About this file

This is a technical specification document for the procurement of three pad-mounted, oil-filled transformers for the Dworshak National Fish Hatchery electrical upgrades project. The specification details requirements for three transformers with different capacities: one 500 KVA unit (CLIN 001), one 1500 KVA unit (CLIN 002), and one 2500 KVA unit (CLIN 003). All units must be three-phase, step-down rated (with the 1500 KVA and 2500 KVA units also step-up rated), operating at 24.9 KV primary voltage and 480V secondary voltage at 60 Hz. Specific physical dimensional constraints, sound level requirements (57-62 dB maximum), and impedance specifications are provided for each unit.

The specification includes comprehensive general requirements covering sealed-tank construction with nitrogen blanket, dead-front high voltage terminations, less-flammable transformer oil meeting ASTM D5222-23, and numerous accessories including lightning arresters, pressure relief devices, and tap changers. The contractor must provide operation and maintenance manuals (CLIN 004) and conduct extensive testing per IEEE C57.12.90 standards, including ratio, polarity, load loss, and oil quality testing per IEC 60475/ASTM standards. All equipment must be UL listed and FM approved, delivered FOB destination to the Dworshak National Fish Hatchery in Orofino, Idaho within 80 weeks of contract award, with deliveries coordinated 30 days in advance during normal operating hours (Monday-Thursday, 7:00 AM - 4:30 PM). A minimum one-year warranty covering parts, labor, and workmanship is required.
