About this file
This statement of work outlines requirements for a midwave fiber-coupled spectrometer system. The Air Force Institute of Technology seeks to procure a high-speed mid-infrared non-imaging spectrometer to advance defense research capabilities in areas such as target detection, disturbed earth detection, and environmental monitoring. Key requirements for the spectrometer include a spectral range of 2-5 microns, user-selectable spectral resolutions up to 6 cm-1, read-out speeds up to 400hz, and a sensitivity of 130E3 counts/ms-uW. The spectrometer must have a fiber coupled optical input, simple operating software, weigh less than 5 kg, and operate at temperatures up to 30 degrees Celsius. Delivery must be completed within 12-14 weeks of contract award, including transportation, unloading, storage, and on-site setup. A two-year warranty is required. Payment of 100% will be made within 30 days of completing all statement of work requirements via the Wide Area Workflow system. The associated federal contract opportunity is solicitation number FA8601-24-Q-0012 for an NLIR mid-wavelength infrared spectrometer through the Air Force Materiel Command Lifecycle Management Center.

Statement of Work
For
Wavelength Conversion Module
Title: Wavelength Conversion Module
Document Date: 09/06/2023
This document covers the purchase, installation, service, warranty, training, and commissioning of a High Speed MWIR Non-Imaging Spectrometer System to be implemented at the Air Force Institute of Technology (AFIT).
1. Scope: The purchase of a Midwave Fiber-Coupled Spectrometer system
1.1 Background: The Midwave Fiber-Coupled Spectrometer system is a high-speed mid-wave infrared non-imaging spectrometer system that operates in the mid-wavelength infrared (MWIR) band. This instrument, and its associated software, are a substantial advancement in technology level compared to AFIT's current spectrometer technology. MWIR spectrometers are key for many remote sensing applications, including target/camouflage detection, disturbed earth detection to locate IEDs, environmental & effluent monitoring, and ground-truth data collections for other national assets. Previous AFIT experiments in these areas have relied on instruments that are far slower, liquid nitrogen cooled, and incapable of measuring dynamically changing scenes. This new capability would be both advanced enough to enable new research, but also simple enough to use in ENP's OENG 616 lab. The smaller, more stable and portable instrument will allow students to quit fighting against antiquated instruments and focus on learning the physics. This instrument also embodies a tremendous advancement in speed and stability for a MWIR spectrometer, at a much lower price point than instruments with even partially overlapping capabilities. This instrument does not have a peer competitor with comparable specifications; the closest option is a Fourier Transform Infrared Spectrometer (FTIR), but these instruments are significantly larger, more expensive and significantly slower than the NLIR spectrometer. This combination of portability along with extremely high speeds represent a new capability, that will immediately enable new defense-centered research and improve the results of on-going projects.
