This is a Project Manual for a water utility infrastructure project issued by the Lehighton Water Authority in Pennsylvania, with engineering services provided by GFT, Inc. The project involves installation of approximately 380 linear feet of 12-inch ductile iron pipe (DIP) water main and approximately 770 linear feet of 20-inch high-density polyethylene (HDPE) water main extending from Lehigh Drive in Lehighton Borough across the Lehigh River to Bridge Street in Weissport Borough. The 12-inch DIP will be installed via open excavation, including 65 linear feet crossing a levee, while the 20-inch HDPE will be installed via horizontal directional drilling. The project scope also includes water appurtenances, easement clearing, and abandonment of existing 6-inch water main. Sealed bids were to be received online via PennBid by 12:00 p.m. prevailing time on August 26, 2026, with a non-mandatory pre-bid meeting scheduled for 10:00 a.m. on August 11, 2026, at the Owner's office in Lehighton, Pennsylvania. The work must be substantially completed within 120 calendar days and fully completed within 150 calendar days from the contract commencement date.

Bidders must submit bid security in the form of a certified check, bank money order, or bid bond in an amount not less than 10 percent of the total bid, payable to the Lehighton Water Authority. The contract is subject to Pennsylvania prevailing wage requirements under the Pennsylvania Prevailing Wage Act and is funded in part by a grant from the Commonwealth of Pennsylvania through the Commonwealth Financing Authority. The project is structured as a unit price contract with estimated quantities provided for comparison purposes only; final payment will be based on actual quantities determined by the engineer. Bidders must demonstrate a minimum of 2 years of experience performing similar work and submit sworn statements regarding owned equipment, experience history, and financial condition within 7 days of bid opening. Liquidated damages are assessed at $1,500 per day for failure to achieve substantial completion within the contract time or extended periods. The contract includes a one-year warranty period from substantial completion, and contractors must comply with Pennsylvania's public works employment verification requirements, prevailing wage laws, nondiscrimination provisions, and all applicable federal and state labor and safety regulations.
