About this file

This document is a Sources Sought Market Survey for a Design-Bid-Build (DBB) construction project at Kadena Air Base in Okinawa, Japan. The U.S. Army Corps of Engineers, Japan District is seeking local Japanese sources to construct a Theater Aircraft Corrosion Control Hangar, with a project magnitude between $100,000,000 and $250,000,000. The facility will include a single bay prep/wash hangar, support spaces for painting and sanding operations, and supporting infrastructure, but explicitly will not include a paint booth, which will be procured under a separate solicitation.

The procurement is intended exclusively for local sources physically located and licensed in Japan, with potential Contract Line Items (CLINs) for primary facility construction and an optional exclusion zone. The government anticipates issuing a Request for Proposals using Lowest Price Technically Acceptable (LPTA) source selection procedures. Interested sources are required to complete and submit survey questions by 6:00 PM Japan Standard Time on March 28, 2025, to the specified Contracting Officer and Contract Specialist. All interested companies must be registered in the System for Award Management (SAM) database and comply with Japanese business regulations and construction licensing requirements.

MARKET SURVEY/SOURCES SOUGHT

W912HV-25-Z-0008

THEATER AIRCRAFT CORROSION CONTROL HANGAR

(NO PAINT BOOTH)

KADENA AIR BASE, OKINAWA, JAPAN

Interested contractors are requested to submit the following information via e-mail to the Contracting Officer, Jack. T. Letscher at jack.t.letscher@usace.army.mil, and the Contract Specialist, Valeria Fisher at valeria.fisher@usace.army.mil, no later than 6:00 PM, 28 March 2025, Japan Standard Time (JST):

Summary: The government is considering making two separate solicitation packages for the construction of the Aircraft Corrosion Control Hangar. First package, a Design-Build solicitation for the acquisition of the Paint Booth to be fitted into the corrosion control hangar will be issued. American and Japanese contractors can participate under this solicitation (Article 14 will apply). The successful offeror will then work with the US Government (USG) to articulate the building modifications necessary for their product into the Design-Bid-Build package for the construction of the Hangar Facility. A separate solicitation (for contractors with Japanese construction license) to construct the Hangar Facility without the paint booth will then be issued and awarded. In this scenario, both the Booth Manufacturer and the Prime contractor for construction of the facility are awarded separate contracts to work directly with the USG. Each contractor will be responsible for coordinating with each other as indicated in their respective contract documents.

See Sources Sought W912HV-25-Z-0009 for Paint Booth manufacturers for your reference.

NOTE: THIS SOURCES SOUGHT IS FOR THE THEATER AIRCRAFT CORROSION CONTROL HANAGAR ONLY (NO PAINT BOOTH).

1. Name of your company:

Address:

Phone Number:

e-Mail Address:

Point of Contact (POC) Name:

SAM Unique Entity ID (UEI):

2. Do you have experience constructing large Aircraft Hangars or similar scope facilities?

3. Would you prefer and be interested in participating in an acquisition to construct the Aircraft Corrosion Control Hangar without Paint Booth?

4. Do you foresee any issues obtaining the proper bonding level for this project?

5. Do you foresee issues working with the Paint Booth Manufacturer on a separate contract? Prime Construction contractor would have to allow the Paint Booth Manufacturer to access the facility while during construction.

a) Will you need to set any limitations for the Paint Booth manufacturer? (example: Paint booth manufacturer can’t start their work until the hangar is accepted, Paint booth manufacturer must be escorted, etc)

6. What would be the appropriate performance period for this project without the Paint Booth requirement? (Exclusion zone will remain as an Option.)

7. The Specifications and Drawings have not gone through appropriate changes yet. Based on the Specifications and Drawings provided, do you have any suggestions on what the Construction Contractor is expecting to see from the Paint Booth Manufacturer’s design? This is just in general terms. USG doesn’t expect you to do a complete analysis.

8. If the USG were to implement phasing, do you see any issues with placing emphasis on completing the construction of the Corrosion Control side of the hangar, first (the side that contains the paint booth), ahead of completing the admin areas and prep hangar side in order to expedite the construction of the hangar where the Paint Booth will be fitted in by a separate Contractor? What are some of the disadvantages of phasing?

9. Please identify any additional concerns or issues that need to be considered by executing the project in this manner and provide any suggestions to make this a successful project.

Thank you for your support!
