About this file
This is a Scope of Work document for bridge inspection support services issued by the Commonwealth of Pennsylvania Department of Transportation (PennDOT) through STV Inc. for Project L00910—McArdle Bridge over Hillside. The project requires contractors to provide under-bridge inspection vehicles (snoopers), Maintenance and Protection of Traffic (MPT) services, and associated equipment to facilitate inspection of the McArdle Bridge located at the top of P.J. McArdle Roadway in Allegheny County, Pennsylvania. The scope specifies that a large snooper with a minimum 60-foot horizontal reach and two rotating booms must be supplied, along with a minimum traffic control crew of three individuals plus the snooper operator. Services are anticipated for four days during the tentative dates of November 16–19, 2026, with all crew members required to be on-site from 9:00 AM to 3:00 PM unless otherwise directed by STV representatives. Traffic control devices must be erected within 15 minutes of the inspection crew's start time. Bids were due on October 20, 2026, at 1:00 PM through PennBid, and the contract will be awarded to the responsible, low-bid contractor.
Bidders must be prequalified with PennDOT for the requested services and equipment, maintain that status throughout the contract term, and comply with all applicable state and federal criteria, including prevailing wage rates. All equipment must be maintained and inspected according to manufacturer recommendations, including the current version of ANSI/SIA A92.8, and traffic control equipment must be in like-new condition per PennDOT specifications. Prior to award, contractors must demonstrate previous successful experience and capability to provide the services safely and efficiently, including providing references. The bid evaluation is based on the "Grand Total" for daily rates for both the large snooper and week-day traffic control, with payment made only for actual days of service rendered. STV reserves the right to increase or decrease quantities, and contractors will not receive reimbursement until STV is reimbursed by PennDOT. Invoices must include a price breakdown by service type and identify the bridge key (BrKey) for the inspected bridge. All coordination costs with the Coast Guard and other necessary agencies must be included in the daily rates.
