About this file

This is an Invitation for Bids (IFB-26-026) issued by the Tohopekaliga Water Authority, an independent special district in Osceola County, Florida. The solicitation seeks qualified contractors to design, furnish, assemble, test, and deliver one complete lift station control panel system for Lift Station K208 in Kissimmee. The control panel must accommodate four pumps rated at 88 HP, 480V, 3-phase with 108 FLA and include automatic and manual control, level integration, local operator interface, alarm functionality, and SCADA system compatibility. Only three approved manufacturers are eligible: Economy Control Systems (ECS) acquired by Advance Industrial Devices Company (AID), Stacon, Inc., and Unitron Controls operating under Barneys Pumps. The question deadline is May 11, 2026 at 5:00 PM, with bids due electronically through the Bonfire portal by May 21, 2026 at 2:00 PM. No pre-bid conference will be held. The public bid opening will occur via Microsoft Teams at the specified bid due date and time. The contract term extends from execution through delivery of the control panel. Bidders must submit delivery timelines including calendar days for shop drawings and approvals, and calendar days for panel delivery following approval. Delivery schedule is a key evaluation factor alongside cost due to the urgency of the replacement.

All pricing must be submitted as a lump sum and include design, manufacturing, assembly, testing, delivery, and all associated costs, with F.O.B. Destination freight prepaid. The enclosure must be NEMA 4X rated, constructed of 316 stainless steel with powder-coated white exterior, dead-front construction, and suitable corrosion-resistant coating for the operating environment. The contractor is solely responsible for complete system design, equipment sizing, and compliance with all applicable codes and standards. Bidders must provide three to five references of similar work completed within the last five years and submit all required attachments including the Affidavit of Non-Collusion, E-Verify Registration Certification, Drug Free Workplace Compliance Form, and Anti-Human Trafficking Affidavit. The successful bidder must provide a one-year warranty on the control panel and all materials, be registered to do business in Florida, demonstrate financial capability, and maintain adequate insurance coverage. Toho reserves the right to reject all bids and award to the lowest responsive, responsible bidder deemed most qualified; price is the primary award criterion, though delivery timelines may influence the decision if they significantly impact project schedule or operational requirements.

GENERAL INFORMATION AND INSTRUCTIONS

Tohopekaliga Water Authority (“Toho”), an independent special district established pursuant to Chapter 189, Florida Statutes, by special act of the Florida Legislature, hereby issues this Invitation for Bids (“IFB”) from qualified firms to design and lift station control panel. These instructions are standard for all contracts for commodities or services issued through the Tohopekaliga Water Authority (the "Toho") Procurement Services Department. However, Toho may delete, supersede, or modify any of these standard instructions for a particular contract by indicating such change in the Special Conditions, Technical Requirements, Instructions, Proposal Pages, Addenda, and/or Legal Advertisement.

1.1 TOHO INTRODUCTION: Toho is the largest provider of water, wastewater, and reclaimed water services in Osceola County, Florida, and provides such services to portions of Orange and Polk counties as well. Our promise is “Our Customers, Our Community, Our Employees Trust that Toho Cares” and our priorities are providing safe and reliable services, protecting the environment, delivering value, and investing in the future. Bidders can familiarize themselves with our agency at www.tohowater.com.

1.2 BID OVERVIEW AND BACKGROUND: The Toho Water Authority Lift Station K208, located in Kissimmee, requires the replacement of its existing control panel due to advanced corrosion and deterioration.

It is critical that the new control panel be designed, manufactured, and delivered in strict accordance with the specified technical requirements to ensure operational reliability and system compatibility. Given the urgency of this control panel replacement, both cost and delivery schedule will be key factors in the evaluation and award of this solicitation. Please see Section 4 and attachment H Standards, Specifications & Details 2025 Section 47.

1.3 USE OF TOHO FORMS AND TERMS AND CONDITIONS: Bids must be submitted in forms provided by Toho and only through the official portal https://Tohowater.bonfirehub.com. Bids submitted through Bonfire remain electronically sealed and are not visible to Toho or other Bidders until after the Bid is closed. Bidder must fill in all blank spaces on the Bid Price Form. No changes shall be made to the wording or format of the forms. In case of a discrepancy between unit prices and extended totals, unit prices shall prevail.

No addition or deletion of the terms or conditions included with the Bid response shall be evaluated or considered and any and all such revisions shall have no force or effect and are inapplicable to this Bid. No submission by the Bidder, whether purposely or inadvertently in any transmittal letters, specifications, literature, price lists or warranties may constitute a revision to these instructions. It is understood and agreed that the instructions and the general and special conditions in this Bid solicitation are the only conditions applicable to this Bid and Bidder’s authorized signature affixed to the Bid response constitutes acknowledgment of this fact.

1.4 ADDITIONAL INFORMATION REQUIREMENTS: Prior to a recommendation for award, Toho will require the apparent low Bidder(s) to demonstrate qualifications to furnish the specified goods and/or services under the Contract. Bidders must be prepared http://www.tohowater.com/

[Version July 2025] to submit written information requested by Toho within five (5) business days of a request.

In addition, Toho may request the Bidder’s: three (3) most recent years of audited financial statements; unaudited financial statements if audited statements are not available; Balance Sheets; Income Statements; Statements of Cash Flows; or other documents approved by Toho which establish the financial health of the Bidder. Financial statements provided to Toho should be prepared in accordance with US Generally Accepted Accounting Principles (GAAP). As an alternative method of providing financial assurance of the Bidder’s ability to perform, Toho may consider a letter of credit issued by an acceptable surety in an amount sufficient to secure the Bidder’s completion of the work.

1.5 NO BID RESPONSE: Vendors electing not to submit a Bid in response to this solicitation are requested to complete the “No Bid” Response form to provide feedback.

1.6 ACCEPTANCE AND RIGHT OF REJECTION: Bidder warrants, by virtue of bidding, that the Bid and the prices quoted in its Bid will be firm for acceptance by Toho for a period of ninety (90) days from the date of Bid opening unless otherwise stated in the solicitation.

Toho reserves the right to reject all bids.

1.7 LATE BID & MODIFICATION OF BID: Vendors may only modify their Bid prior to the date and time specified for the bid opening. All modifications must be completed within Bonfire.

c. Bid shall not be withdrawn after the award of a contract or issuance of a purchase order.

No plea or claim of mistake in the solicitation or resulting contract or purchase order shall be available as a defense in any legal proceeding brought upon a contract or purchase order awarded to a Bidder as a result of the breach or nonperformance of such contract or purchase order.
