone below that to the total depth of the well at 200 feet. This well was constructed as a double-cased well with 8” diameter casing to 147 feet and 6” diameter casing to 150 feet. The well was completed as an open borehole well below that depth.

3.0 Site Access and Drill Rig Discharge Controls

Following site improvements as needed, the well site should be drive in accessible. A cuttings pit will be needed and will be installed by others. All cuttings and rig discharge water management will adhere to

3 Monroe County Well Installation Specifications

PADEP’s “Erosion and Sediment Control Best Management Practices for Water Well Drilling” (3800-FS-

DEP2685). Please see the attached Monroe Conty Conservation District Erosion and Sediment Control

Plan Template. This plan should include disposal of any sediment bag(s) used.

The drilling contractor shall be responsible for directing the discharge from the drilling operation to the cutting pit(s), and for providing a 200 gpm (minimum) suction pump and sediment bag(s). The suction pump shall be used to continuously dewater the cuttings pit during the drilling, if needed. The suction pump shall be discharged through a sediment bag (Interstate Products, Inc. #9727-OS, 15 feet x 15 feet or equivalent).

4.0 Six-inch Diameter Well Construction and Logging

The well will be constructed as a double cased, 6” open borehole well utilizing an air percussion drill rig supplied by an air compressor having a capacity of at least 900 cfm at 300 psi. The actual drilling depths and casing lengths will be determined by the drilling conditions and the RAL geologist. The construction of the well shall proceed in the following manner:

a) Drilling shall begin using a casing advancement drilling system with a minimum 10-inch diameter bit to advance a borehole and casing simultaneously to the competent bedrock surface, assumed to be at 130 feet, and install 10-inch diameter casing with a minimum wall thickness of 0.250 inches and driveshoe.

b) A nominal 10-inch diameter bit will be used to advance the borehole below the 10” casing to a depth of 160 feet, assuming competent rock is encountered at 130 feet.

c) Install 6-inch diameter steel casing that meets AWWA specifications and 0.280-inch wall thickness with welded casing joints, appropriately spaced centralizing tabs, and a welded drive shoe to the depth of the 10” borehole at 160 feet and inside of the previously installed 10” casing.

d) Seal annular space between 6” and 10” casing at bottom with 1 bag of bentonite hole plug. Install nominal 1-inch diameter tremie line from bentonite seal at casing bottom to grade for later grouting, and seal annular space at grade to prevent entry of any cuttings/drilling water.

e) Drilling will then progress with a 6-inch nominal diameter bit, and stabilizer, having a length of at least 10 feet, to be run behind the 6-inch diameter bit to the final test well depth of 400 feet.

f) After the well is advanced to its total depth, it shall be developed with air surging and air-lift pumping until the rig discharge is sediment free. RAL will be on-site during the drilling, and to prepare a continuous geologic log. This log will include a description of the lithology penetrated

4 Monroe County Well Installation Specifications by the well and identification of the depth, blown yield, pH, and specific conductance of all water-bearing horizons. Grab samples of the rig discharge water will also be collected by RAL as drilling progresses, which may require periods of air lifting at the end of a drill rod for 15 to 20 minutes to minimize sediment in the sample.

g) After confirming an adequate yield, the annular space between the 10” borehole and casing and the 6-inch casing shall be grouted with Type I/II Portland cement grout with up to 5% bentonite by weight using a tremie pipe, starting at the casing bottom and filling to grade. All grout used in the construction of the well shall be composed of one bag (94 lbs.) of API Class G cement

(or Class B similar to ASTM C-150 Type II) added to no more than five gallons of clean water. A grout sample shall be provided to RAL.

NOTE: Since the 10” casing will be left in place after advancement without a grouted annular space outside of the 10” casing, leaving the 10” casing in place will need to be approved by the PADEP. RAL will discuss this with PADEP to obtain approval.

5.0 Well Construction Contingencies

Given the uncertainty with the depth of overburden and weathered rock interval, temporary surface casing may be needed. The bid schedule includes a line item for per foot costs to drill and install 14-inch surface casing to be removed during final well construction.

6.0 Contingency for Test Well Abandonment

If the well does not produce sufficient yield or adequate water quality, the drilling contractor shall abandon the well with high solids bentonite. The abandonment shall be carried out as follows:

• One-inch diameter tremie line shall be installed to within 5 feet of the bottom of the well.

• The entire length of the wells shall be plugged with high solids bentonite applied through the tremie pipe.

• The tremie pipes and 6-inch well casings shall be removed from the well as the grouting proceeds. It is assumed the 10” casing will not be removable, and will be cut off +/- 2 feet below grade, and the site backfilled to grade..

• Driller assumes that these abandonments are performed during a separate mobilization.

Drilling contractors interested in performing the well installation work should fill out the attached Bid Schedule and return it to RAL. A statement of availability to start the well installation work should also be returned with the Bid Schedule.

8.0 Basis of Payment for the Well Construction Work

Payment for the work performed in this project shall be based upon the Unit Prices on the Bid

Schedule. Quantities for the Unit Price items will be determined by RAL’s field measurements.

9.0 9.0 Bid Information

The county requires a bid bond, certified check or cashier’s check in the amount of 10% of the proposed contract amount. Bids may not be withdrawn for 60 days after they are opened and announced except as may be otherwise provided by law. Upon written notice from the County that it intends to accept the

Bidder’s proposal, the successful Bidder will be required to furnish to the County, in accordance with the
