This Invitation for Bids (IFB-26-008) is issued by Tohopekaliga Water Authority (Toho), an independent special district in Osceola County, Florida, for backflow survey and inspection, maintenance, and installation services. Toho seeks qualified contractors to conduct survey, inspection, testing, repair, installation, and replacement of backflow prevention assemblies for residential customers receiving potable water with potable or reclaimed irrigation service, or auxiliary water sources such as wells, lakes, and fire lines. The scope includes testing approximately 13,500 assemblies, conducting 4,000 site inspections, and performing 4,000 cross-connection inspections on reclaimed systems annually. Installation services encompass reduced pressure assemblies, pressure vacuum breakers, double-check assemblies, and dual-check valves ranging from 0.75 inches to 2 inches in size. The question deadline is February 9, 2026, at 5:00 PM, with bids due by electronic submission through Bonfire on February 26, 2026, at 2:00 PM. No pre-bid conference will be held; all inquiries must be submitted through the Bonfire vendor discussion portal. The public bid opening will be conducted electronically via Microsoft Teams. The initial contract term runs from execution through April 29, 2028, with options for two additional one-year renewal periods and a supplemental extension of up to 90 days at Toho's discretion.

Bidders must submit pricing on the provided Bid Price Form with unit prices for each line item, with all costs including parts, labor, overhead, supplies, and travel to job sites. Toho reserves the right to award the contract to one or more contractors and will award to the lowest responsive, responsible bidder. Bidders must demonstrate a minimum of five years' experience with backflow assembly testing, maintenance, and installation and must provide three to five references from similar clientele within the past five years. Required qualifications include current Florida backflow repair and maintenance certifications for all personnel, E-Verify registration, Drug Free Workplace compliance, and general liability insurance of not less than $1,000,000. Bidders must submit multiple attachments including affidavits of non-collusion, E-Verify certification, drug-free workplace compliance forms, anti-human trafficking affidavits, and proof of business registration in Florida. The contract does not specify a set-aside or incumbent contractor; funding is contingent upon Toho board appropriation, and the authority reserves the right to terminate the agreement without penalty if sufficient funds are not available.
