This is an Invitation for Bids (IFB-26-024) issued by the Tohopekaliga Water Authority (Toho), the largest provider of water, wastewater, and reclaimed water services in Osceola County, Florida, with service areas extending into portions of Orange and Polk counties. The solicitation seeks competitive sealed bids from qualified contractors to provide wet well coating services for multiple lift station projects on an as-needed basis. Toho anticipates rehabilitating or replacing approximately eight to ten lift stations annually under this contract. The scope of work includes removal of existing coatings, surface preparation, application of coating systems to wet well walls and sloped surfaces, disposal of debris and wastewater, and provision of a ten-year warranty. Typical wet well dimensions range from 6 to 12 feet in diameter and 15 to 27 feet in depth. The question deadline is April 22, 2026, at 5:00 PM, with bids due May 7, 2026, at 2:00 PM via the Bonfire e-procurement portal. There is no pre-bid conference scheduled. The initial contract term runs for three years from the date of execution through July 31, 2029, with Toho retaining the right to renew for two additional one-year periods and to unilaterally extend for up to ninety days at the same terms and conditions.
Pricing is submitted on a unit price basis per square foot of coating applied, with estimated annual quantities of 9,034 square feet for previously coated wet wells, 2,407 square feet for new wet wells, and 9,034 square feet for removal and disposal of existing coatings. All costs including labor, materials, equipment, supervision, mobilization, demobilization, maintenance of traffic, safety compliance, and testing must be included in the unit price; fuel surcharges are not permitted and prices shall remain firm for the duration of the contract. Bidders must demonstrate relevant experience by submitting three to five project references from the past three years, proof of manufacturer-trained or manufacturer-approved applicators, and evidence of successfully completing a minimum of three similar wet well coating projects within the past five years. Materials must conform to the Approved Manufacturer's List (Exhibit A), which includes GML Coatings LLC (Green Monster Liner) and CCI Spectrum Inc. (Spectra Shield); no product substitutions will be considered. The awarded contractor must comply with all Florida vendor eligibility requirements, including E-Verify registration, public entity crime certifications, drug-free workplace compliance, and anti-human trafficking attestations, and must maintain comprehensive insurance coverage including Worker's Compensation, Commercial General Liability, Comprehensive Automobile Liability, and Umbrella Liability with Toho named as certificate holder and additional insured.

As projects are identified, Toho will issue a Purchase Order for the coating services required for one or more lift stations. Each project will be authorized through a separate Purchase Order issued under the resulting contract.
The coated area typically includes the wet well bottom, wall surfaces, and the underside of the top slab, excluding the hatch area and pipe penetrations. Typical wet well dimensions range from 6 to 12 feet in diameter and 15 to 27 feet in depth.
Payment for each wet well coating project will be calculated based on the unit price per square foot (SF) submitted in the bid multiplied by the actual square footage coated.
The unit price per square foot shall include all labor, materials, equipment, supervision, and incidentals necessary to complete the work, including but not limited to:
• Mobilization and demobilization
• Maintenance of Traffic (MOT), if required
• Removal of existing coatings

Toho will provide a bypass pumping system to prevent wastewater from entering the wet well during coating operations.
Lift stations included in each Purchase Order may not be ready for coating simultaneously. As a result, the Contractor may be required to perform multiple mobilizations and demobilizations for each lift station. These costs shall be included in the Contractor’s unit price and no additional compensation will be provided.
[Version July 2025]

7. If a structure fails to achieve acceptable pull test results, additional testing may be required at the discretion of Toho.
8. Areas identified with inadequate bond strength shall be evaluated by Toho and repaired by the Contractor.
9. All testing shall be…
