This is a Request for Proposal (RFP) issued by the Lac Vieux Desert Band of Lake Superior Chippewa Indians, a federally recognized Indian Tribe located in Watersmeet, Michigan. The Tribe seeks qualified contractors to reconstruct the LVD Plaza parking lot, a shared facility serving multiple businesses including a full-service grocery store with gas station and car wash, bar and grill, laundromat, United States Postal Service office, and Michigan Department of Transportation Ride Share area. The project scope includes removal and pulverization of existing asphalt pavement, elimination of drainage issues, preparation of subgrade conditions, installation of aggregate base material, replacement of concrete sidewalks, and bituminous surfacing per Wickwire P.C. engineering plans. Key bid line items include crushing and shaping 9,100 square yards of asphalt pavement, removing 2,925 square yards of concrete pavement and 1,755 square yards of concrete sidewalk, installing 1,910 tons of bituminous pavement (MDOT 13A), placing 4,040 square feet of reinforced concrete pavement, and constructing 1,200 square feet of concrete sidewalks. An optional site visit is scheduled for Wednesday, May 13, 2026. Proposals are due by 3:00 p.m. CST on Monday, June 1, 2026, with proposal review scheduled for Friday, June 5, 2026, and contractor selection to be determined by Tribal Council at a later date.

Evaluation of proposals will be scored based on contractor experience (25 points), pricing (20 points), quality of the Business Safety & Operations Accommodation Plan addressing coordination of phasing and maintenance of business operations (50 points), and professional references (10 points). The Tribe provides preference to qualified Indian-owned economic enterprises with at least 51 percent Indian ownership, operation, and control, though non-Indian contractors are eligible to bid. A bid bond equal to 5 percent of the gross bid amount is required, payable to the Lac Vieux Desert Band. The Tribe is exempt from Michigan sales tax, so materials purchased within Michigan will not be subject to sales tax. Contractors must be licensed to conduct business in Michigan and must submit certificates of insurance naming the Tribe and WMG as additional insureds prior to contract execution. The successful contractor must maintain construction schedules that accommodate multiple active businesses with varying hours of operation, maintain safe access from both US 2 and US 45, and coordinate with a separate contractor performing fuel storage tank removal and replacement at the gas station.

I. INTRODUCTION

The Lac Vieux Desert Band of Lake Superior Chippewa Indians (“Tribe” or “LVD”) is seeking proposals from qualified contractors (“Contractor”) in the reconstruction of the LVD Plaza parking lot (“Project”). The Project includes the removal and pulverization of existing pavement, elimination of drainage issues, applying aggregate base, sidewalk replacement, and bituminous surfacing in accordance with the Wickwire P.C. LVD Plaza Parking Lot Reconstruction Engineering Plans.

The Tribe LVD is a federally recognized Indian Tribe whose reservation is in Watersmeet, Michigan. Bordering Wisconsin, LVD is in the far southwest region of the Upper Peninsula of Michigan. While geographically isolated, Watersmeet is home to a vast watershed comprised of the Ontonagon River flowing North into Lake Superior, the Wisconsin River flowing South into the Mississippi River, and the Paint River flowing East into Lake Michigan. Watersmeet also hosts the Cisco Chain of Lakes with 15 interconnected lakes comprising over 270 miles of scenic shoreline. This is “where the waters meet.”

While isolated, this area of Michigan’s Upper Peninsula boasts immense forests of spruce, balsam, maple, birch, and aspen. The 4,200-acre boundary lake Lac Vieux Desert is the headwaters of the Wisconsin River, nestled between the Ottawa and Nicolet National Forests and furnishing a solitary landscape of spring-fed lakes, streams, rivers, and waterfalls. Watersmeet’s healthy watersheds reduce flood risk, support crops, filter pollutants, mitigate effects of climate change, and boost human wellbeing. Human actions upstream have consequences downstream, cementing Watersmeet as an area imploring environmental preservation and protection.

LVD owns and operates various businesses which contribute to the fabric of the Watersmeet and LVD community by employing 469 individuals while providing resources, innovation and the education necessary to address community needs.

LVD’s diverse revenue streams provide funding to operate essential government services including a wide array of housing ranging from low-income rentals to homeownership. LVD’s businesses include the Lac Vieux Desert Northern Waters Casino and Resort (“Northern Waters”) providing the following area amenities:

• Northern Waters Casino – 25,000 sq. feet of Vegas style gaming floor home to over 500 gaming machines, table games, and more.

