Roofing and Waterproofing Consultant Services Solicitation Summary
This is a draft Request for Proposals (RFP) issued by Broward County, Florida, specifically the Facilities Management Division (FMD), for roofing and waterproofing consultant services. The solicitation seeks a qualified firm to provide comprehensive services related to building envelope maintenance and capital planning for all County facilities, including roofing, wall, entrance, and window systems. Services encompass inventorying and inspecting building structures, identifying repair needs, developing specifications and construction documents, and providing project administration. The contract is structured as an open-end agreement with a two-year initial term and three one-year renewal options. The Cone of Silence ordinance applies, and the solicitation follows the Consultants' Competitive Negotiation Act (CCNA) under Florida Statutes Section 287.055. The electronic bidding system (BPRO) is the required submission method; estimated dates for question submission, opening, and closing have not yet been finalized as this remains in draft status.
Pricing is not requested as part of the solicitation response, as this is a CCNA procurement where price will not be considered during vendor evaluation and ranking. Instead, unit pricing will be negotiated with the selected consultant for specific work authorizations. The County seeks firms with either a Florida-licensed Professional Architect or Professional Engineer. General liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate is required, along with professional liability (errors and omissions) coverage of $2,000,000 per claim with a maximum deductible of $100,000. The evaluation criteria allocate 100 total points across vendor qualifications, project approach, past performance, workload capacity, location preference, time and budget commitment, and volume of previous work. No OESBD goal participation is mandated for this solicitation. The project is funded entirely by County funds.
