STATEMENT OF WORK
For
E-MARKET PLACE SUBSCRIPTION
1.0 SCOPE:
Anniston Army Depot (ANAD) has a need for a services contract with an E-Market Place Provider in order for Material Requirements Planners (MRP) to solicit Request for Quotes (RFQs) for only locating unavailable, obsolete, or urgent materials/parts for a base year period plus four (4) one (1) year option
ANAD would like to solicit bids for new service, which will meet our requirements and provide reliable parts availability and request for quotes on hard to find, obsolete, or unavailable materials/parts through normal supply channels.
2.0 BASIC REQUIREMENTS:
2.1 Contractor shall provide real time inventory along with inventory traceability information, certification data, a purchase icon or other fields selected by the vendor. ANAD is required to validate that the material is traceable and certified prior to purchase.
2.2 Contractor shall validate that their service is linked to Government and Industry Data Exchange
Program (GIDEP). GIDEP is a corporative activity between government and industry participants seeking to reduce or eliminate or expenditures or resources by sharing technical information and prevention of unplanned expenditures. GIDEP reports include suspected counterfeit reports, End of Life notices, and other reported part data managed by GIDEP. As weapons systems get older, parts become obsolete. This service must have the ability to have GIDEP reports assigned to them. It must be capable of alerting our purchasing personnel to log on to GIDEP's website to review details related to obsolescence or counterfeit avoidance.
2.3 Contractor shall ensure that they can provide Government Procurement History on all parts RFQs.
Government Procurement History is a necessary aspect of our business. We need the capability to view
Procurement History, at a minimum for the past 7 to 10 years to properly source and price for current and
“historic” National Stock Numbers and Part Numbers.
2.4 Contractor service shall be able to provide cross referencing capabilities of suitable substitutes, in accordance with MIL-Specs, by use of Manufacturer Part Number, National Stock Number (NSN), or
National Item Identification Number (NIIN).
2.5 Contractor shall have a system that is User Friendly, allowing the Material Requirements Planner
(MRP) and Maintenance Parts Specialist (MPS) the ability to select, in “plain language” by use of radio buttons, whether they wish to search the system for parts by National Stock Number (NSN), National
Item Identification Number (NIIN), or Part Number (PN). Once that selection is made, it should be a simple matter of entering the NSN, NIIN, or part number and receiving a list of all vendors with on-hand quantities available. Requesting for a quote, or multiple, quotes should be as simple as selecting through various vendors and stating what our requirements are, quantities required and turn-around-times.
2.6 Contract site shall provide free Messaging Board of feature that allow for MRP Planners to post
“urgent” parts requirement to all vendors in the event that a Request for Quote (RFQ) is not received within 24 hours.
2.7 Contractor shall provide individual access for at a minimum of 50 MRP Planners. Any service offering access to less than 50 individuals is not acceptable due to the fact that we have buyers in multiple locations across ANAD. Therefore, individual access is a necessity.
2.8 Contractor shall provide an initial on-site training to all users within first two months after award of contract and will at a minimum provide one follow-up refresher for each subsequent year.
3.0 QUALITY ASSURANCE AND INSPECTION:
3.1 Contractor shall be able to validate vetting of suppliers who are listed on their site for accuracy and quality. Under OPERATION ORDER 19-214, U.S. Army Materiel Command (AMC) Counterfeit Parts and Materials Prevention, if the part is not available from the Original Equipment manufacturer/
Original Component Manufacturer OEM/OCM or authorized distributor, all vendors must provide certification of quality and traceability of materials sold to all U.S. Army depots and arsenals.
3.2 Scope Changes. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