• Dancing Eagles Hotel – 132 rooms with an indoor pool connected to Northern Waters Casino.

• Sugar Bush Restaurant – A Northwoods themed sit-down restaurant.

• Lac Vieux Desert Golf Course – 18-hole course covering 200 acres of the Ottawa National Forest with ponds and woodlands throughout with two of the ponds producing area restocking programs for trout and walleye.

• Lac Vieux Desert Fanatics Sportsbook – A full-service retail sport betting lounge

• Lac Vieux Desert Citgo – A gas station/convenience store located within the Northern Waters Casino Resort footprint

Additional LVD business enterprises include:

• Tribal Economic Development Holdings, LLC with subsidiaries Big Picture

Loans, LLC and Ascension Technologies, LLC; two businesses which establish the Tribe as a leader in the consumer financial services space, providing management and consulting services to a vast array of Tribal and non-Tribal businesses throughout the country

• Wiiyaas Miinawaa Gitigaanens, LLC dba LVD Plaza and LVD Bar and Grill – A local grocery store, gas station, bar and grill, car wash, and laundromat.

Goals The goal of this Project is to continue beautification efforts for the LVD Plaza, which is located at the corner of US 2 and US 45 in Watersmeet, MI. Since the acquisition of the property and business formerly Nordine’s in late 2022, the Tribe has increased efforts to bring the building up to date and create a safe location for Tribal Members and community members to shop, eat, and access essential services.

This Project focuses on reconstructing the shared parking area that serves a variety of businesses such as the LVD Plaza, a full service grocery store and contains Citgo gas station and car wash; LVD Bar & Grill; a laundromat; the United States Postal Service; and the on-site Michigan Department of Transportation Ride share area in a manner that improves functionality, safety, and overall site appearance.

II. SCOPE OF WORK

The proposal submitted for this Project must include all the items identified in the accompanying project specifications for Contractor services to complete the Project.

See Attachment A – Scope of Work.

III. DESCRIPTION OF AREA

LVD is a federally recognized Indian tribe located in Watersmeet, Michigan, within Gogebic County. The Tribe’s reservation and fee land (totaling approximately 1,869 acres) is surrounded by the Ottawa National Forest. The Tribe comprises 883 members, with approximately 440 residing within the Tribe’s service area, which includes Gogebic, Iron, and Ontonagon counties in Michigan, and Vilas County in Wisconsin.

The Project area consists of a shared parking and access area located at the intersection of US 2 and US 45 in Watersmeet. The site serves a variety of businesses such as the LVD Plaza, a full-service grocery store and contains Citgo gas station and car wash; LVD Bar & Grill; a laundromat; the United States Postal Service; and the on-site Michigan Department of Transportation Ride area and bus stop.

Hours of Operations are as follows:

LVD Plaza (Grocery Store/Gas Station) Monday – Saturday 7:00 a.m. – 8 p.m. (CST) Sunday 8:00 a.m. – 7 p.m. (CST) *Hours vary based on seasonality

LVD Bar & Grill Bar: 12:00 p.m. – 10:00 p.m. (CST) Daily Grill: Sunday – Thursday 8:30 a.m. – 2 p.m. (CST) / Saturday 8:30 a.m. – 7 p.m.

Post Office Monday - Friday 9 a.m. – 12:30 p.m. / 1:30 p.m. – 4 p.m. (CST) Saturday 9:15 a.m. – 10:45 a.m. (CST)

LVD Plaza parking lot access is available at both US 2 and US 45, the parking lot provides customer and employee parking, delivery access, pedestrian circulation, and transit access for the LVD Plaza businesses, all of which remain operational during varying hours throughout the day and week.

In addition to highway and local traffic, the LVD Plaza parking lot is influenced by seasonal recreational use associated with a snowmobile and ATV trail located behind the LVD Plaza’s car wash, which generates additional vehicular and pedestrian traffic during peak seasons. The LVD Plaza parking lot is highly visible and experiences consistent local and regional traffic due to its location at the junction of two state highways and its role in serving daily needs for Tribal members, residents, commuters, and visitors.

Existing conditions reflect a mix of vehicular movements, pedestrian activity, transit use, service access, and recreational traffic within a confined area requiring careful coordination of construction phasing, safety measures, and access management.
