Incorporate input from the community, internal CRPD stakeholders and available demographic and trends analysis to develop an informed, complete and holistic plan for each park.

Develop master plans that push the range and distribution of recreational opportunities available in Columbus’ parks and provide a balanced response to the demands of organized sports and informal outdoor recreation and leisure use.

Provide a design team that is responsive to the city’s goals of equity, inclusion, and diversity.

Establish programs that provide a strong consideration for long-lasting interest, public safety, long term maintenance, and stewardship of these sites.

The consultant should give due consideration to unique and innovative approaches, particularly green elements in the project. The City is seeking a consultant who will assist the City by providing services that will have a lesser or reduced effect on human health and the environment. Such approaches shall be considered for feasibility and must be clearly defined including their impact on project scope, budget, and schedule. Where applicable, the consultant should show their use of green technology within the project and their experience with City of Columbus Stormwater Best Management practices (BMP). Further, indicate the team’s commitment to sustainability and environmental awareness by listing polices and procedure that relate (but not limited to) conservation, pollution prevention and waste reduction.

7. Selection Process:

The Consultant Selection Committee shall evaluate the consultants strictly upon the submitted proposals and interviews of the consultant’s clients, if applicable. The Consultant Selection Committee is generally composed of at least three members, and may include a representative from the Office of Diversity and Inclusion (ODI).

Each proposal package received shall be evaluated, scored, and ranked according to the criteria described herein and the Consultant Selection Committee will make a recommendation and inform the Director of Recreation and Parks for a final determination. Consultants may be interviewed as a part of the process. Once the selection process is completed, the selected Consultant will be contacted to participate in a meeting to discuss the final scope of services where fees are negotiated thereafter. After successfully negotiating a contract, the Department shall submit legislation to the Recreation and Parks Commission and Columbus City Council requesting approval and authorization of the contract.
